Root out the corruption in BSNL

P&T Department was once the most efficient and non-corrupt department of the Government of India. But now, it can not be said of BSNL which was bifurcated from P&T in to Telecom and then in to BSNL. It has become one of the most corrupt if you consider  the large number of  vigilance cases against its employees, mostly top-level officers. The latest is the reported case against  the Chief General Manager of Calcutta Telecom Factory.

The so-called reforms on the lines of neo-liberalisation policy, the fast growing telecom sector, the entry of the profit motivated private companies as also the formation of BSNL from government to public sector along are some of the reasons which have increased the corruptions in BSNL. Outsourcing and contracts are breeding grounds for corruption. This opportunity is maximum utilised to the tilt by the corrupt minded  persons, jeopardising the future of the company itself. In the present society, when even the most respected are involved in corruptible practices, the corruption has lost its stigma. Accumulation of money has become the aim of the life for some.

How it can be fought? We have seen and are seeing that how the fight against corruption is weakened by the Government itself, which is expected to lead the same.

The time has come for  the workers of BSNL  to strengthen the fight against corruption, whether it is bribe taking from contractors / outsourcing, in the tenders etc. At the same time the exploitation of the contract workers, which is also a method of corrupt practice has to be stopped. A determined and committed workforce can do a lot to make the corrupt practices to be reduced, even if not complete eradication. However our aim should be zero toleration of corruption.

CITU demands enquiry on ‘Coalgate’ and role of PMO/PM

CITU General Secretary and Rajya Sabha MP, Tapan Sen, today termed as a ‘drama’ the Central Vigilance Commission referring a complaint to CBI on alleged irregularities in use of coal blocks by some private firms.    “Will the CBI inquire on the misdeeds of Prime Minister’s Office or dare to question Prime Minister, on the issue,” Sen asked at a press conference here.     He said since the alleged irregularities in allocation of coal blocks were made, when the Coal Ministry was with the Prime Minister between 2004-2009, there should be a thorough probe in the entire issue, he said.     Sen, here to participate in the 4-day CITU National General Council meeting, beginning tomorrow, said Centre was deceiving the people by claiming that International crude prices played a major role in deciding the prices of petrol.     Sen, a member of the Standing Committee on Petroleum and Natural Gas, claimed it would cost only Rs.38 to Rs.40 for refining and supplying a litre petrol to the public, as against the present Rs.78 to Rs.80.    Government was earning 48 per cent tax on every one rupee of petrol sold and the claim of international fluctuation was a ‘fraud’ played on the gullible public, he alleged.   At the General Council meeting, Sen and CITU President, A K Padmanabhan said it would draw up a plan with regard to future of all the working class and also build up resistance, with other trade unions, against the UPA government whose policy was taking the country to ‘bankruptcy, disaster,’ leading to an economic situation like that of European Union.

Bangaru Laxman gets 4 years rigorous imprisonment

A Special CBI Court here on Saturday sentenced the former BJP president, Bangaru Laxman, who has been convicted of corruption charges, to four-year rigorous imprisonment. It also imposed a fine of Rs.1 lakh on him.

All those corrupt should be punished like this.

Bengaru Laxman, former BJP President convicted in corruption case.

In a big backlash for the BJP, its  former President Bengaru Laxman stands convicted by the CBI Court for accepting Rs. one lakh bribe. This scam was exposed by Tehelka through a sting operation. BJP was attacking the Central Government on the Bofors scam yesterday.

It has been amply proved more than once that both the BJP and the Congress are fully covered by the dirt of corruption all over.

The ghost of Bofors never dies

The UPA government which is already merged in a lot of mega corruption charges like 2G, CWG, Adarsh, Antrix etc. has got another bolt from the blue. The ghost of the Bofors scam has  surfaced  again. The opposition has exposed the nefarious role of the government in the escape of the concerned culprits. The Parliament has been stalled more than once today. The coming days will see the battle between the govenment and the opposition.

A book on Casual-Contract worker and relevant rules.

BSNL Casual and Contract Workers Federation is publishing a book on the issues of the workers, rules and Acts as also the demands raised by the Federation etc. It will be released at the time of the Circle Conference of BSNLCCWF Kerala Circle to be held on 29-30 April. The book is priced at Rs. 25 only.

Books will be available for sale by the first week of May.

2G Scam – What is the Presidential Reference to Supreme Court ?

The cancellation of illegal 122 telecom licences by the Supreme Court on 2nd February 2012 has been a slap on the face of the UPA government. The baffled government is trying to come out of it by making the issue more complicated by making a Presidential reference to the Supreme Court seeking clarifications on many issues directly or indirectly connected with the case. It has referred to the SC seeking clarifications on all licences which have been granted without auction since 1993. There are about 102 licences on which the Presidential Reference seeks advice from the apex court. These include 22 licenses of Airtel, 8 of Airtel, 17 of Tatas, 18 of Reliance 12 of Vodafone, 2 of Idea, 1 of loop etc. Incidentally, the licences allotted to BSNL and MTNL is not included in the Reference.

It seems that the Government had made this unusual reference to complicate the issue so that it can save itself from the 2G Scam or at least making it impossible to complete the case and punish the guilty.

Army Chief offered bribe for defence deal !

The statement of General V.K.Singh, former army chief, that he was offered bribe of Rs. 14 crore for purchase of army trucks and that it was reported to the Defence Minister Shri A.K.Antony has startled the Parliament and the nation. There was sharp exchanges, the government was in the dock and  a CBI enquiry has been ordered.

But this is no news for those who are connected and in the knowledge of defence deals. India is one of the countries who are spending a major portion of its revenues for defence purchase. In the past also, there has been many scandals and charges of bribe, but nothing was proved and no action taken, since the persons behind the scams are MNCs with strong political clout in many countries and the top-level politicians, bureaucrats and military officers.

It is doubtful that whether any results will come out of the enquiry by CBI, which institution is completely under the control of the central government.

SC dismissesGovt. appeal on Vodafone case

The Supreme Court today dismissed the appeal of the government in the Vodafone tax case, meaning that the govt. will have to refund tax money to the company. It was very clear that the govenment has filed the case to show that it is fighting for implementing its tax assessment. But in fact, it was not serious and the petition was only for name-sake.

Immediately after the dismissal  appeal, Minister Khurdhid announced that Rs. 2500 crores will be refunded to Vodafone.  It seems that the government wanted the same. Of course, it wants to support the private companies, especially MNCs.

TOWARDS A CORRUPTION-FREE BSNL

Department of Posts & Telegraphs was appreciated in the foregone days as one of the best, functioning effectively and without having the smear of corruption. P&T was bifurcated and DoP and DoT was formed in 1985.

After the neo-liberal policy was initiated by the Government and private companies started functioning in Telecom Services, the situation changed. MNCs, big business, politicians, bureaucrats made the telecom sector their fiefdom. Corruption started raising its ugly head in the award of licences, charges to be levied for licences, allotment of spectrum, purchase of equipment and so on. From the days of Communications Minister Sukh Ram, there have been series of corruptions, which is of course, a bye-product of the neo-liberalisation, privatisation policy.

The formation of BSNL has also resulted in serious corruption charges against top management personnel and even to the lower levels. It is reported in the papers that BSNL/Telecom has out-passed Income Tax, Central Excise etc. in the number of corruption cases.

Another corruption is the huge exploitation of the casual and contract labour for pecuniary benefits. As a Member of Parliament alleged in the Lok Sabha, the corruption by exploitation of the unorganised workers in the country will be hundred times more the 1.76 lakh crore 2G scam. BSNL has its share with about one lakh casual/contract workers, mostly exploited.

These corruptions have eroded the excellent name achieved through decades of sincere and committed work by the DoP&T. Can’t we restore our good name through a complete change of habits and fighting corruption with determination and making BSNL corruption-free? It is not impossible. Sustained, collective and determined effort can make things better for BSNL and the nation.

Let us move towards a corruption-free BSNL.
