During my visit to Kolkata to attend the Open Session of National Conference of the Confederation of Central Government Employees and Workers on 4th May 2013, a meeting was organised by BSNLEU at the CTO Hall, which was participated by a large number of workers. Com. Sunir Sennel presided and circle Secretaries Coms. Animesh Mitra (W.Bengal and Dy. GS), Saibal Sen Gupta (Kolkata), Om Prakash (TF) and Adhir Kumar sen (Telecom Stores)  addressed. Com. Tapas Ghosh, General secretary BSNLCCWF also spoke.

In my speech, I congratulated the workers of all these four circles who have held the red flag of the union very  high in the recent membership verification and have achieved mor than 66% of the total votes in favour of BSNLEU. I spoke in detail about the post-verification situation when there are two recognised unions and also representations of more than one union in the negotiating councils. The decision of the Forum of BSNL Unions on the revival of BSNL, on achieving 78.2% IDA fixation etc. were also briefed. The issues of casual and contract workers with specific mention of regularisation of casual labour and the agitation in W.Bengal was appreciated.

In the evening a meeting of the leaders of the casual and contract workers federation was held and it was decided that the Memorandum of Demands finalised by the BSNLCCWF Central Executive Committee should be submitted to the CGMs in June with massive participation.

Comrade Mrinal Kanti Dasgupta, veteran leader of the Telecom Trade Union movement passed away today, 25th April 2013, at Ruby hospital in Kolkata. He was 82.

Comrade Dasgupta was one of the senior most leaders and was the President of the E.III Union Calcutta Telephone circle as also that of 12th July Committee, Central Govt. Employees Co-ordination Committee and Pensioners’ organisations. His great contribution in the growth of E.III (N) Union and BSNLEU is well appreciated.

I express my deep grief at his sad demise and convey my condolences to the bereaved family, Kolkata Circle Union, comrades and friends!

5th Consecutive victory for BSNL Employees Union

BSNL Employees Union has once again won the first position in the Membership Verification conducted by the BSNL Management   for electing the recognised union of non-executive workers. This is the fifth consecutive election, in all of which BSNLEU has won with flying colours. The verification through secret ballot was conducted on 16th April and the result was announced on 18th April 2013.

The membership verification is conducted in a systematic way on the line of the Parliament/ Assembly elections. This time there were 2230 polling booths with 204468 voters spread over 35 telecom circles. More than 10,000 officials including Presiding Officers, Polling Officers and Polling Agents were employed. Hundreds of Labour Officers supervised. The ballot boxes as also guidance in conducting the election was received from the Election Commission/Chief Labour Commissioner. The voting was held in one single day, 16th April 2013 all over the country, from J&K to Kerala and Gujarat to Arunachal Pradesh and A&N Islands.

18 unions contested in the election. But the main contenders were only three viz. BSNL Employees Union, NFTE and FNTO. In the membership verifications held so far, except the first, which went to NFTE, in all the other consecutive four verifications, BSNLEU had won with 50% or above of the total polled votes. Since as per Code of Discipline, the guideline adopted by all Central trade unions decades back, only the majority union was recognised and BSNLEU continued as the sole recognised union for the last 8 years. However, BSNLEU felt that it will not be conducive to the growth of the company as well as for the democratic process, if a good section, though minority,  is kept away from the right of representation. Accordingly, it took up the matter with the Chief Labour Commissioner as also the management for a change in the recognition rules. After discussion with all the unions, the management notified the New Recognition Rules for BSNL non-executive employees’ unions. As per this rules, any union which gets 50% or more of total votes (not polled) will be recognised as the sole recognised union. If no union gets more than 50%, then the two unions which get more than 15% of votes will be recognised. All the unions which get more than 7% of votes will be eligible to get seats in the negotiating councils at All India, Circle and SSA levels on the basis of proportionate representation.

After the election notification was issued by the Management in January 2013, the unions started campaign to woo the employees for  support.  Hectic tours were organised by all India, circle and SSA level leaders holding rallies/meetings, issuing pamphlets, notices, booklets etc. Colourful wall-posters were pasted at the office/exchange premises. The workers got a very good chance of meeting their leaders and putting their demands and suggestions directly.

While most of the unions limited their campaign on the financial demands of the workers and attacking the recognised union viz. BSNLEU, the latter mainly focussed the campaign against the anti-worker policies of the government, the need to save BSNL and strengthen it and also provide a better service to the nation. The leaders of BSNLEU explained to the workers how BSNL was being discriminated against the private companies, how it is being deprived of the necessary equipment like phone instruments, mobile lines, broad-band modems, cables etc. which is required for expansion and development of services. They also educated the workers how the company was being made financially unviable by the government by taking away all the Rs.40,000 surplus cash with BSNL in the name of spectrum charges, licence Fee etc. The government washed its hands of all the solemn assurances given by it at the time of formation of BSNL like reimbursement of Licence fee, compensation from USO Fund towards providing and maintaining loss making connections in the village, payment by ADC etc.. The neo-liberal policies being implemented by the government since 1990s have resulted in the weakening of all PSUs. Further, the top management of the company has done little to develop and expand the services, the main reason being that these top level ITS officers are mainly on deputation from government service and not absorbed employees of BSNL. The positive role of the employees in improving the services and taking care of the requirement of the customers were also emphasised.

The achievements during the last 8 years when BSNLEU was the sole recognised union were explained. The good wage revision of 2007, the New Promotion Policy, Group Insurance and many other such settlements have given good benefit to the workers. BSNLEU also took initiative in uniting all the executive and non-executive unions to fight together for saving and improving BSNL.

The voting was over on 16th April peacefully. Out of 2,04,468 employees, 1,93,121 participated in the election ( 94.45%). The result was announced in the evening of 18th April after compiling and finalising the results received from all the 35 circles more than 400 SSAs.

As expected, BSNLEU won the election with 99,380 votes (48.6% of total votes and 51.45% of polled votes). NFTE came second with 61,915 votes (30.28% of total and 32.06 of polled votes). FNTO could only muster 14,088 votes (6.89% total and 7.21% of polled votes). As per the New Recognition Rules, both BSNLEU and NFTE will be recognised as the Main Recognised Representative Union and Second Recognised Representative Union respectively. BSNLEU is eligible to get 9 seats in the negotiating councils at National/Circle/SSA levels and NFTE will get 5 seats on the basis of the votes polled by them. FNTO and other 16 unions will neither get recognition nor seats in the councils.

The results of the membership verification showed that more than 50% of the workers support BSNLEU and its policies. It is nothing new. In all the last 5 verifications, It has won more than 50% of the polled votes and twice more than 50% of the total votes also. It got massive majority in all  except seven circles viz. Bihar, Chhathisgarh, J&K, Jharkhand, Delhi NTR, T.Nadu and Corporate Office, where also it has improved much compared to the last election. BSNLEU regained first position in another five circles viz. Gujarat, Haryana, Punjab, Chennai and LTTC, where it lost last time. BSNLEU got more than 50% in A&N Islands, Assam, H.P., Karnataka, Kerala,  Maharashtra,   NE-I, NE-II, Punjab, Rajasthan, Uttarakhand, W.Bengal, Kolkata Telephones, BRBRAIT, Telecom Factory Kolkata, Inspection Circle and Telecom Stores. In total BSNLEU has won in 28 circles out of 35. The ratio of the seats in the councils at all levels will be on the ratio at the All India level.

This is a victory for the correct policy being adopted by the BSNL Employees Union. More than the financial and other benefits the union has achieved for the workers, the latter appreciated the struggle organised at the initiative of the union to defend BSNL and its workers. The complete strike in July 2007 against cancellation of tender for 45 million mobile equipment, even participated by the executives for the first time, which compelled the management to restore at least half of the tender orders, is a shining example. The strike in April and December 2010 for ensuring Pension Revision for pre-2007 retirees is another instance. The sustained propaganda and pressure through the ‘Subscriber Delight’ programme initiated by the Joint Action Committee pioneered by BSNLEU has done a lot to restore the deteriorating services.

Against the disinvestment/privatisation policy of the government, continued agitations and strikes were organised by BSNLEU which compelled the government to postpone the disinvestment programmes. The same is with the proposal of retrenching 1,00,000 lakh workers  through VRS. Due to the strong resistance of the workers, the management could not implement the VRS scheme so far. What happened to the Videsh Sanchar Nigam Limited (VSNL) and its workers after take over by Tata is well known to the workers and they do not want the same to be repeated in BSNL.

BSNLEU has given assurance to the workers that it stands to strengthen the PSU and provide a better service to the people. It will fight neo-liberal policies which are against the interests of the large majority of the people. The participation of BSNLEU in all the strikes and agitations called for by the Central Trade Unions during the last many years shows its commitment to the people. It will continue with this tested policy and agitations.

The victory of BSNLEU in the recent membership verification is a victory for the progressive section of workers. Due to its initiative, proportionate representation has now been introduced in the negotiation councils. It has shown that it stands for genuine democratic process. BSNL Employees Union expresses its thanks to the thousands of workers and well-wishers who have once again elected it with good majority.

Once again BSNL Employees Union has won the VI Membership Verification with huge margin. Out of the total 204468 votes BSNLEU got 99,380 votes and won with 48.6 %. NFTE came second with 61,915 votes with 30.28% and FNTO with 14,088 votes and 6.89%. BSNLEU and NFTE will get recognition and seats in the council, but FNTO will neithr get recognition nor seats. FNTO and  BTEU(BSNL)with 2.2% votes will get certain limited trade union facilities.

BSNLEU got its percentage of votes increased from 46.57% in the last verification to 48.6% this time. It won in ALTTC, Haryana, Punjab, Chennai, Gujarat etc. where it failed in the last verification and increased its voting % in almost all the circles. If the % is calculated on the polled votes as is the case in all elections, it will be 51.45%, more than 50% of the polled votes. It is a great victory. The council seats will be calculated on the % of votes received by BSNLEU and NFTE.

I congratulate all the comrades who have made all efforts in support of BSNLEU and thank them. I also greet our alliance partners in United Forum who made this great victory.

BSNL Employees Union – Struggles, Achievements and Future Tasks

22nd March 2013 is the 12th Birth Anniversary of BSNL Employees Union, the mighty organisation of the BSNL workers.  It was formed at Visakhapatnam in Andhra Pradesh, in the National Convention of Telecom Employees held on 21-22 March 2001 in the presence of late Com. E.Balanandan, President, CITU, one of the beloved leaders of the working class.

P&T Workers have been unionised since the early part of the 20th century. It was not easy to organise the government employees under the British imperialist rule. It was with great courage and personal sacrifice that Babu Tarapada and Henry Barton organised Postal and Telegraph workers respectively.  Despite much harassment and victimisation the unions strengthened, organised struggles and achieved demands. V.G.Dalvi organised the Postal Union in the second decade.

The Postmen strike of 1946, which is also treated as part of the Independence struggle, was historic in all sense. Although started on 11th July 1946 as a Postmen strike, within two weeks the entire P&T workers became part of the struggle and also it got support from the freedom movement. 14 out of the total 16 demands could be achieved by the end of the successful strike. This strike gave a new dimension to the movement and the need for unity of the P&T workers was instilled in the mind of the leaders and the workers.

Consequently, the leaders of the existing unions discussed and the Union of P&T Workers (UPTW) was formed in 1947 by merger. In 1954, the National Federation of P&T Employees (NFPTE) was formed by realignment by merging all the existing unions in to 9 All India Unions federated with NFPTE at the apex.    Com.  B.N.Ghosh, popularly called Dada Ghosh, was the first Secretary General of the united organisation.

The 5 days glorious strike of 1960 of the Central government employees was brutally supressed by the central government by treating it as a ‘Civil Rebellion’ and imposing the draconian ‘Essential Service Maintenance Ordinance’(ESMO), putting thousands of employees in jail and also dismissing, suspending, terminating and victimising tens of thousands of employees. But his could not deter the  Central Government employees movement from going on a successful one day token strike on 19th September 1968 facing similar victimisation, arrests and confinement.

As a result of these struggles, the government was compelled to appoint II and III Central Pay Commissions and revise the wages of the employees, formulate rules for grant of dearness allowance when the cost of living index increases etc.  In the 1974 strike for Bonus in which the railway workers participated in lakhs and were brutally victimised, in which a part of the P&T employees under the leadership of Com.K.G.Bose participated, though supressed, resulted in the grant of Bonus in 1978 after the Janatha Government was formed at the centre.

The difference in NFPTE started mainly on the approach to the issues as also the method to be adopted. One section of the leadership was of the opinion that the government policies need not be opposed but should try to settle the demands through negotiations and compromise only. The other section led by Com. K.G.Bose, N.J.Iyer, Adinarayana and others wanted to organise struggles, if the demands are not settled by the government. In the stiff contest in elections in NFPTE in 1970, the KG Bose group was elected. But the group led by Com. O.P.Gupta  floated a parallel list in the next Federal Council and with the connivance of the Minister and got recognition. Two NFPTEs  functioned for a few years, but the urge for unity resulted in bringing both the groups together and unity was restored by 1976.

Consequent to the bifurcation of the P&T Department in to Postal and Telecommunications  in 1985, NFPTE was  bifurcated in to NFPE and NFTE. The revisionists led by Com. O.P.Gupta were in the leadership of NFTE. Differences cropped up in the organisation on issues as well as the compromise being made by the leadership including agreement on ban on creation of posts, surrendering posts for promotion, restructure etc. As a result, some of the office-bearers in the unions affiliated to NFTE including Coms. Moni Bose, V.A.N.Namboodiri, M.N.Reddy and  J.Renganathan resigned from the office bearer posts protesting against the wrong line of the leadership. In the Bhopal All India Conference of the All India Telecom Employees Union Class III, contest took place and OPG leadership was defeated and Coms.V.A.N.Namboodiri and Moni Bose were elected as President and General Secretary respectively with other office bearers. Though the defeat was gracefully accepted by OPG, after six months, in connivance with the DOT, a dispute was created. The two groups of the union continued functioning separately.

After the collapse of the USSR, the global political situation changed. The imperialists led by US started dictating and imposing their decisions on the underdeveloped and developing countries. The economic and foreign policies of Indian government also changed. Instead of the socialist pattern of society, the shift started towards capitalist line. The government started implementing the neo-liberalisation policy of Liberalisation, Privatisation and globalisation(LPG). The PSUs, called the ‘Temples of Modern India’ by the first Prime Minister of the country,  Jawaharlal Nehru, was treated under the new dispension, as the cemeteries of India. PSUs were disinvested and privatised by handing over the same to private companies for paltry sums. Privatisation became the important mantra of the government.

The neo-liberalisation policy has its impact on the telecommunications also.  Under the New Telecom Policy 1995, for the first time, private telecom companies were formed and the government granted them licence to provide mobile service, while denying the same to the Department of telecom. This was a starting point of discrimination against DOT and later MTNL and BSNL., the telecom PSUs formed as per the new policy of the government.

The unions led by Coms. Moni Bose, V.A.N.Namboodiri, P.S.Raman Kutty, Pabitra Chakroborty and others formed a National Action Committee and organised many struggles against the anti-worker policies and decisions of the government. They participated in all the struggles organised by the central trade unions on the demands of the common workers. They also organised two strikes against the proposal of the government to form a telecom corporation carving out of the Department of Telecom. NFTE  kept away from these struggles.

Despite opposition from the workers and their unions, BSNL was formed on 1st October 2000. The corporatisation was made easy after the revisionist leadership of NFTE agreed for the same on certain assurance like government pension etc.

It was the unions which formed the National Action Committee and organised many struggles against neo-liberalisation and privatisation before and in 2000, that called for the National Telecom Convention at Visakhapatnam on 21-22 March 2001. And as stated earlier, BSNL Employees Union with Com. J.N.Mishra  as President, V.A.N.Namboodiri as General secretary and P.S.Raman Kutty as Dy. General Secretary with other office bearers were elected unanimously. Seven unions merged together to form the new union. Thus BSNL Employees Union was born on 22nd March 2001 at the Vishakhapatnam Convention/Conference.

BSNL Employees Union Marches Ahead­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­

Formation of BSNL Employees Union was a milestone in the Telecom trade Union movement. It carried with it the progressive and pro-worker tradition and heritage. The formation took place in the presence of trade union stalwarts like Com. E.Balanandan, President of CITU, Com. Adinarayana, Secretary General of NFPE, Com. N.M.Sundaram, General Secretary of the All India Insurance Employees Association, Sisir Bhattacharjee, the senior most leader of NFPTE and many other such leaders. Leaders of all the seven unions which merged together to form the new union were elected to the CHQ office-bearer posts.

While three federations viz. NFTE, FNTO and BTEF with their affiliated unions were recognised in DOT, the Code of Discipline accepted by the central trade unions decades back, stipulated for the recognition of only the majority union in the industry. A meeting was conducted by the BSNL management to finalise the method of electing the recognised/representative union. While NFTE insisted for recognition of only one union and that through check-off system, BSNLEU demanded voting by secret ballot and representation on proportionate basis. After detailed discussion with all the unions it was decided to conduct the election through secret ballot based on the Code of Discipline. It was however felt at that time that at least those unions which get more than 15% votes will be given recognition as was being the practice in DOT.

The election or Membership Verification process was conducted with the co-operation of all the unions without any hitch. NFTE got the first position with 105209 votes and 35.25% of the total votes, BSNLEU with 89,496 with 29.99% and FNTO with 40,215 and 14.54%. Being the unions with more than 15 %, both NFTE and BSNLEU were expected to be recognised, but on the insistence of NFTE that only one union is to be recognised as per the Code of Discipline, only NFTE was recognised, though they got only 35%, far below the majority point of 50%.

After the two years period of recognition, the II Membership Verification was conducted in December 2004. While almost all the unions argued for proportionate representation, NFTE firmly opposed and hence there was no change. After the verification BSNLEU was recognised since it got  majority votes viz. 139,827 votes with 49.25 %. NFTE got de-recognised, falling in the self-made trap of ‘one union recognition’. Since then till now, BSNL Employees Union have won in all the four verifications with good majority and continues as the sole recognised and representative union.

Wage Revision (Conversion from CDA to IDA scales)

On the demand of the unions the BSNL management started negotiations for wage revision for converting the CDA in to IDA scales. Since no union was recognised before the first membership verification, all the registered unions participated in the negotiations. The Memorandum on the demands of the wage revision was prepared by Com. V.A.N.Namboodiri, General Secretary of BSNL Employees Union, which was adopted by all the unions after serious discussion and modification. The negotiation with management was protracted, but within a few months agreement was reached and wage revision orders issued. All employees got a good wage hike as per the wage revision with effect from 01-10-2000, the date on which BSNL was formed.

Wage Revision from 01-01-2007

Within 7 years, another wage revision came due to the BSNL Employees. This is because the wage  revision for PSU employees as a whole became due in 2007, after the last revision was from 01-01-1997. Being the recognised union, BSNLEU took the initiative for the same in 2007 itself. NFTE and FNTO, the second and third unions were requested by BSNLEU to co-operate in preparing the demands and finalising the memorandum as also to participate in the discussions. However both of them rejected the offer and kept away from the process of negotiation. In addition, while hard bargaining was going on between the recognised union and the management, these unions told the management that they are willing to accept whatever has been offered by the management. But BSNLEU continued with the hard negotiation and gained many benefits, one after another. Agitational programmes were also organised to compel the management to concede the demands. NFTE and FNTO kept away from these programmes.

At last, the Wage Agreement was signed on 7th May 2010.  With 30% fitment, 3% increment rates etc. the wage revision resulted in good hike, which was well appreciated by the workers. Neither during the DOT nor in the CDA to IDA revision in BSNL, could the employees get such a wage revision so far. It is also to be remembered that the agreement was signed when the BSNL has already started posting loss.

Non-Executive Promotion Policy (NEPP)

The Non-Executives in BSNL (Group C & D in DOT), had only two promotions, OTBP after 16 years and BCR after 26 years. The discrimination between executives and non-executives has been continuing for years together, but the then recognised unions kept silent on the issue, even during the period when NFTE was recognised in BSNL from 2002 to 2004. In fact, NFTE made an agreement with the BSNL management for continuing the OTBT-BCR promotions till next wage revision ie. till 2007.

As soon as BSNLEU got recognition in December 2004, it demanded for 5 time-bound promotions for all non-executives without any discrimination after every eight years of service.  The management took a completely negative attitude in the matter. However, after serious negotiations and agitations an agreement was made on 30-10-2008.

The NEPP was a great step forwards with regard to the promotion of non-executives, who were completely discriminated for many decades. The implementation of the NEPP resulted in much financial advancement for the workers.

Due to both the Wage Revision and the NEPP, the workers got substantial increase in the salary. The wage bill of the company increased almost double after the wage revision.

The LIC Group Insurance Scheme for BSNL employees, The Loan Scheme through Public Sector Banks etc.  initiated and finalised based on the demands of BSNL Employees Union benefitted the workers in a good way. Change of designations of major cadres demanded by the Union is being discussed and the change for two cadres, Regular Mazdoor and Telecom Mechanic are already agreed

During the last 8 years of recognition, many issues have been taken up by the union and settled, which is much appreciated by the workers.

No to Disinvestment, No to VRS

Two main targets of the government and Management were to disinvest and later privatise BSNL as per the neo-liberal policy of the government. Through sustained agitations under the auspices of the Joint Forum/Joint Action Committee/Forum of BSNL Unions/Associations, we were able to defeat all the three attempts of the management to disinvest BSNL.

In the same way the decision of the management to retrench workers through VRS was defeated. NFTE, when it was recognised made an agreement with the management in 2004 for retrenching 50,000 workers through VRS. Immediately after getting recognition BSNLEU pressurised the management and got the decision cancelled. Two other attempts of the management for implementation of VRS were also got defeated. The pivotal role taken by BSNLEU in co-ordinating all the unions was appreciated by the workers. Because of the strong stand on BSNLEU and joint action by the total unions/associations, the government could not implement its decision on both disinvestment and VRS.

Save BSNL, improve services

BSNL has posted loss for three years. It will be increased in 2012-13. For the first  seven years BSNL was having good profit. It is due to the wrong and anti-PSU policy of the government that this magnificent company was put to loss. All the assurances of assistance by government given at the time of formation of BSNL, have been broken by government after a few years. The surplus cash balance of the company which stood at Rs.40,000 crore was taken away by the government in the name of a notional loan of Rs.7,500 crore, 2G and BWA spectrum charges of Rs. 18,500 crore, interest on notional loan etc.

Second reason for the downfall is the inefficient management. The responsibility of the management is to find out ways and means to expand and improve the services. The management has been completely negative in this respect. It failed to procure equipment like mobile lines, cables, telephone instruments, Broadband modems etc. which were required for expansion. On the contrary it cancelled even the proposed tenders for equipment in the last moment. The fact that most of the top management who are ITS officers are on deputation from government and not absorbed in BSNL is a major set back for the efficient functioning of the management.

How to improve the situation is the most important question before the workers. On the initiative of BSNLEU, the Joint Action Committee/ Forum of BSNL Unions, Associations have started the ‘Subscriber Delight’ programme through which the service to the people is to be improved and the management is compelled to fulfil their responsibilities to expand the services. This is not a temporary or jerk-knee action, but a sustained struggle to save BSNL and its workers. BSNLEU is committed to this revolutionary task, which it will try to fulfil with the support of all concerned.

BSNL Employees Union – 12 years of struggles and achievements (Part-1)

22nd March 2013 is the 12th Birth Anniversary of BSNL Employees Union, the mighty organisation of the BSNL workers.  It was formed at Visakhapatnam in Andhra Pradesh, in the National Convention of Telecom Employees held on 21-22 March 2001 in the presence of late Com. E.Balanandan, President, CITU, one of the beloved leaders of the working class.

P&T Workers have been unionised since the early part of the 20th century. It was not easy to organise the government employees under the British imperialist rule. It was with great courage and personal sacrifice that Babu Tarapada and Henry Barton organised Postal and Telegraph workers respectively.  Despite much harassment and victimisation the unions strengthened, organised struggles and achieved demands. V.G.Dalvi organised the Postal Union in the second decade.

The Postmen strike of 1946, which is also treated as part of the Independence struggle, was historic in all sense. Although started on 11th July 1946 as a Postmen strike, within two weeks the entire P&T workers became part of the struggle and also it got support from the freedom movement. 14 out of the total 16 demands could be achieved by the end of the successful strike. This strike gave a new dimension to the movement and the need for unity of the P&T workers was instilled in the mind of the leaders and the workers.

Consequently, the leaders of the existing unions discussed and the Union of P&T Workers (UPTW) was formed in 1947 by merger. In 1954, the National Federation of P&T Employees (NFPTE) was formed by realignment by merging all the existing unions in to 9 All India Unions federated with NFPTE at the apex.    Com.  B.N.Ghosh, popularly called Dada Ghosh, was the first Secretary General of the united organisation.

The 5 days glorious strike of 1960 of the Central government employees was brutally supressed by the central government by treating it as a ‘Civil Rebellion’ and imposing the draconian ‘Essential Service Maintenance Ordinance’(ESMO), putting thousands of employees in jail and also dismissing, suspending, terminating and victimising tens of thousands of employees. But his could not deter the  Central Government employees movement from going on a successful one day token strike on 19th September 1968 facing similar victimisation, arrests and confinement.

As a result of these struggles, the government was compelled to appoint II and III Central Pay Commissions and revise the wages of the employees, formulate rules for grant of dearness allowance when the cost of living index increases etc.  In the 1974 strike for Bonus in which the railway workers participated in lakhs and were brutally victimised, in which a part of the P&T employees under the leadership of Com.K.G.Bose participated, though supressed, resulted in the grant of Bonus in 1978 after the Janatha Government was formed at the centre.

The difference in NFPTE started mainly on the approach to the issues as also the method to be adopted. One section of the leadership was of the opinion that the government policies need not be opposed but should try to settle the demands through negotiations and compromise only. The other section led by Com. K.G.Bose, N.J.Iyer, Adinarayana and others wanted to organise struggles, if the demands are not settled by the government. In the stiff contest in elections in NFPTE in 1970, the KG Bose group was elected. But the group led by Com. O.P.Gupta  floated a parallel list in the next Federal Council and with the connivance of the Minister got recognition. Two NFPTEs  functioned for a few years, but the urge for unity resulted in bringing both the groups together and unity was restored by 1976.

Consequent to the bifurcation of the P&T Department in to Postal and Telecommunications  in 1985, NFPTE was also bifurcated in to NFPE and NFTE. The revisionists led by Com. O.P.Gupta were in the leadership of NFTE. Differences cropped up in the organisation on issues as well as the compromise being made by the leadership including agreement on ban on creation of posts, surrendering posts for promotion etc. As a result, some of the office-bearers in the unions affiliated to NFTE including Coms. Moni Bose, V.A.N.Namboodiri, M.N.Reddy and  J.Renganathan resigned from the office bearer posts protesting against the wrong line of the leadership. In the Bhopal All India Conference of the All India Telecom Employees Union Class III, contest took place and OPG leadership was defeated and Coms.V.A.N.Namboodiri and Moni Bose were elected as President and General Secretary respectively with other office bearers. Though the defeat was gracefully accepted by OPG, after six months, in connivance with the DOT, a dispute was created. The two groups of the union continued functioning separately.

After the collapse of the USSR, the global political situation changed. The imperialists led by US started dictating and imposing their decisions on the underdeveloped and developing countries. The economic and foreign policies of Indian government also changed. Instead of the socialist pattern of society, the shift started towards capitalist line. The government started implementing the neo-liberalisation policy of Liberalisation, Privatisation and globalisation(LPG). The PSUs, called the ‘Temples of Modern India’ by the first Prime Minister of the country Jawaharlal Nehru, was treated under the new dispension, as the cemeteries of India. PSUs were disinvested and privatised by handing over the same to private companies for paltry sums. Privatisation became the important mantra of the government.

The neo-liberalisation policy has its impact on the telecommunications also.  Under the New Telecom Policy 1995, for the first time, private telecom companies were formed and the government granted them licence to provide mobile service, while denying the same to the Department of telecom. This was a starting point of discrimination against DOT and later MTNL and BSNL., the telecom PSUs formed as per the new policy of the government.

The unions led by Coms. Moni Bose, V.A.N.Namboodiri, P.S.Raman Kutty, Pabitra Chakroborty and others formed a National Action Committee and organised many struggles against the anti-worker policies and decisions of the government. They participated in all the struggles organised by the central trade unions on the demands of the common workers. They also organised two strikes against the proposal of the government to form a telecom corporation carving out of the Department of Telecom. NFTE  kept away from these struggles.

Despite opposition from the workers and their unions, BSNL was formed on 1st October 2000. The corporatisation was made easy after the revisionist leadership of NFTE agreed for the same on certain assurance like government pension etc.

It was the unions which formed the National Action Committee and organised many struggles against neo-liberalisation and privatisation before and in 2000, that called for the National Telecom Convention at Visakhapatnam on 21-22 March 2013. And as stated earlier, BSNL Employees Union with Com. J.N.Mishra As President, V.A.N.Namboodiri as General secretary and P.S.Raman Kutty as Dy. General Secretary with other office bearers were elected unanimously. Seven unions merged together to form the new union. Thus BSNL Employees Union was born on 22nd March 2001 at the Vishakhapatnam Convention/Conference. (To be continued).

BSNLEU on the path to great victory in Membership Verification.

Why support BSNLEU?

There is no doubt that BSNL Employees Union will continue to be the first in the VI Membership verification of the non-executive unions in BSNL. This fact is conceded by all the unions, though reluctantly and the past results concur with the same.
Why BSNLEU / United Forum has won in all the last 4 verifications? The answer lies in the past excellent performance of the UF/BSNLEU during the last many years.
1. The first and foremost is its uncompromising fight against the anti-PSU, anti-worker policy of the government. The unions which later united and formed the BSNL Employees Union in 2001, have been in continuous struggle against the corporatisation process initiated by the government. While the recognised Federations in DOT viz.NFTE and FNTO openly declared that they will not fight against the policies of the government, the National Action Council formed by the former E.III(N), T.III, Administrative Unions etc continued a serious battle against the proposal for corporatisation touring the entire country and propagating. Two strikesw were also successfully organised by the NAC. Unfortunately the recognised Federations agreed for the corporatisation, though they went on strike against the same. This compromise with the management not only resulted in corporatisation, but the same could be implented by the government even six months earlier than it was proposed. Just as they have agreed for ban on recruitment and reduction of staff earlier, they agreed for corporatisation also putting the entire future of the employees at stake.
After the formation of BSNL, and later of BSNLEU, the latter continued its efforts to ensure for the viability of the BSNL and for better service. While neither the recognised Federations in DOT did not take any initiative to bring all the unions together nor NFTE, the recognised union after the first membership verification in BSNL, also did not take anyinitiative. It was only after the recognition of BSNLEU and at the initiative of the latter that the Joint Forum of BSNL Unions and Associations was formed and efforts made by all the unions/associations to save BSNL.The slogan of unity and struggle was implemented at the initiative of BSNLEU.
Despite decision of the government/Minister three times for disinvestment of BSNL not evn a single share could be disinvested so far. All the unions categorically rejected the offer of shares for the employees which was a clever ploy by the government. While almost all the PSUs have been disinvested, less or more, even after 12 years, BSNL still continues to be afully government owned company.
The programme of “Customer Delight Month/Year” was initiated by the Joint Forum /Joint Action Committee with the participation of all the unions. This could be done at the initiative of BSNLEU. Though the service is still not up to the mark, efforts are on throughout the country by the workers to better the same.
Without going in to further details, it can truly be stated that BSNLEU was in the forefront to defend and save BSNL and its workers. All the employees are fully aware of the same. That is why the BSNL employees, irrespective of the affiliation, looks to the BSNLEU and Joint Forum/Forum of BSNL Unions/Associations to continue the struggle to strengthen and save BSNL and its workers.Even the workers in other PSUs and Central trade Unions are fully appreciate the role of the BSNLEU in this respect.( to be continued).

BSNLEU has won with more than 50%, will win again

VI Membership Verification

BSNLEU Extended CEC meeting held at Warangal has called upon the BSNL workers to vote for it in large numbers so that the union gets more than 50% votes of the total voters. A perusal of the earlier verifications will show that it had won with more than 50% votes in both second and third verifications. In almost all verifications, BSNLEU has got more than 50% of the polled votes.
So it is not an impossible thing for BSNLEU to get more than 50% in this verification, especially with the achievements like a very beneficial wage revision, Promotion Policy and so on.
But the leaders at all levels have to meet the workers and enthuse them to vote and vote for BSNLEU. More than 50% is certain.

EXTENDED CEC AT WARANGAL – A LAND MARK.

The three days meeting of the Extended CEC of BSNL Employees Union held at Warangal (AP) from 26 to 28 February 2013 is a landmark session, which in detail discussed about the strategy to face the VI Membership Verification and win with a wide margin, to become the sole representative union.
The National Flag was hoisted by Com. V.A.N.Namboodiri, All India President of the Union and the red flag of the union was hoisted by Com. P.Abhimanyu, General Secretary. All the comrades paid homage to the martyrs.
The Inaugural Session started at 1100 hours on 26 February 2013 in the spacious P.V.R.Gardens in the centre of the town. The hall was fully decorated and the stage was set with large banners with the drawings of the pioneers of P and T Trade Union movement viz. Babu Tarapada, Henry Barton, Dada Ghosh and also veteran leaders Coms. K.G.Bose, N.J.Iyer, Adinarayana and Moni Bose. Com. V.A.N.Namboodiri, President, BSNLEU presided. Com. Vijaya Bhaskar, MLA and Chairman of the Reception Committee and Com.J.Sampath Rao, Convener, Reception Committee, welcomed all present.
Com. A.K.Padmanabhan, President, CITU, inaugurated the meeting who touched upon the successful two days strike on 20-21 February 2013 and the resultant developments. He also spoke about the anti-worker policies being implemented by the central government and the need to fight against the same.
Com. V.A.N.Namboodiri in his Presidential Address spoke about the main issues of the CEC meeting like facing the VI Membership verification, providing better service to the people, joint struggles and on other important demands.
General Secretary BSNLEU, Com.P.Abhimanyu in his keynote address presented the report on activities since the last AIC held at Ludhiana in September 2012 and spoke extensively covering all the issues. Com. P.Asokababu, Vice President as also Com. Animesh Mitra, DY GS addressed. The campaign materials published by the CHQ was released by the President handing over a copy to Com. Sampath Rao, Secretary, Reception Committee.
After vote of thanks by the Reception Committee, the Inaugural session came to an end at 1330 hours.
Extended CEC
The business session started by 15.00 hours with Com.V.A.N.Namboodiri, All India President in the chair. The house stood for one minute in silence paying homage and condolence to the workers and leaders passed away after the AIC. The Agenda notified was read and adopted by the house. After a few words from the President, the General Secretary presented the report on activities since the last AIC at Ludhiana. In his speech Com.P.Abhimanyu, General Secretary, BSNLEU briefed the house about all the latest developments, the organisational matters and the problems taken up and settled etc. The main focus was on the coming verification scheduled to be held on 16th April 2013. The achievements of the union since it got recognition in 2004 and the propaganda material required for campaigning was elaborately explained by the GS.
184 comrades including the Circle and District Secretaries participated in the discussion. They submitted the report on the 20-21 February strike, the membership position and the preparation for the strike etc. Certain pending issues of the workers were also pointed out with the demand that agitational programmes should be organised. The CHQ office-bearers also spoke.
The General secretary Com.P.Abhimanyu, Vice-President Com. P.Asokababu and Dy.General Secretary Com. Animesh Ch. Mitra spoke and clarified the issues raised by the Circle/District Secretaries.
Resolutions were adopted on 1) VI Membership Verification, 2) Demands of the Workers 3) On casual and contract workers demands 4) On pensioners demands, 5)Congratulating the workers for participation in the 20-21 February Strike 6) Congratulation to the Reception Committee for the excellent arrangements 7) demanding immediate arrest and action against GM Ghasiabad in the murder of Com. Surender pal, Dist. Secretary, Ghasiabad, wages of the employees recruited after 01-01-2007 etc.
The President in his concluding remarks called upon the workers to propagate the achievements of BSNLEU amongst the workers and to ensure complete success in the membership verification. He also called upon the telecom workers, irrespective of the union affiliation to jointly work for the revival of BSNL and a better service to the people. He concluded his speech with the slogan “ Unity for Struggle, Struggle for Unity and Unity and Struggle for Progress”!
All the CEC members and guests were given mementos by the Reception Committee.
Open session
The Open Session in connection with the CEC meeting was held in the afternoon of the last day of the Conference. Com.V.A.N.Namboodii,President presided. Coms. P.Abhimanyuu, GS BSNLEU, P.Asokababu, Vice-President, Animesh Mitra, Dy. GS, M.N.Reddy, General Secretary, All Pensioners Association, Viswanath, Circle secretary, SNEA, V.Sambasiva Rao, President, AIBDPA, Kabirdas, Convener, Offg. JTOs, Suresh, Circle secretary, SNATTA , D.Nagamanyam, Circle Secretary, BSNL and other leaders addressed the session.
The Extended CEC ended with vote of thanks by District Secretary, Warangal.
The Extended CEC Meeting has given the call to the BSNLEU workers to enthusiastically mobilise for the verification and come with more than 50% support from the workers.
The Reception Committee of Warangal deserves all congratulatiosn for the excellent arrangements and comradely reception given to all the comrades.
