The Meeting of the Forum of BSNL Unions / Associations held today, 4th August 2014 has decided to organise massive demonstrations on 12th August at Corporate Office, Circles and SSAs against the anti-worker, anti-BSNL recommendations of the Consultant M/s Deloitte appointed by the BSNL to recommend on the financial viability and revival of BSNL. The recommendations are intended to retrench more than 70,000 non-executive employees, reducing the number of SSAs from 330 to 167, concentrating the work to Circle offices, engaging of Off Roll ( contract ) Executives etc. There will be no promotional prospects for the non-executives, and almost the same for the executives. Neither the Consultant, nor the BSNL Management has taken the employees or their unions/associations in to confidence in the matter, keeping these important shareholders completely in the dark. This seems to be a dark conspiracy. Naturally the employees are enraged. The decision of the Forum to organise mighty demonstrations on 12th August, when the meeting of the Heads of Circles is being held in Corporate Office, Delhi is most appropriate.
The Forum has already written to the management to furnish a full copy of the report and demanded discussion on the report. The Forum is seeking a meeting with the Communications Minister also.
The Joint Action Committee /Forum has earlier defeated such attacks on the workers like VRS and Disinvestment through united struggles. This time also it will be not be different. But unity and determination is a must. Let us meet each and every BSNL employee and prepare them for sustained struggles to achieve victory.

Penalty not paid by Telecom Companies

NEW DELHI: Telecom operators such as Airtel, Vodafone, Idea, RCom, Aircel, Tata Tele and BSNL have not paid penalties totalling Rs 2,116.95 crore levied on them for non-compliance of subscriber verification rules that are important for national security, CAG said in its report.

“We further noticed that out of Rs 2506.80 crore of penalty levied by the DoT and the TERM Cells during 2009 to 2012 for defective CAFs, the service providers had paid only Rs 389.85 crore,” the Comptroller and Auditor General (CAG) said in its latest report.

As per data provided by the Department of Telecom (DoT) to CAG, RCom has maximum outstanding due of Rs 594.76 crore, followed by Airtel Rs 502.8 crore, Aircel Rs 402.31 crore, BSNL Rs 269.42 crore, Vodafone Rs 203.04 crore, Idea Cellular Rs 74.15 crore and Tata Teleservices (TTSL) Rs 70.47 crore. Penalty of Rs. 600 crores to Private Telecom Operators reduced to Rs. 5 crores by UPA Government – CAG

BSNL Employees Union and the Forum of BSNL Unions and Associations have been continuously focussing and opposing the decisions of the UPA government granting freebies and favour to the private telecom companies at the cost of the telecom PSUs, BSNL and MTNL.
Now the CAG has released a report fully justifying our complaints. It has stated that the UPA government reduced the penalty of about Rs. 600 crores to be paid by the private telecom companies to the government to a mere Rs. 5 crore. The penalty was imposed since the private companies did not implement the stipulation of providing services in the rural areas which are funded by USOF. 14 companies including the Reliance have benefitted from the reduction in the penalty.

BSNL suffred a loss of Rs. 14,979 crore in landline business in 2013-14

NEW DELHI: State-run BSNL suffered a loss of Rs 14,979 crore in landline services during 2013-14 whereas its net loss for the period stood at Rs 7,085 crore.

In a written reply to the Rajya Sabha, minister of communications and IT Ravi Shankar Prasad said loss for landline business of BSNL for 2013-14 stood at Rs 14,979 crore and net loss at Rs 7085 crore. The figures for the period are provisional and unaudited. (Times of India)

Broadband Connectivity to 2,25,000 Gram Panchayats – Secretary DOT

Shri Rakesh Garg, the new Secretary DOT has stated that the government will provide broadband connectivity to 2,25,000 gram panchayats in the country within three years. The NOFN Project for this purpose has already started. The Special Purpose Vehicle, BBNL, with Rs. 21,000 crore allotment with participation of BSNL, Railtel and PGCIL are already on the move.
Broadband connectivity is crucial for the growth of the country.

Priority to improve BSNL Functioning – Minister

The central government Monday said the condition of telecom PSU BSNL “was not very healthy” and it was giving priority to improve its functioning.

Replying to supplementaries in the Lok Sabha, Communications and Information Technology Minister Ravi Shankar Prasad said the government was giving priority to improve functioning of Bharat Sanchar Nigam Limited (BSNL).

“The condition of BSNL is not very healthy at all. It is priority area of government to improve the functioning of BSNL. There is need for a lot of improvement,” he said.

Besides, the minister said the government was concerned about the coverage and quality of telecommunication services in left wing extremism affected states.

A proposal to install mobile towers at 1,836 locations in those states with funding support from universal service obligation fund (USOF) was approved, he added.

Answering a query about health hazards from radiation linked to mobile towers and phones, Ravi Shankar Prasad said various studies were conducted but they did not show any reason to worry.(Courtesy: Business Standard)

Meeting of the Forum held on 18th July 2014

A meeting of the Forum of BSNL Unions /Associations of Non-Executives and Executives was held today, 18th July 2014, at the Local council Room, NTR, Eastern Court, New Delhi. Com. C.Singh, President, presided.
Com.V.A.N.Namboodiri, Convener, welcomed all and briefed the meeting about the developments after the last meeting. Further he metioned about the agenda items.
After detailed discussions, the follwing decisions were taken:
1. Master Service Agreement signed on 2nd May 2014 between BSNL and Reliance Jio Infocomm Ltd. on the sharing of towers, BTS,Antennae etc.
The meeting discussed the issue based on the available information. While the agreement may bring some revenue to the BSNL, the entire issue has to be thorughly loked in to including certain doubts raised by the participants. Hence it was decided to meet the management and to have a discussion on the issue.
2. 78.2% IDA fixation for the Pensioners
The Convener explained the present situation that the DOT has intimated to the Dept. of Expenditure their reply to the comments raised by the latter. With regard to the pre-2007 pensioners, a Cabinet Note is necessary. With regard to the post-2007 pensioners, the DOT mentioned that notional fixation could me made on the basis of certain cases settled earlier. On 60:40 ratio regarding pension payment, DOT informed that till 2010, the pension payment has been within 60% of the payment made by BSNL to DOT.
The meeting was of the firm view that no compromise could be made on the full payment of pension from 01-01-2007, when 78.2% IDA fixation became due. The DOT orders have to be suitably amended. In the same way, the Forum should strongly take the case to ensure that the 60:40% condition of payment of pension is cancelled.
These cases should be taken with the DOT and the Communications Minister.
The meeting came to an end with vote of thanks from the chair.

JAC of Non-Executives on the Struggle Path

The meeting of the Joint Action Committee of the Non-Executive Unions in BSNL was held on 17th July at the BSNLMS Office presided by Com.K.Jayaprakash, General Secretary, FNTO. Com.P.Abhimanyu, GS BSNLEU and Convener, JAC reported about the discussion with the BSNL Management on 27th June on the 30 Point Charter of Demands. All the comrades participated in the discussion. The members were unhappy that the management was negative and the issues are not settled. After detailed discussion, it was decided to resort to agitational programmes for achievement of the genuine demands. As the first step, it was decided to observe 7th August 2014 as Demands Day, by organising Badge Campaign on the day and also conducting Lunch hour demonstration. It was specially stressed that all the unions should make massive campaign on the demands in the meanwhile and organise the Demands Day with massive participation.
The next meeting of the JAC will be held on 11th August 2014.

Let us make massive preparation to make the DEMANDS DAY a great success.

TRAI’s decision on charges of broad-band tariff will hit BSNL finances

The reported decision of the TRAI to reduce the broad-band tariff will severely hit the BSNL revenue.
At present, a 2-Mbps leased line drawn over 500 kms is charged at Rs. 8.5 lakhs a year. According to the TRAI decision it will be reduced to Rs. 3.4 lakhs. BSNL has the maximum broadband connections in the country and is also the biggest leaser of the broadband. The arbitrary decision of the TRAI will hit BSNL hard.
We demand the DOT not to accept the decision of TRAI. We also demand the BSNL Management to immediately take up the case with the TRAI and DOT to ensure our hard earned revenue.
