Meeting with the CMD BSNL

Coms. V.A.N.Namboodiri, Convener, Forum, President BSNLEU and BSNLCCWF and Animesh Mitra Dy.GS BSNLEU and Vice-President, BSNLCCWF met Shri A.N.Rai, CMD BSNL on 11th August and discussed with him about the serious concern of the employees on the M/s Deloittee Committee recommendations on retrenchment of about 70,000 employees, engaging of executives on contract basis, centralising the SSA activities to circle, reducing 330 SSAs to a mere 167, discontinuing Sr.TOA cadre etc. A letter by Forum demanding a detailed discussion on the full report as also intimating the Forum decision to organise Lunch Hour Demonstration on 12th and 21st August was handed over to CMD. Another letter demanding immediate collection of Rs. 41 crore due from the private telecom companies for sharing of BSNL towers.
The issue of non-implementation of labour laws like minimum wage, EPF, ESI etc. to the contract labour engaged in various SSAs was also raised with the CMD.
CMD assured to look in to all the matters and take necessary action.

Meeting with GM (Admn) BSNL on Casual and Contract Workers issues

Coms. V.A.N.Namboodiri, President, BSNLEU and BSNLCCWF, Animesh Mitra, Dy.GS BSNLEU and Vice-President BSNLCCWF and Lalan Sah met Shri A.K.Sanghal, GM (Admn) and discussed about the non-implementation of labour rules with regard to minimum wages, EPF, ESI etc. in many SSAs. Several letters were also given to the GM(Admn), indicating the violation of the orders in various SSAs. GM(Admn) assured to take action in the matter.
The question of office for BSNLEU in Corporate office, holding of the Circle Council in C.O.,selection of coach, Manager etc. for the sports, holding of the Welfare and Sports Committee etc. were also discussed. GM(Admn) assured early action in all these matters.

Central Trade Unions Protest anti-worker amendment toLabour laws

All the 11 Central Trade Unions has strongly protested the government’s move to amend the labour and trade union laws to suit the requirements of the corporates and employers in a Joint Press Statement.The NDA government has introduced Factories (Amendment) Bill 2014 and Apprentices (Amendment) Bill 2014 on 8th August in the Parliament which curtails the rights of the workers. This includes removing the ban on night shift to the women employees. The Members of the Parliament belonging to the opposition including CPI(M) have strongly objected to the bill being moved.
The Rajasthan Govt. had already moved amendment for labour laws increasing the number of workers for the eligibility of EPF, union formation etc.

The government has also decided to increase FDI in Defence, Railways and Insurance, though the Insurance (Amendment) Bill is yet to be moved due to lack of numbers in the Rajya Sabha for the government.
The 11 Central trade Unions, including BMS, INTUC, HMS, AITUC, CITU, UTUC etc. has strongly protested these anti-worker moves and have decided to organise a ‘National Protest Convention’ in the first week of September 2014. The National Federations of various sector of employees will also be part of this convention. This will discuss and decide the Programme of Action.

BSNLEU has always been part of this great workers’ movement.

Homage to Com. S.R.Nayak – Seminar on FDI at Jabalpur

In connection with the observing of the first death anniversary of veteran P and T Leader and former Circle Secretary of BSNLEU, M.P. Com.S.R.Nayak, a Seminar on ‘FDI in Departments and Public Sector’ was organised at Jabalpur by CITU on 8th August 2014.. A large number of comrades participated. The Ambedkar Bhawan Conference Hall, where the seminar was held, was full and overflowing by employees and others who attended.
The meeting was presided over by a Presidium consisting of Com. Vidhya Kangar, President, M.P.State Anganawadi Union, Com.Jagannath Patel, Kisan Sabha, Com.N.Chakravarty, AIIEA and Com.G.N.Kumar, CITU. Com. Jagdish Singh, Convener of the Committee and also the All India Org. Secretary BSNLEU welcomed all and remembered the excellent leadership given by Com.S.R.Nayak to the workers.
Com.V.A.N.Namboodiri, All India President, BSNLEU, was the main speaker who introduced the subject. He remembered Com.S.R.Nayak and his sustained struggles for the workers and for the correct policies in the P and T and later BSNL. His sacrifices for the organization was mentioned. Com.Namboodiri then spoke about danger of the increasing FDI in various sectors including in Defence, Railways, Telecom, etc. and the necessity of fighting to put a stop to it. The joint struggle of the Central Trade Unions on the main demands of the workers were briefed.
Com.S.C.Shrivastava, Vice-President, AIBDPA and other leaders addressed.
The meeting was a great success. The participants appreciated the speeches of the leaders which was a part of the preparations for the future struggles.
In the morning Com.V.A.N.Namboodiri along with Com. Jagdish Singh and S.N.S.Chouhan visited the family of com. S.R.Nayak. The family were present in the meeting also.

Demands Day observed by BSNL Workers

According to the call of the Joint Action Committee of BSNL Non-Executive Unions, Demands Day was observed on 7th August by wearing Badges and organising lunch hour demonstrations in SSAs, Circles and Corporate Office. Massive participation is reported from the circles/SSAs.
In corporate office of BSNL, the demonstration was held in front of the office. Coms.C.Singh, Chairman, JAC, V.A.N.Namboodiri, President, BSNLEU, R.K.Kohli, GS, NFTBE, R.S.Chauhan, Circle Secretary, BSNLEU, NTR and other leaders addressed. The demands were explained and call was given to prepare for further agitation.

Organise Massive Protest Demonstrations on 12th August 2014 against anti-worker Consultant report

The Meeting of the Forum of BSNL Unions / Associations held today, 4th August 2014 has decided to organise massive demonstrations on 12th August at Corporate Office, Circles and SSAs against the anti-worker, anti-BSNL recommendations of the Consultant M/s Deloitte appointed by the BSNL to recommend on the financial viability and revival of BSNL. The recommendations are intended to retrench more than 70,000 non-executive employees, reducing the number of SSAs from 330 to 167, concentrating the work to Circle offices, engaging of Off Roll ( contract ) Executives etc. There will be no promotional prospects for the non-executives, and almost the same for the executives. Neither the Consultant, nor the BSNL Management has taken the employees or their unions/associations in to confidence in the matter, keeping these important shareholders completely in the dark. This seems to be a dark conspiracy. Naturally the employees are enraged. The decision of the Forum to organise mighty demonstrations on 12th August, when the meeting of the Heads of Circles is being held in Corporate Office, Delhi is most appropriate.
The Forum has already written to the management to furnish a full copy of the report and demanded discussion on the report. The Forum is seeking a meeting with the Communications Minister also.
The Joint Action Committee /Forum has earlier defeated such attacks on the workers like VRS and Disinvestment through united struggles. This time also it will be not be different. But unity and determination is a must. Let us meet each and every BSNL employee and prepare them for sustained struggles to achieve victory.

Insurance Bill will not be taken today in Rajya Sabha

The strong protest and opposition from the opposition parties had its effect. The Insurance Bill proposing to increase FDI from 25% to 49% in the Insurance Sector, which was proposed to be taken today in the Rajya Sabha, is not in the list of bills for today. The NDA Government could not get sufficient numbers to support in Rajya Sabha where it is in minority.
The All India Insurance Employees Association has called for strike on the day on which the Insurance Bill will be taken for discussion. BSNLEU, AIBDPA and BSNLCCWF have given full support to the decision and will organise support actions.

Meeting of Forum on 4th August 2014

An Emergent Meeting of the Forum of BSNL Unions/Associations will be held at 04.00 AM on 4th August 2014 at BSNL MS office, New Delhi to discuss about the report of the M/s Deloitte Consultants on the financial viability and revival of BSNL.

It is to be noted that neither the BSNL Management nor the consultants have taken the unions/associations in to confidence in appointment of Consultant, discussion or in finalising the recommendations. This is an arbitrary method entirely different from the past. The Unions/associations were given opportunity to discuss and present their views before the consultants, like M/s KPMG etc.

As per available reports on the recommendations, the same are against the workers. About 70,000 workers will be made surplus. Network, Transmission etc. will be shifted to circles from SSAs. 330+ SSAs will be reduced to just 167. Instead of recruitment, the roadmap is for outsourcing. It is recommended to close the Telecom Factories. Whether the report is for revival or for favouring the private companies to finish BSNL?

The meeting of the Heads of Circles is scheduled  on 12-13 August 2014 to discuss the recommendations. Before that,  the Forum has to meet and finalise its  views and plan to safeguard the interests of the workers. There can not be any delay in the matter.

Meeting a Senior Comrade

Today I am at Chennai to attend a meeting of the BSNL Employees, Retirees and Casual and Contract workers. The meeting will start at 1330 hours and then I will leave for New Delhi.
Taking this opportunity, I went and met Com. J.Renganathan,former Circle secretary Chennai Telephoines and senior leader of the telecom movement, at his house. He was resting after an operation on the shoulders. We had breakfast together. Com.C.K.Narasimhan, Circle Secretary, AIBDPA was also with me.
We talked about the union functioning and the struggles organised in the earlier days and the present situation and the need to fight against the neo-liberal policies of the ruling classes.
It was a pleasant meeting. Thank you Com. JR. We will meet again next time.

Today, 1st August, is the death anniversary of Comrade H.S.Surjeet, former General Secretary of CPI(M) and veteran Communist leader, who passed away in 2008. The life of comrade surjeet is a saga of sacrifices and revolutionary activities started from his early teens. During his General Secretaryship, the movement reached new heights and he co-ordinated the left forces in a strategical way.

BSNL Employees Union gratefully remembers the support given by Com. Surjeet on settling the issues of the CG and BSNL Employees.

Revolutionary Greetings and Red Salute to the great Communist, Comrade Surjeet !
