The following Resolutions were adopted in the CEC of BSNLCCWF meeting at Bhubaneswar held on 18-19 January 2014:

BSNL CASUAL AND CONTRACT WORKERS FEDERATION
Resolution on Demands and Action Programme
This Central Executive Committee of BSNL Casual and Contract Workers Federation held at Bhubaneswar on 18-19 January 2014 expresses its deep anguish as also strong protest at the undue delay in regularisation of the left-out casual labours/contract workers , non-implementation of the labour laws with regard to the payment of minimum wages and social security measures etc. for the contract workers. It strongly opposes victimisation /retrenchment of the contract workers for their genuine trade union activities. Instead of implementing the government /BSNL Corporate office orders on the above, they are being completely dishonoured by the contractors and field level officers of the BSNL Management. The casual, contract workers engaged in BSNL are Inhumanly exploited. Despite many representations, discussions and agitation, the situation continues more or less the same.
This Central Executive Committee held at Bhubaneswar after serious discussion feels that the present unhappy situation can not continue and that serious agitational programme are required to achieve the minimum basic demands of the casual contract workers. It, therefore, resolves to organise the following agitational programmes on the fully justified and long pending demands of the workers:
1. Demonstration in front of SSA heads on 26 February 2014
2. Dharna in front of SSAs 26th March 2014
3. March to CGM office 23 April 2014
3. March to CMD BSNL Office ( date will be fixed later)
4. One Day Strike (the date of which will be decided later).
Demands
1. Regularisation of Left-out casual labours and Contract workers.
2. Casual labour wage to be the same as the lowest wage in BSNL, instead of that of DOT.
3. Minimum Wage as per Government Orders to be implemented to the contract workers, including higher wages for semi-skilled, skilled and highly skilled and as per A,B and C cities. Wages to be paid through accounts/cheque.
4. Implementation of Social Security measures like EPF, ESI, Gratuity , Bonus
5. HRA / Quarters to be allotted to casual contract workers.
6. EPF Account to be opened by the Principal Employer instead of by contractor
7. Issue of Identity Cards by BSNL Management
8. BSNL Management should take necessary steps to improve the services by procuring sufficient equipment to enable expansion and development.
9. Equal Pa y for Equal work for contract workers
10. Vacate Victimisation- Reinstate all the retrenched workers.
11.Recognise the BSNL Casual and Contract Workers federation.
The CEC calls upon all the units of the BSNLCCWF to organise the programme effectively and successfully with massive participation.
The CEC also demands the BSNL Management to come forward to discuss the issues raised by the Federation and settle the same.

Resolution for participation in the action programmes of the Central Trade Unions
The Central Executive Committee Meeting of the BSNLCCWF held at Bhubaneswar on 18-19 January 2014 expresses its full support and solidarity to the programmes adopted by the Central Trade Unions on the 10 Point demands opposing steep price rise, anti-workers decisions of the government as also demanding minimum wage of Rs. 10,000 to unorganised workers etc. BSNLCCWF has participated in all the programmes organised by the CTUs including the 48 hours strike on 20-21 February 2013 and the Massive Parliament March held on 12th December 2013.
This CEC meeting held at Bhubaneswar declares that this organisation will continue to participate in all the programmes being organised by the CTUs in future also on the common demands of the people and the toiling masses.

BSNLCCWF CEC started at Bhubaneswar

The Meeting of the Central executive Committee of BSNL Casual and Contract Workers Federation started at Bhubaneswar today, 18th January, with the Union Flag hoisting by Com.V.A.N.Namboodiri, President at the RTTC premises amongst a large gathering. All the comrades paid homage to the martyrs by offering flowers, led by Com.Janardhan Pati, CITU leader and Chairman of the Reception Committee.
The CEC started at 10.30 hours in the seminar hall of the RTTC, presided bt Com.V.A.N.Namboodiri, President BSNLCCWF. Com. Tapas Ghosh Secretary General welcomed all and thanked the Reception Committee leaders and workers for the excellent arrangements made. Com.Janarddhan Pati, CITU leader inaugurated. In his speech he mentioned about the plight of the casual and contract workers and called upon the CEC to plan out agitational programmes for settlement of those issues. He analysed the present situation in the country and the united fight by the central unions against the neo-liberal policies of the government. he also mentioned about the high tradition of the odisha workers in stopping the privatisation of Nalco. Com. P.R.Das, Circle Secretary BSNLEU greeted the CEC.

Portable PF No. by 2014

EPFO, Portable A/C Nos.

The EPFO is planning to provide Portable PF numbers to all its account holders by 2014, making it unnecessary to have a new account every time that the worker shifts to another company or work.

At present the Account No.has to be transferred every time joining a new work. The present decision, when implemented, will reduce the hardship of transferring the account numbers.

The Circle Conference of W.Bengal BSNLCCWF was held on 11-12 January 2014 at Kolkata. There was massive participation in the Open session. More than 1000 workers participated. 310 delegates attended. Com. Govinda Das, Circle President presided.
The Conference was inaugurated by Com.Animesh Mitra, Dy.GS BSNLEU and Vice-President BSNLCCWF. Coms. Saibal SenGupta, Om Prakash Singh, Adhir Kumar Sen, Circle Secretaries of BSNLEU, Biplab Das, Tapos Banerjee, Circle Secretary BSNLCCWF Kolkata and other leaders addressed.
The Report presented by Com. Tapas Ghosh, Circle secretary was adopted after discussion. The conference discussed about the issues of the casual and contract workers and took appropriate decisions.
The Conference unanimously elected Coms. Govinda Das and Tapas Ghosh as President and Circle Secretary respectively.
Congratulations to the W.Bengal comrades who have conducted the Circle Conference successfully.

BSNL Unions Meet CMD at Raipur on Contract workers issues.

Both the Circle secretaries of BSNLEU and NFTE Chhattisgarh met the CMD Shri R.K.Upadhyay who was on tour at Raipur and discussed the issue of the casual/contract workers and the non-implementation of Corporate office orders by the Circle/SSA authorities. The CMD assured them that the matter will be looked in to. The letter given by the Staff Side, Circle Council is given below:

Respected Sir,
We on behalf of Circle Council (Staff Side), heartily welcome your goodself on first visit of Circle. On the auspicious occasion of All India BSNL Basketball Tournament, being organised at Bhilai during 9th and 10th January 2014. Taking advantage of this occasion we respectfully wish to draw your kind attention towards certain issues which are centric to C.G. Circle.
(1) We wish to respectfully submit that more than 2000 Contract Workers are being inhumanly exploited by the Contractor, and some Executives. Neither Minimum Wage is paid nor Social Security measures like EPF/ESI implemented, laboures are paid much less than what is due to them after continued persuation by the Unions, Orders were got issued by the Corporate Office on minimum wage, social security measures and procedures for payment etc. But unfortunatly C.G. Circle/ SSA managements conveniently shy away from its responsibility to implements Order as Pricipal Employer as per Government Acts and instructions. Very recently EPF Commissioner,Chhattisgarh Region, Raipur passed a verdict directing BSNL management to deposit Two Crores Seventy Nine Lacs towads EPF contributions, as because verdict was brazenly ingnored by the management, many Bank accounts of SSA heads reportedly freezed by the EPF authority. It is noteworthy that print and electronic media have widely highlighted the lapses of BSNL authority as a Principal Employer. Kindly look in to the matter and ensure that orders/ instructions issued by the Corporate Office are implemented and clear and strong communication may please be made to C.G. Circle to ensure that Labour Laws and issues are dealt with extreme sensitivity and caution. It would not be out of place to urge that responsibility for such violation of labour laws may kindly be fixed to stop recurrence of such lapses.

Circle Conference of BSNLCCWF, W.Bengal on 11-12 January.

All arrangements are being made for the holding of the 7th Circle Conference of W.Bengal on 11-12 January 2014. All india leaders including President, Com. V.A.N.Namboodiri, will be attending the same.
W.Bengal is one of the circles, which started organising the Casual and Contractual workers very early. Under the leadership of Coms. Animesh Mitra, Circle secretary BSNLEU(Dy GS BSNLEU also) and Tapas Ghosh, Circle secretary BSNLCCWF (who is also the Secretary General), the organisation has become strong and has been able to settle many issues.
But the major issue, Regularisaion of the 2270 casual labour in the circle, is still pending due to the adamant attitude and unacceptable plea of the BSNL management that they can not be regularised in view of the judgment of the SC in the matter.
The Circle conference will discuss all these matters and take suitable decisions.

The BSNL Contract workers have been on Dharna in Uttarakhand Circle for the last few weeks on the demand of minimum wages and other demands. A discussion took place yesterday between the Management and the leaders of BSNLEU and BSNLCCWF circle unions led by Com.P.C.Kandpal, Circle Secretary BSNLEU. The agitation has been postponed after agreement was reached on certain demands. The other issues will again be discussed.

The BSNL Causal and Contract Workers Federation, Belgaum SSA Unit has filed complaint before the Asst. Labour Commissioner (Central), Belgaum (Karnataka) against the retrenchment of 284 workers who have been continuously working for the last 12 years. The retrenchment is done as a vengeance and victimisation for taking up the issues of the contract workers and going on struggle for getting them implemented.
The retrenchment has taken place on the initiative of the BSNL SSA management. This kind of victimisation has to be stopped.
