JAC Meets tomorrow

Joint Action Committee of BSNL Associations/Unions of Executives and Non-Executives will be meeting tomorrow, 7th February to discuss about 28th February strike, admission of new unions etc. I hope that the meeting will be highly fruitful on both these issues.

Punjab prepares for the membership verification and AIC

Punjab is preparing both for the All India Conference and the membership verification that is to be held in February 2013. This is the message that  we received from the Circle Conference of the BSNLEU Punjab Circle held at Ludhiana on  4th February 2012.

Both myself and Com. P. Abhimanyu , GS, BSNLEU, reached Ludhiana in the early night of 3rd February. We were received by Coms. R.L.Moudgil, Balwinder Singh, District Secretary and other leaders at the Railway Station. The Conference started at about 1100 hours  on 3rd at the Convention Hall, presided over by Com.R.L.Moudgil Circle President.  The report was  presented by the Circle  secretary, Com. Balbir Singh. Representatives from all the districts participated in the discussion.  Com.P.Abhimanyu, General Secretary  gave his key note address and touched upon in detail on almost all the important issues.

Open Session.

The Open Session started at about 1300 hours presided by Com.R.L.Moudgil, Circle President.  Com.V.A.N.Namboodiri, All India President, spoke about the international and national situations and the struggles taking place all over the world and India. He touched upon the issues connected with the financial viability of BSNL and other issues. S/Shri N.K.Gupta, CGM and other officers also addressed.

Since I had to return by the evening train, I left before the conclusion of the conference. However, the discussion and the very good attendance showed the determination of the Punjab comrades to strengthen their organisation and make the AIC a big success.

Standing Committee, NC, should be effective

The meeting of the Standing Committee of National Council of BSNL was held today, 25th January 2012. The first meeting of the National Council, after BSNLEU won in the second membership was held on January 25th itself in 2005. BSNLEU is the recognised union in BSNL for the last 7 years and it is sure that in the next verification in 2012 also, BSNLEU will win.

During these 7 years BSNLEU could achieve many gains for the workers, through discussions and struggles. BSNLEU has initiated a movement to save BSNL, which all unions have agreed and under the leadership of JAC, the movement is going forward.  Let us continue this movement to save BSNL and its workers.

The New Year Calender by Calicut District BSNLEU

I am at Calicut since yesterday. I will return to Delhi on 23rd January. Today, the District Secretary, BSNLEU, Com. Jayaraj came to my residence and handed over to me about 10 calenders of 2012 published by the District Union. It is beautifully printed with multi-colours in an attractive manner. It is to be taken to CHQ for office and other comrades.

The Calicut District BSNLEU has been publishing the calendar for many years, which will be supplied to each and every member. You can see the calendar in homes of all our comrades. In addition to the usual information, the important dates connected with trade unions and especially of telecom are  noted in it.

I feel that this is a good system and also a propaganda for the union and can be emulated by others.

Thousands join BSNLEU! Welcome to New Members!

It was expected. Thousands of BSNL workers have joined BSNL Employees Union during 15th December to 14th January period when the BSNL management has accorded time to enrol members of the unions. The continuous reports in the BSNLEU website confirm this.

Despite the unjustified and negative criticism of the NFTE , FNTO etc. the workers have understood from their own experience that the Wage revision and NEPP have been the best they have received in their entire life. They also appreciate the continuous struggles undertaken by BSNLEU to protect the interests of the workers. Naturally more and more workers will join BSNLEU.

Welcome to all New Members of BSNLEU! Congratulations to the branch/SSA level leaders and workers who made it possible. Without their support it would have been difficult to enrol these members.

KG Bose Bhawan will be inaugurated on 22nd March 2012

K.G.Bose Bhawan, the newly purchased building of BSNLEU will be inaugurated on 22nd March 2012. The date is also the foundation day of BSNLEU. CEC meeting of BSNLEU also will be held at that time in New Delhi. CHQ is making all arrangements to make the programme a great success.

A call from a senior leader, Comrade Harsulkar.

At about 1930 hours today, 7th January, I got an unexpected call. It was from Comrade V.A.Harsulkar, the former General Secretary of T-III Union for a very long period and then President, till BSNLEU was formed. He was one member of the Presidium at Vishakhapatnam Telecom Convention in 2001 which was the foundation conference of BSNLEU as also who hoisted the National Flag at the start of the Convention. We wanted him to be one of the Patron of the new union, but he politely declined. I had visited him at his residence two-three times afterwards as courtesy call.

He has called me to congratulate for having bought a building for the BSNLEU at New Delhi. He told that he has seen the report in the union journal, Telecrusader, which he is receiving regularly.He was  happy  and enquired about the location of the building etc. I Invited him to attend the inauguration on 22nd March  and he assured to come, health permitting. He might have crossed 85. Com Harsulkar had a dream  to have  an own building for T.III union at Delhi and had collected some amount, but the plan did not work. The money was used by the next general secretary to own a rest house at Kanyakumari. So, he will be doubly happy that BSNLEU, which he presided at the formation Conference, has fulfilled his dream of having union’s own building in Delhi.

Thank you, Comrade Harsulkar for taking keen interest in the union even at this stage and wishing to come to attend the inaugural function. Hearty welcome to you!

The Unity of the Seven Sisters of North East

The Circle Conferences of Assam, North East I and North East II circles are being held together at Silchar (Assam) from 6th to 8th January 2012. This Joint Conference is a long tradition of the North East Circles. Not only telecom unions but also Postal unions together, the Joint Conferences were being held till a few years back. Now, the Postal Unions are holding separately. Earlier there was only one circle called North East Circle including the present Assam, NE I & NE II circles. Later it was bifurcated  to Assam and North East. Again  North East was divided in to NE I & NE II. These three circles represent the seven states of North East Region viz. Assam (Assam Circle) Meghalaya, Tripura and Mizoram (NE I) and Nagaland, Manipur and Arunachal Pradesh (NE II), which are called the seven sisters of North East.  The Union has demanded the management to bifurcate NE I and NE II again so that each state will have its own circle just as in other states. But the management did not agree. There will be much more development if these states are having their own telecom circles.One of the reasons for the backwardness of telecom services in NE I and NE II is this. To go from one state to another , most of these states have to go through Assam and it es a lot of time.

These three circles are the strong holds of BSNLEU. In the first verification BSNLEU got  huge majority in all these circles, which is the position even now. While NFTE BSNL got 124 votes out of 5992 votes in Assam, In North EasT I, it got 11 out of 2127 and  in NE II it got 4 out of 1696.

All these circles are very systematic and have a strong tradition of democratic functioning. My Hearty Greetings to their Joint Coircle Conference!

Workers have to rise to the occassion to save BSNL

The Joint Action Committee has taken apt decision at the appropriate time to observe “Customer Delight Month” in May, extended to June 2011. Two months are almost over. It is time that we have to examine to what extent the programme has been successful. It is true that within two months any programme in such a big PSU extended all over India can not be correctly evaluated. But we have to see what progress we had made.
The first issue is that how much awareness we could make. In this case it can surely be stated that the message has gone in a big way that BSNL is in real difficulty and that unless something is done, the future will be dim. The experience of the other PSUs like ITI, HMT etc. which has gone loss making and also that the government will not come to the rescue of the workers are well understood.
The second is analysing why the profitable BSNL has gone down in a upbeat market where there is a lot of opportunity for expansion and development, where there are many crores of people who are still not having phone connections. Why private companies are able to utilise the opportunity and why the PSUs BSNL and MTNL are losing the market shares at the same time?
The answer is not difficult to find. In short it is the wrong anti-PSU policies of the government emanated from the neo-liberal policies that have resulted BSNL becoming weak. While all concessions and facilities for growth are granted to private telcos, the PSU telecos are discriminated in every way.
Second is the mismanagement. The ITS officers, who are the top management had technical capability in earlier technologies, but are not uptodate with the present technological development. Transfer of technology has not taken place. Further the present requirement is more on business and marketing than on technology. Unfortunately, not much have been done in this aspect. Inability to procure sufficient equipments and connected materials is another big issue.
There is a slackness all over the work force whether executive or non-executive. This has not been adequately addressed to.
There are many other reasons, but the above in a nut shell covers the main issues.
The observation of Customer Delight Month has made the management and workers aware of these issues to an extent. Results are there in few places. But much more has to be done. The management and the entire workforce have to discuss together and plan our strategy for further improvement.
We need not be panicky. If the 3 lakh workers are determined, no force can stop them. Let us be optimistic.

United Forum Meeting on 25th June

UNITED FORUM OF BSNL UNIONS
Decisions taken in the United Forum meeting held on 25th June 2011
A meeting of the National Steering Committee of the United Forum of BSNL Unions was held on 25th June 2011. Com. Suresh Kumar, Chairman, United Forum, presided. Com. V.A.N.Namboodiri, Convener briefed the committee about the latest developments.
After discussion, the following decisions were taken:
1. The meeting decided that the following issues are very important which requires urgent settlement. :
a. NEPP – Modifications.
b. PLI – Bonus
c. NE – 12 payscale
d. No VRS
e. SC/ST Reservation in NEPP – Special Recruitment Drive for SC/ST

A letter to be sent by the General Secretary, BSNLEU to the CMD BSNL seeking urgent settlement of the demands failing which agitation will be resorted to.
2. The functioning of the United Forum at Circle levels was discussed. It was decided that the Circle Secretaries BSNLEU should take the initiative to form the Steering Committee at their levels. And start co-ordinated functioning.
3. With regard to allotment of seats in Circle/SSA Councils, the alliance unions will discuss the matter with BSNLEU.
4. The next meeting of the United Forum will be held one day after the NC meeting.
