Strike in BSNL

My Hearty Congratulations and Greetings to the BSNL workers, Casual and Contract Workers and DOT-BSNL Pensioners, who stood together in making the 48 hours strike in BSNL a complete success. The reports received from all over India indicates that vast majority of the BSNL workers have enthusiastically participated in the historic strike. All the non-executive unions in BSNL has given call for the strike called for by all the 11 Central trade Unions in the country. It would have been really a 100% strike if the executive associations had also given call for strike, instead of only extending solidarity and support. However it is also reported from some areas that many of the executives have also absented themselves on the day.
Let us continue our struggles for fully achieving the demands.

BSNLEU Calicut - Calendar

I have reached Kozhikode (Calicut) today to attend the marriage of my brother’s grand-son. In the evening, Com. Jayarajan, District Secretary, Calicut visited me to discuss some organisational matters. He gave me some copies of the 2013 calendar published by the District Union. It is attractive and beautiful. In addition, it has specially marked the important trade union events and memorable days separately. The calendar is suppllied to all members in the district. This, the District union has been doing for many years.
I congratulated the District Secretary and the District union for doing this good job.This systemm can be implemented by other districts/circles also.

DOT moves for VRS to 1 lakh BSNL employees – A Press Report

I am reproducing below a report on the proposal of the DOT to initiate VRS in BSNL. Our view points are very clear. We are completely against VRS and the points raised in the report have already been answered by the union several times. The report is given to show that we have to be prepared for sustained struggles in the matter::The news report is given below:

Government of India seems to have made up its mind on cutting the number of employees in state-owned BSNL by a third, or 1 lakh, in an effort to turn around the loss-ridden company.

Responding to a question about how BSNL and MTNL can “manage their affairs with such a huge reduction of staff”, the Department of Telecom said they will be able to cope with the situation by adjusting their “business processes” and increased use of information technology.

“Both PSUs will be able to manage with reduced staff by way of greater utilization of Information Technology and re-engineering of business processes in tune with the current business environment,” junior telecom minister Milind Deora said.

The company’s losses have increased by about 30% in the last financial year to Rs 8,851 crore, largely on account of the unsustainably high number of employees. BSNL has a total revenue of about Rs 28,000 crore.

For example, its biggest competitor Bharti Airtel, which has a revenue of about Rs 72,000 crore, has only about 22,000 employees (some of whom may be part of its operations outside India). However, it may be noted that Bharti is not involved heavily in labor-intensive land-line operations and has outsourced the management of IT, towers and radio networks to IBM, Indus towers and telecom equipment makers like Nokia Siemens Networks.

However, even including employees that are possibly employed by these companies for Bharti, the total tally is likely to be only about 50,000-70,000, or about one-fourth to one-fifth of BSNL’s.

Even after the voluntary retirement scheme is implemented, BSNL will still have an unusually large employee base of about 2 lakh. However, as a large section of BSNL’s employees are in the 40-50 age bracket, unlike private companies’, the number of employees are likely to decrease by natural retirement as well.

Asked if BSNL has been continuing to recruit employees despite being overstaffed, Deora said the recruitment was required to meet its operational requirements.

“During the last five years, BSNL has recruited 48 Deputy General Managers (DGMs), 628 Junior Accounts Officers (JAOs), 4171 Junior Telecom Officers (JTOs) and 7213 Telecom Technical Assistant (TTAs). The appointments are not in excess of BSNL’s requirement,” he said.

MTNL hired 235 executives during the last five years.

BSNL is also in the process of ‘repatriating’ hundreds of Indian Telecom Officers (ITOs) back to the DoT.

BSNL floats new tender for 63 million mobile equipments

It is reported tht BSNL has floated a tender for 63 million mobile lines for further expansion. After the continuous pressure from the Joint Forum and consequent agitation, a tender was floated for 14.37 million lines, but the West Zone supply was not made since the ITI, which was given the tender as per the reservation quota did not accept the same. Now including that missed supply, the tender is floated

Two Days dharna by BSNL-MTNL workers on 17and18 Dec.

Joint Forum - Dharna

As per the call of the Joint Forum of BSNLand MTNL Unions/Associations, the BSNL-MTNL workers will be organising massive Dharna on 17th and 18th December demanding immediate repatriation of the BSNL non-optee ITS officers, procurement of equipment and materials for BSNL and MTNL to provide better service, adequate compensation for BSNL land-line operations which are loss making, immediate refund of BWA spectrum charges to BSNL and MTNL, justified sanction of funds from USO Fund, Pension to MTNL retirees by Government as in the case of BSNL, Immediate Presidential directive for 78.2% IDA fixation etc.

The inaction on the part of the BSNL-MTNL managements and the Government has necessitated this programme. Workers are requested to make it a big success.

Today, KG Bose remembered

Today, 11th December is the death anniversary of Comrade KG Bose who passed away in 1974 in the Royal Hospital, London.

As usual Postal and BSNL and central Government employees reached at late KG’s residence in the morning itself and held the memorial meeting. In many places, all over the country such meetings/rallies are being held in memory of the revolutionary leader.

I called KG’s son Babu and Moni Bose’s son Pappan and remembered the day.

BSNL – MTNL Unions/Assns prepare for the March to Parliament

Serious efforts are being made by the Joint Forum of  BSNL-MTNL Unions/Associations for making the Parliament March on 22nd November 2012 a grand success. The March is to focus the non-repatriation of the ITS officers from BSNL who are not prepared to absorb in BSNL though they are more than 10 years on deputation in BSNL.

The nearby states to Delhi have been asked to being maximum number of employees to participate in the March. The BSNLCCWF has given call to participate in the March. All India BSNL-DOT Pensioners Association will organise demonstrations all over India in support and solidarity to BSNLEU and other unions going on strike.

Prepare maximum for the contined struggle and strike on 22nd November 2012

Despite all the protest letters to Minister Communications, Secretary DOT, CMD BSNL as also police authorities as also strike, dharna etc. neither the GM Ghaziabad, who is the main culprit in the cold-blooded murder of Com. Sukenderpal, District Secretary, BSNLEU Ghaziabad, is arrested, suspended or repatriated as demanded. It is clear that money has been passed in lakhs/crores to save the murderers.

We can not accept this position. The culprit/s have to be punished. Organise the 16th September  strike in a magnificent way which will be a serious warning to the police and the BSNL/DOT authorities. Strike and strike hard!

AIBDPA Supports Strike on 16th November 2012

All India BSNL-DOT Pensioners Association (AIBDPA) has extended its full support and solidarity to the one day strike on 16th November 2012, called by the BSNL Employees Union, United Forum of BSNL Unions and BSNL Casual & Contract Workers Federation (BSNLCCWF) demanding the immediate arrest and suspension of Adesh Kumar, GM, BSNL Ghaziabad who along with other culprits have beaten to death the District Secretary of BSNLEU Ghaziabad, Com. Sukenderpal Singh on 22nd October 2012 at the GM’s office.

In a statement issued, Com.K.G.Jayaraj, General Secretary of AIBDPA called upon the BSNL and DOT Pensioners to support the strike and demonstrate along with the striking workers. He asked the Pensioners to be in the forefront of the struggle.

Casual / Contract workers will participate in the16th November Strike

BSNLCCWF CHQ has called upon the Casual and Contract workers to participate in the one day strike on 16th November called by the BSNL Employees Union and the United Forum of BSNL Unions strongly protesting against the brutal murder of Com. Sukenderpal Singh, District Secretary, BSNLEU, Ghaziabad and demanding immediate arrest and suspension of Adesh Kumar, GM, Ghaziabad  against whom FIR has already been filed under IPC 147 and 302 for murder.

The BSNLCCWF Circle/District units have been asked to contact with the BSNLEU & United Forum leaders and jointly make the strike a great success.
