At least 50% IDA should be merged immediately

BSNL, CG employees, Merger of 50% IDA, VII CPS

After the 2007 wage settlement in BSNL and other PSUs which continues with 10 year wage revision (BSNLEU had demanded 5 year wage revision), the IDA has gone up to 112.4% w.e.f. 01-01-2016. Wage revision is due from 01-01-2017, but the DPE has not issued any guidelines in the matter, either in the case of executives or non-executives. Employees are put to much hardship due to the high cost of living and due to the non-merger of IDA. At least, half of the DA should be merged immediately, with out waiting for the wage revision.

Though the VII CPC has submitted its report to the Government on the pay scales of the central government employees w.e.f. 01-01-2016, the latter has neither implemented it nor given any merger of the DA as used to be given.

The delay is unwarranted and unjustified. We demand the government to take necessary decision in the matter and order merger of at least 50% DA to the PSU employees, including BSNL.

Release of additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners due from 1.1.2016
The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved release of an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to Pensioners w.e.f. 01.01.2016. This represents an increase of 6 percent over the existing rate of 119 percent of the Basic Pay/Pension, to compensate for price rise.

This will benefit about 50 lakh Government employees and 58 lakh pensioners.

The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission (CPC). The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be of Rs. 6796.50 crore per annum and Rs.7929.24 crore respectively, in the financial year 2016-17 (for a period of 14 months from January, 2016 to February, 2017). Government of India on 21st March has issued orders declaring 14th April 2016, Birthday of Bharat Ratna Dr. B.R.Ambedkar, Architect of the Indian Constitution and also the icon of the crores of the underprivileged in the country, as holiday. We welcome the decision.

At the same time, we demand the government that instead of announcing the holiday every year just before the Ambedkar Jayanti, it should announce the same along with the other holidays, well in advance. We demand BSNL to immediately announce the holiday on 14th April 2016.

Ministry of Personnel decides to allow non entitled employees to travel by air and claim LTC restricted to fare entitlement.

New Delhi: All non-entitled central government employees have been allowed to travel by air while availingLeave Travel Concession (LTC) with a condition that reimbursement in such cases shall be restricted to the fare of their entitled class of train or actual expense.

The Ministry of Personnel had recently eased norms for processing claims of LTC — which allows grant of leave and ticket reimbursement to eligible central government employees to travel to their home towns and other places.

“Government employees not entitled to travel by air may travel by any airline. However, reimbursement in such cases shall be restricted to the fare of their entitled class of train, transport or actual expense, whichever is less,” an order issued by the Ministry said. (Confederation News)

EPF interest rate

Press reports indicate that the EPFO is examining whether the interest rate for 2015-16 can be increased from the declared 8.8%. The Central trade Unions have been demanding that it should be increased to 9.5%. Now it is understood that EPFO is considering of increasing the same to 8.9%. Our demand is that since there is a surplus of more than Rs.1,100 crore is available, 9.5% should be granted.

The proposed Indefinite Strike of Central Government employees to start from 11th April 2016 against the retrograde recommendations of the VII CPC has now been postponed to 11th July 2016. The National JCA meeting held on 7th March, after considering all aspects including the appeal by the Cabinet Secretary, the announcement of the elections in five states and connected matters, has decided to postpone the strike.

Task Force to reduce central staff

Government constitute Task Force to reduce staff

“Prime Minister Narendra Modi has constituted a five-member task force to rationalise central government staff and ensure their maximum optimisation.

The task force will be headed by Establishment Officer and Additional Secretary in Department of Personnel and Training (DoPT) Rajiv Kumar and it will submit its report next month.” (Press Release by Government)

This is clearly a move to reduce the staff strength. Due to ban on recruitment, the staff strength in the Central Services has gone down drastically. Thousands of employees are retiring every month, but the recruitment is very less. The government is proposing to further reduce the number.  The Central government employees’ organisations have to fight this attack on the workers.

Stop this attack on the workers; Rescind Tax proposal on EPF Withdrawal

EPF Withdrawal, Protest, tax

The Budget proposal to impose tax on the withdrawal of GPF is wrong, unethical and an attack on the hard earned money of the employees and workers. There should be strong protest from the working class.

We demand that the government should withdraw / rescind the proposal immediately!
