BSNL - Recognition of unions

The results of the membership verification has been announced  on 18th April 2013. Since the orders on the same have not been issued so far till today evening, I met Shri A.N.Rai, Director (HR) BSNL and explained to him the urgency for issuing the orders expeditiously. After some discussion, he agreed that the orders recognising the eligible unions ( BSNLEU and NFTE) will be issued tomorrow.

Seat Sharing in councils -BSNL

After the membership verification in BSNL,many comrades are asking how many seats will be allotted to each union according to the proportionate representation?

As per the BSNL Recognition of Non-Executicves’ Unions and representation in the Council Rules, 2012, only those unions which get a minimum of 7% of the total votes in the membership verification ar eligible for allocation of seat/s in the council. The 7% is taken as minimum for one seat on the basis of 100 divided by 14 seats ( ie. 7.28 %). Since FNTO has received only 6.89% in the verification, it is not eligible for any seat.

The 14 seats in councils should now be allocated between BSNLEU and NFTE on the basis of calculation as illustrated in the  Recognition Rules. Accordingly the calculation will be as follows:

% of votes secured in verification     BSNLEU  48.6%    NFTE  30.28%

Inter-se ratio of votes                      BSNLEU  61.61%  NFTE  38.38%

No. of clear seats                             BSNLEU   8           NFTE   5 seats

Balanace % of votes                         BSNLEU   5.61%   NFTE    3.38%

Total Seats inthe councils                  BSNLEU   9           NFTE    5

Accordingly BSNLEU will get 9 seats and NFTE 5.

The petition filed by SNEA(I), BSNLEU and AIBSNLEA in the Hon PCAT, New Delhi (OA 1283/2013 and MA 992/2013) praying for quashing of DOT and BSNL order dated 11.03.2013, deploying ITS officers from DoT to BSNL came up for admission today. After detailed arguments by our Counsel, Hon Court admitted the OA, issued notice and the interim application for stay of operation of order dated 11.03.2013 is listed for arguments on 02nd May, 2013. Results of Membership Verification in BSNL

BSNL - Membership Verification

By today evening the results of the Membership Verification for electing the recognised union of the 2,04,000 non-executive employees in BSNL will be declared. The election was held two days back on 16th April. The counting in each SSA will start in the morning and the results will be sent to the Circles which will sum up the figures and intimate to the Corporate Office,which will declare the results. When the results are announced, then it will be known which union/s will be recognised and which will get seats in the Councils at National/Circle/Local level etc.

The hectic tours and campaigns are over, the voting is over. Now all are eagerly waiting to know the results.

The suspense will be over by the evening and the winners announced. This is the system of verification which has been functioning effectively for all the 6 verifications. My Hearty Congratulations to the management, the workers and the unions!

BSNL - Membership Verification

Greetings and Thanks to our members to Well Wishers

Dear Comrades,

 The polling for VI Membership Verification in BSNL will be  over by 1800 hours today, 16th April, 2013. The polling all over India has been peaceful according to the reports received so far. The results will be declared by 18th April, 2013 and it will be known which is / are the recognized union / unions.

The election process in BSNL in all the last 5 verifications has been peaceful and disciplined and this verification also has been the same. We congratulate the BSNL workers for the excellent peaceful performance.

This election is special in many ways. This is being conducted as per the BSNL New Recognition Rules instead of the Code of Discipline on the basis of which earlier verifications have been done. As per the latter, only one union which gets maximum number of votes will be recognized. The New Recognition Rules provide for recognition for those unions which gets more than 15% votes. But if one single union gets more than 50% of total votes, then it will be the sole recognized union. Whether one or more unions are recognized, all those unions which get more than 7% of votes will be eligible for proportionate seat in the National / Circle / Local councils.

Accordingly if BSNLEU gets more than 50% of votes, then it alone will get recognition. There is all probability for the same.

For the last two-three months, all the unions have been on the campaign trail holding hundreds of meetings all over India, explaining their position on demands, viewpoints etc. All office/exchange premises were full of posters, flex boards, notices and other propaganda materials. It was just like a festival time.

At last today the voting has taken place after the long wait. The voting will be over by 1800 hours and the ballot papers will be kept in safe custody till 18th April. The ballot papers will be counted and results announced on the same day by the Returning Officer in the Corporate Office, Delhi.

Since the voting is almost over, there is no meaning in predicting to results. However, from all the reports available, it is certain that BSNLEU / United Forum will win and win with more than 50% of votes.

Orissa/Odisha Telecom Circle

Telecom workers in Orissa Circle will be happy to know that at last BSNL Corporate Office has issued orders today renaming Orissa Telecom Circle as Odisha Telecom Circle.

The State Government and the Central Government had already decided the change of name 2 years back. (Please see the newspaper report of  24-03-2011).It is not understood why the BSNL Corporate Office took so much time to implement the decisions? As usual, they have delayed the matter. However, I am happy that at last the order has been issued. Better late than never!

Orissa’s new name is Odisha

 NEW DELHI: Orissa will hereafter be called ‘Odisha’ and the Oriya language will be known as ‘Odia’ with Parliament giving approval to amendment of the Constitution and also passing the related bill.

The Rajya Sabha passed the Orissa (the Alteration of Name) Bill and adopted the Constitution (113th) Amendment Bill after a brief debate with members from all parties hailing the move as “historic” for people of the state

VI Membership Verification in BSNL – The last minute efforts.

The VI Membership Verification election by secret ballot will be held all over India on 16th April and the results will be announced by 18th April 2013. The main contest is between the BSNLEU led United Forum and the NFTE led group. The last two months have seen the hectic election campaign by these two unions as also other unions.

Only one day is left before the election. This is the time when maximum last-minute efforts are required to get more and more support. All our comrades are requested to put in this last-minute effort and ensure maximum votes for BSNLEU to save BSNL and its workers from the brutal attack of the government on this institution and the employees.

Huge Support for BSNLEU – only 1 month for verification

Membership Vfn 2013 - BSNLEU

Only one month is left for the conduct of the membership Verification in BSNL to find out the recognised union/s. The voting by secret ballot all over India will take place on 16th April 2013.

The All India and Circle Unions of BSNLEU are fully ready for the verification. They are confident of getting the support of more than 50 % of the workers. All India leaders of BSNLEU along with the leaders of UF are moving all over the country. The feed back that these leaders are giving is that the workers are fully supporting BSNLEU.

The total voters are about 2,05,000. BSNLEU has got 1,14,000 paid members as on Decembeer 2012. In addition the members of the alliance unions are also there. In such a situation, there is no doubt that BSNLEU/UF will get much more than 50% in the coming membership veriication.

Again hard campaign is necessary. it is being done. Let us prepare for a big victory to BSNLEU.

The Meeting of the United Forum of BSNL Unions will be held at 1100 hours and the that of Forum of BSNL Unions/Associations will be held at 1430 hours, both at BSNL MS office. Important decisions are expected from both the meetings.

Recognition of BSNLEU should continue till verification

BSNLEU - Recognition - Verification

BSNL Management has withdrawn the recognition of BSNL Employees Union with effect from 13-02-2009 on the basis that the recognition was given for two years till that date. When the verification process was being delayed for finalising the BSNL Recognition Rules, it was demanded by BSNLEU that the recognition to BSNLEU should be extended till that date since such a long period with out a recognised union will not be correct. Other unions like NFTE, FNTO etc. in addition to our alliance partners also stated that they do not have any objection for extending the recognition of BSNLEU till verification. We also pointed out to the management that in the PSUs, the recognition is being extended till the next verification.
As such, BSNLEU should have been extended recognition till April 18th. Instead, BSNL Management has referred the matter to CLC. We have taken up the matter with CLC as well as Labour Ministry. In fact, we were told by the Labour Ministry that there need be no permission from them and the usual practice is to extend the recognition. Anyhow, we expect that approval from the CLC/Labour Ministry will be issued and recognition restored shortly.
