Serious preparations are going for organising the Bharat Sanchar Bhawan March of the Casual and Contract Workers on 15th October 2014. After the meeting of the Parliamentary Standing committee on Casual and contract Workers in BSNL held at the Parliament annexe, the leaders of the BSNLCCWF met and discussed about the Bharat Sanchar Bhawan March on 15th October.

About 1,000 workers are expected to participate in the March as per the present information. Comrades from Maharashtra and Haryana Circles will not be able to attend the March since there is assembly election in both the states.

Accommodation for the comrades coming on 14th October and also those staying on 15th is also being arranged.

The Dharna will start at 10.00 hours. Com. A.K.Padmanabhan, President, CITU will inaugurate.Comrades in large numbers from the nearby circles except Haryana are expected.

Make the programme a big success.

The Parliamentary Standing Committee on Labour is meeting on 29th September 2014 to discuss on the ‘Deployment of Contract/Casual Workers for perennial nature of jobs in BSNL’. BSNLCCWF has been invited to the meeting for taking our suggestions, views in the matter.
We will submit and give evidence before the Parliamentary Standing Committee.

Dharna at W.Bengal , Kolkata

Well attended dharna was organised both at CGM Office, Kolkata as also CGM Office W.Bengal. The dharna in Kolkata Circle was held at Telephone Bhawan which was attended by about 1000 casual/contract workers. Coms. Saibal Sen Gupta, CS, BSNLEU, Tapas Ghosh GS, BSNLCCWF, Sisir Roy and other leaders addressed at Telephone Bhawan.
The dharna of W.Bengal Circle was held at the CTO office premises. About 1000 workers participated. Coms. Tapas Ghosh, Tapos Banerjee, Biplab Das and other leaders addressed the dharna.
W>Bengal and Kolkata casual and contract workers were always in the forefront of the struggles. We congratulate them.

BSNL Casual and Contract Workers organised dharna at CGM Office Lucknow today which was participated by more than 500 workers. The dharna started after conducting a jatha in the city. The Dharna was addressed by Coms. K.R.Yadav, Vice-President BSNLEU and BSNLCCWF, R.K.Mishra, CS, BSNLEU, S.P.Tiwari, Circle Secretary, BSNL CCWF and other leaders.
The Circle union has decided to send maximum number of volunteers to attend the Bharat Sanchar Bhawan March at Delhi on 15th October.
My Hearty Congratulations to the UP Comrades for the good dharna.

Inspiring Dharna of Contract Workers at Trivandrum

It was very inspiring. More than 1,500 casual/contract workers staged a massive dharna in front of the CGM Office Trivandrum as per the call of the BSNL Casual and Contract Workers Federation. The Dharna was inaugurated by Com. Anathalavattam Anandan, State President CITU. Com. K.Mohanan, Circle Secretary BSNLEU presided. Comrades P.V.Chandrasekharan (AIBDPA), K.Muralidharan (BSNLEU) A.Srikumar (FSETO), R.Somasekharan Nair (BSNLCCWF), V.K.Madhu (CITU), P.V.Jose(BEFI), Jacob Thomas (NFPE),Ashok Kumar (Confederation) and other leaders addressed. The BSNLCCWF workers on dharna gave solidarity greetings to the SNEA leaders on fast against victimisation.
Police in large number were present, but there was no untoward incident. The complete programme was very inspiring. The BSNLCCWF has decided to send more than 50 comrades to the CMD Office March on 15th October 2014.
Congratulations to the Kerala Comrades!

Well attended dharnas were organised at CGM offices premises today, 25th September 2014 by the casual and contract workers as per the call of the BSNLCCWF. Hundreds of workers participated in these dharnas. The demands of the workers include Regularisation of Casual and Contract Workers, Payment of Minimum Wage, Implementation of social security measures like EPF and ESI etc.

We Congratulate all the casual and contract workers as also BSNLEU Comrades who supported them in a big way.

CGM Office Dharna by Casual/Contract Workers

The CHQ of BSNLCCWF has called to organise Dharna in front of CGM Offices with massive participation on 25th September 2014. It is to achieve the Charter of Demands presented by the BSNLCCWF. BSNLEU has fully supported and had called their members to participate and give all support to the programme.

BSNLCCWF CHQ calls upon all workers to make the programme a big success.

Approach EPF Commissioners, wherever EPF is not implemented.

In the meeting with the Central Provident Commissioner, he has advised BSNLCCWF to approach the Provident Fund Commissioner in the area to ensure that the EPF is deducted and accounted.

All BSNLEU and BSNLCCWF leaders are requested to verify whether the EPF amount is deducted from the wages of casual/contract workers and remitted to the EPF Account. Wherever, it is not done, kindly approach the EPF Commissioner as advised by the CPF Commissioner.
Also send a copy of the list of contract/casual labour for whom deduction is not made for EPF and remitted by e-mail to Com. V.A.N.Namboodiri (van.namboodiri@gmail.com),so that the same can be forwarded to the CPF Commissioner.
This is important and very urgent.

Meeting with Central Provident Fund Commissioner

A meeting called by the Central Provident Fund Commissioner was held today, 24th September 2014, at Bhavishyanidhi Bhawan, New Delhi at 11.00 hours on the issue of implementation of EPF to Casual/Contract/Sanitation workers in BSNL. Shri K.K.Jalan, CPF Commissioner, presided. From the BSNL Management Side, S/Shri R.K.Goyal, GM (Estt.) and A.K.Singhal, GM(Admn) were present. BSNLCCWF was represented by Com. V.A.N.Namboodiri, President.

The discussion took place on the basis of the letter furnished to the CPF Commissioner by BSNLCCWF. Com. Namboodiri explained in detail about the non-implementation of EPF for the contract workers in most of the states.He also pointed out that both for the Casual and contract labour wherever it has been implemented, the date was from 2011 or so. He demanded that the EPF should be implemented from the date they were engaged or at least from 01-10-2000, the date when BSNL was formed. CPF Commissioner appreciated our point of view. He also stated that wherever EPF is not implemented, it can be brought to the notice of the EPF Commissioner there, who will take necessary action for implementation. The BSNL representatives asked the CPF Commissioner about the interest, penalty etc. if the EPF is implemented w.e.f. 01-10-2000.

We hope that the CPF Commissioner and BSNL management will take necessary action in the matter.

Earlier BSNLCCWF given evidence thrice to the Standing Committee.
