Though the market share of BSNL has gone down below 10% of the total of wireline and wireless connections combined, it still rules in the Landline and broadband.

As per TRAI report as on 31-10-2014, BSNL has got 7.8 crore landlines (63.13%) and 7.69 crore Broadabnd connections. In Braodband,m both wireless and wired, BSNL leads with 24.15 %.

BSNL has to maintain its first position in Landline and broadband and catch up with private operators on the mobile connections. Then only BSNL will be saved.

Com.V.A.N.Namboodiri, Convener, Forum of BSNL Unions/Associations met Shri V.Umashankar, Joint Secretary, DOT and discussed about the issues connected with Revival of BSNL. The demands included in the Memorandum of the Forum were pointed out by the Convener and requested that these may be fabourably considered to save BSNL. He also pressed for early forwarding of the cabinet note to other departments.

Forum is trying to meet the Secretary, DOT,  on the issues of BSNL Revival.

Com.V.A.N.Namboodiri, Convener Forum of BSNL Unions/Associations today, 16th December 2014 met CMD BSNL Shri A.N.Rai and discussed about the immediate actions to be taken by the Management and the workers for strengthening BSNL financially and also its services. Com. Namboodiri pointed out about the news report that BSNL has been penalised for not doing subscriber verification and suggested that strict verification should be insisted to avoid penalty.

He also pointed about the extreme scarcity of the SIM  cards due to the discontinuing of the preparation of the same in Telecom Factory. CMD stated that there was some problem about the supply of chips received and it is being sorted out and the production will start without delay.

CMD stated that he will fix a meeting shortly to discuss the issues raised by the Forum.

The decision of the Forum of BSNL Unions/Associations to collect one crore signature from the public on the Memorandum to the Prime Minister demanding immediate action for Revival of BSNL and strengthen the vital telecom PSU is the most appropriate one.  BSNL has become loss making only because of the anti-PSU decisions of the governments, both UPA and NDA, in order to favour the private telecom companies as per the neo-liberal policies being adopted by them. It is only due to the sustained struggles and agitations under the Joint Forum / Forum of BSNL Unions/ Associations that BSNL is still alive. Otherwise it would have been pushed to disinvestment and gradual privatisation like VSNL.

The BSNL employees and their organisations can not allow this to happen.  BSNL has to be alive in the interest of the people, the Nation. For that, the support of the people is very much necessary. We can not sit inside the offices and hope. We have to go to the people, tell them the truth and mobilise them for the revival of BSNL. This is the immediate task.

Hence, all the BSNL employees and their organisations should immediately start meeting the people and collecting signatures in the  Memorandum given below. The General Secretaries of the Unions/Organisations might have already circulated the same to their members. Unity and Struggle and Struggle for Unity to defend BSNL.

MEMORANDUM TO THE PRIME MINISTER

SAVE BSNL – SAVE INDIA

Shri Narendra Modi,

Hon’ble Prime Minister of India,

Respected Prime Minister,

We, the people of this country, are very much worried about the present financial position and services of Bharat Sanchar Nigam Limited (BSNL), the telecom public sector company, which was formed in 2000 from the Department of Telecom. Most of us have been the users of the telecom service from the DoT, before corporatisation and also continue now with BSNL.

During the last few years, we understand that the market share of BSNL has come down to about 10%, the services are not as efficient as earlier and development and expansion are not taking place as it should be. There is an urgent need to improve BSNL’s services, as well as it’s development and expansion.

We understand that BSNL is running in loss for the last four years since 2009-2010, with an accumulated loss of about Rs. 28,000 crore, though it was earning good profit during the earlier 9 years with a cumulative profit of Rs. 48,000 crore. We are informed that BSNL is weakened mainly due to the present Neo-Liberal policies of the government, which favours the private companies instead of its own company BSNL. The assurances like payment of ADC to BSNL, reimbursement of Licence Fee paid by BSNL to DOT and liberal grant from the USO Fund for the loss incurred by BSNL for providing connections in rural areas, as part of the universal service obligation of the government, have been stopped without any justification, causing grievous loss to BSNL. We are of the strong opinion that these assistance to BSNL should be restored and the assurances should be honoured.

The main reason for the deterioration of services is the scarcity of equipments like mobile, broadband modem, drop wire, telephone equipment, cable etc. which has seriously and adversely affected   the services. When BSNL had sufficient funds and finalised tenders for procurement of mobile equipment, which was urgently required in 2006, the same was got cancelled three times at the instance of the government to favour the private companies. Had those tenders been finalised and equipments been purchased, BSNL would have been the number one in the telecom sector. At least now, the government should facilitate BSNL to get loans from the Nationalised Banks, which will enable it purchase the required equipments, including towers, which will improve the quality of it’s services.

The proposed formation of other companies from BSNL, like Tower company etc. will only resut in disintegration and as such should be discontinued. The proposal of BSNL’s merger with MTNL, a Company with a huge liability of Rs. 20,000 crore, will seriously hamper the revival of BSNL.

Under this situation, we request that the following actions be taken immediately for the revival and strengthening of BSNL and for a better services to the people:

  1. Filling up of the posts of 2 BSNL Directors, including that of the CMD, immediately, which are vacant for months.
  2. Stop formation of a subsidiary Tower Company. BBNL should be merged with BSNL.
  3. Sufficient compensation to BSNL for providing loss making landline connections in rural areas.
  4. Procurement of equipment for development, expansion and better service with more focus on laying of optical fibre cables and installation of more towers to strengthen the transmission network.
  5. Transfer of assets to BSNL from DOT.
  6. Drop proposal of merger of BSNL and MTNL.
  7. Free Allotment of spectrum to BSNL.
  8. Provide financial assistance to BSNL to expand network.
  9. BSNL should provide 4G Services.
  10. Refund of Rs. 6,000 crore BWA spectrum charges to BSNL by the government for the spectrum surrendered by BSNL.
  11. Fresh Recruitment of staff.
  12. BSNL service to be mandatory to central/state governments and PSUs.We request once again that the Honourable Prime Minister be kind enough to do the needful so that the Public sector telecom company, BSNL, is revived and better service is provided to the people as before.

Penalties for Subscriber non-verification to major Telecom companies including BSNL

The penalties for non-verification of subscriber imposed upon telecom companies are increasing every year. It was Rs. 7 crore in 2007 but has increased to Rs. 101 crore in 2014. All the major telecom companies, including BSNL are penalised on this account.

The penalty imposed in 2014 for the various companies are given below: Bharti Airtel ( Rs. 73.04 crore), RCom (Rs.54.96), Aircel (Rs. 35.61 crore), BSNL (Rs. 18.51 crore) and MTNL (Rs. 1.93 crore).

Bharti Airtel has been penalised a total of Rs. 3,098.7 crore, while BSNL has been penalised Rs. 3,291.35 crore  since 2007.

Leave alone the private companies, who are not verifying the subscriber particulars in their anxiety to get more and more profit, whatever be the rules. But why BSNL has so much unverified subscribers? This need to be enquired, because the cash strapped BSNL can not have the funds for this luxury of penalty. BSNL Management has to find out why this is happening.

DOT to campaign to allay fears on radiation of towers.

NEW DELHI: The Department of Telecom (DoT) has asked its monitoring wing TERM to carry out a media campaign to allay “undue apprehensions” about possible health effects of radiation from telecom towers.

In a letter to Telecom Enforcement Resource and Monitoring (TERM) Cells, the DoT said the Gujarat High Court has directed, through a judgement, that necessary steps be taken regarding awareness of general public to mitigate their general fear and apprehension about radiation from towers. (Based on reports in the press)

Towards 17th March Strike by BSNL Employees for Revival of BSNL – 1

The first programme of action leading to the Indefinite Strike from 17th March 2015, demanding immediate action from the Government and Management for the Revival of BSNL was the observation of Demands Day on 11th December 2014 by organising Lunch Hour Demonstrations. The call was given by the Forum of BSNL Unions/Associations of Non-Executives and Executives.

The reports received indicate that in almost all the  places the demonstrations has taken place. It is well and good that the call has been implemented. Many comrades have sent the photos also.

Seeing the photos and discussing with the comrades, I feel that more is to be done. The comrades participating in the demonstration seem to be only a small part of the entire workers in the place. For example, if there are about 300- 400 workers, the number in the demonstration is around 50 or 60 and that too mostly active workers and leaders. Is this a sufficient number when we are preparing for a serious struggle? Certainly, NOT!

The most important part of any struggle is that it is participated by the entire workers or the maximum of the workers. THEN ONLY IT BECOMES REALLY EFFECTIVE. Hence we have to see participation of much more employees in our agitation. I agree that it will be very difficult to bring all the workers in the demonstration, but it is utmost necessary that at least the majority workers participate. It gives encouragement to all, that the workers have taken the struggle seriously. It is not correct to compare, but a look at the demonstrations and programmes being conducted by the Bank and Insurance Employees will show, how seriously their workers are participating in the joint programmes. It is possible for the BSNL Employees also to organise in the same way. Let us try to improve the participation of workers in each and every further programme.

‘DO OR DIE’ IS THE SITUATION – EVERY WORKER HAS GOT TO BE MOBILISED.

Mighty Demonstrations held today on ” Demands Day”

Reports are reaching from many centres about the observation of the “Demands Day” programme today by organising mighty demonstrations as per the call of the Forum of BSNL Unions/Associations.

In BSNL Corporate Office, Bharat Sanchar Bhawan, a well attended Lunch Hour Demonstration was held with participation from NTR and Corporate Office. Com. V.A.N.Namboodiri, Convener, Forum, welcomed all and spoke about why the Forum has decided for the agitational programmes culminating in an indefinites Strike from 17th March 2015. The Government is moving to close many PSUs including BSNL and this has to be resisted. BSNL has to be saved and strengthened. He explained the issues included in the Strike Notice and called upon the workers to fully participate. Coms. C.Singh Chairman, Forum (NFTE) P.Abhimanyu (BSNLEU), A.A.Khan (SNEA), Prahlad Rai (AIBSNLEA), K.G.Jayaraj (AIBDPA) and RS Chouhan, CS BSNLEU addressed. The Circle Secretaries of NTR and Corporate Office deserve congratulation for the good campaign and participation of the workers in the programme.

The next programme called by the Forum is the Three Days Dharna from 6th to 8th January 2015. Maximum members should be mobilised for the mass Dharna.

Indefinite Strike of BSNL Workers postponed to 17th March 2015

The Forum Meeting held on 5th December 2014 has decided to postpone the Parliament March from 19th December 2014 to 25th February 2015 and the Indefinite Strike from 3rd February to 17th March 2015.

The changes have been made in order to effectively organise massive campaign among the public and to collect more than one crore signatures to the Memorandum to be submitted to the Prime Minister on the day of the Parliament March.

Rs. 3,785 crore loss for BSNL, Rs. 1,567 crore for MTNL till September

There is no relief for BSNL and MTNL from the losses. Ravi Shankar Prasad, Communications Minister, told the Parliament yesterday (3rd December 2014) that BSNL has recorded a loss of Rs. 3,785 crore and MTNL Rs. 1,567 crore till September 2014 in the present financial year. BSNL has been posting loss for the last four years. The case of MTNL is not different.

The Minister also stated that the loss has come due to decline in Revenue and increase in expenditure. But the fact is that the expenditure has only marginally increased, whereas the revenue has gone down drastically from the earlier Rs. 40,000 crore to rs. 26,000 crore, while the expenditure is almost the same at about Rs. 34,000 crore.  The expenditure on wages has been stagnating at about Rs. 14,000 crore for the last three-four years, since  large number of employees, about 10,000 to 15,000 are retiring yearly and no recruitment is taking place.

The Forum of BSNL Unions/Associations of Non-Executives and Executives has given a call for Indefinite Strike from 3rd February 2015 to compel the government and BSNL Management to take initiative and  honour the assurances given at the time of corporatisation, so that BSNL can restore its past glory and provide a better service to the people.
