The governing body of the Bharat Central Pensioners Confederation (BCPC) met at Delhi on 22nd July under the President ship of Com.Ram Singh. Com.S.K.Vyas, Secretary General, BCPC, welcomed all and briefed the house about the latest developments.
He reported that the following demands were formulated as the main demands of the Pensioners:
1. Minimum Pension as Rs. 5,000
2. Pension Revision every five years.
3. Pension for all.
4. Cashless treatment indoor/outdoor
5. Annual indexing of Pension

The meeting decided to strengthen BCPC and prepare for agitational programmes for BSNL employees.

NCCPA Meets at New Delhi

A meeting of the National co-ordination Committee of Pensioners NCCPA) met at New Delhi on 21st July 2013 presided over by Com. R.L.Bhattacharjee, President. The house stood in silence for one minute paying homage to the departed working class leader and former President of CITU, Com. Samar Mukherjee, who passed away recently.

Com.S.K.Vyas, Secretary General presented the report on the activities and developments after the last committee meeting. All the comrades present reported about the agitational programmes organised.
A Core Committee consisting Coms. S.K.Vyas (Convener), R.L.Bhattacharjee, V.A.N.Namboodiri, T.I.Sudhakaran and Prabhakar Nair was formed to energise the NCCPA and to plan for the National Convention to be held at New Delhi, the date for which will be decided later.

The National Executive Committee meeting of National Co-ordination Committee of Pensioners’ Association (NCCPA) will be meeting at New Delhi on 21st July 2013. The meeting will take place at D-2, Telegraph Place, Gole Market, New Delhi – 110001.

The Bharat Central Pensioners Confederation will meet at 15.00 hours on 22nd July 2013 at Banga Sanskriti Bhawan, Bhai Birsingh Marg, Near Gole Market.

The Secretary General of both these organisations is Com. S.K.Vyas. The main agenda of the meetings are to co-ordinate the work of the various Central Pensioners organisations and chalk out programmes for the settlement of the long-pending and urgent demands of the pensioners.

All India BSNL-DOT Pensioners Association (AIBDPA) has been formed at Indore in a largely attended meeting. The meeting was organised under initiative of the BSNL Employees Union. Com. Jagdish Soni, senior leader and president of BSNLEU presided. Com. Prakash Sharma, District secretary, BSNLEU welcomed all. Com. V.A.N.Namboodiri, President BSNLEU and Advisor AIBDPA inaugurated the Convention. He spoke in detail about the latest developments in the telecom sector, the issues facing the revival of BSNL, issues of the workers like early implementation of 78.2% IDA fixation both for employees and pensioners etc. Shri G.C.Pande, General Manger, BSNL, Indore, H.S.Thakkur, Circle secretary, AIBDPA, M.L.Chaudhary and other leaders addressed. Com. T.R.Deharia proposed vote  of thanks.Com. Namboodiri and other leaders were warmly welcomed and honoured. Leaders of the various associations/unions in BSNL attended the convention.

The meeting of the pensioners were held after the convention. The issues of pensioners and the decisions of AIBDPA were explained by Com. V.A.N.Namboodiri. The AIBDPA SSA union was formed with election of  office-bearers unanimously with Coms. Sriram Tiwari (Advisor), V.R.Kolhapure (Patron), Jagdish Soni (President), S.M.Lekhre (Secretary) and M.B.Naidu (Treasurer)

A convention of the BSNL-DOT retired employees will be meeting at Indore on 15th July 2013 to form the District Union of All India BSNL DOT Pensioners Association. V.A.N.Namboodiri President of BSNLEU as also the Advisor of AIBDPA will inaugurate the convention.

Sub:-Measures to be taken for revival and   revitalization of BSNL& MTNL, the strategic Telecom PSUs, to protect the   interest of the Telecom Industry as well as that of the public-reg.

I enclose the Memorandum dtd 09.05.2013 (e.Mail   Copy ) addressed to you and copied to me from Shri.V.A.N.Namboodiri,   Convenor, Forum of BSNL Unions/Associations, No.D-7 Telegraph Place, Gole   Market, New Delhi for your personal and panel of group of Ministers notice   for taking favourable decisions to strengthen the financial viability,   developmental activities of the Govt.owned BSNL/MTNL PSUs and its’ 3 lakh   Executives and Non-Executives.

Indian Telecom is a core industry next to   Defence. The DOT and now BSNL/MTNL which is having high capacity of   infrastructure and manpower is providing all telecom services to the people   of India. As a govt. owned telecom companies the BSNL/MTNL is having more   social obligations than the private telecom operators in providing reliable   telecom services both in urban, rural, remote areas and hilly areas of this   country. Moreover, this ever growing telecom industry is having more job   opportunities to the technically qualified and skilled unemployed youths. The   Central Govt’s New Telecom Policy-1994 allowed the private telecom players   whose aim and objective is only profit, more profit, huge profit. Govt’s   privatization policy and pro-private decisions taken and undue advantages   given by the bureaucrates (ITS Officers on deputation to BSNL/MTNL) in the past had   ruined the govt. owned these two PSUs and are now in sorry state of affairs   which requires financial bailout from the Govt of India for it’s survival.   The decision of the DOT to refund the unreasonably/forcibly recovered   thousand crores of rupees from BSNL is being deliberately opposed by the   private telecom lobby and even dare to enough to give threatening to the   govt. of India in not giving any financial bailout and other concessions to   the govt. companies under the business manthra of “Level Playing Ground”.It   is just like a person, who came initially as a tenant, dictates the owner of   the building, not to take up any civil work/paint work and other building   works which require maintenance of his own building.

As such, in my opinion, the policy of   disinvestment, introduction of VRS will lead to privatization as in the case   of VSNL in the last decade. Instead, the panel of GoMs should take positive   and favourable decisions on the suggestions given in the memorandum itself by   the staff side.

Therefore, I request the Chairman and the Panel   of Group of Ministers to take reasonable/justified crucial decisions for   strengthening and development of BSNL/MTNL PSUs, so that these govt. telecom   PSUs will continue in providing all telecom services without any   discrimination to the rural/urban people at affordable rates with the status   of govt. owned PSUs .

As per the call of the All India Conference of AIBDPA, demonstrations were held in all SSAs focussing the 22 point demands decided by the AIC. Pensioners as also regular employees participated in large numbers in many places. The 22 point Charter of Demands are being sent to the Secretary, DOT as also the CMD BSNL for early settlement.

I received a copy of the souvenir issued by the Reception Committee of the Triennial Conference of All India BSNL – DOT Pensioners Association (AIBDPA) held at Kannur on 6-7 February 2013, send by the Reception Committee.

I went through the articles, photos and other matters. It is worth reading and is full of helpful information.

My congratulations to the Reception Committee and the Editorial Board for the excellent Souvenir.

AIBDPA submits Charter of Demands of Pensioners

As per the decision of the Triennial Conference of All India BSNL-DOT Pensioners Association (AIBDPA), held at Kannur on 6-7 February 2013,a Charter of Demands of BSNL-DOT Pensioners will be submitted to the heads of Districts/Circles on 18th April 2013. The Charter includes the 22 main demands of the pensioners and has been adopted by the All India conference. A resolution was also adopted in this connection.  The next programme will be Dharna at SSA/Circle levels on 15th May, with massive participation.

All BSNL-DOT Pensioners are required to participate in these programmes, since the present government is almost completely taking a negative stand on the demands of the pensioners. BSNLEU leaders and workers are also requested to give all solidarity and support to the programme.

Yesterday, 15th February, Dharna as per the call of the Forum of BSNL Unions/Associations was held in all SSAs in a massive way. Since I am at Calicut, the comrades here invited me to inaugurate the same. The dharna was organised at the GM office premises. A large number of participants were there. After shouting of slogans by comrades on the demands raised, I started my address. I spoke in detail about the main issue of grant of 78.2% IDA fixation as also on the necessity of improvement of BSNL Services, about the 20-21 February strike etc. The comrades were very attentive. As usual such programmes are always successfully organised here. Leaders of the Forum of Unions/Associations also addressed.

Before returning to my home, I met old friends and comrades and discussed general matters for some time. Interestingly I found out that a good number of pensioners also have attended the dharna. After the AIBDPA has been formed, the leaders and members are fully co-ordinating their activities with that of the regular employees. Now AIBDPA comrades are working to make the 20-21 February strike a big success. It is the same way with regular employees also. They are fully co-ordinating their activities with the pensioners.
Our decision to form AIBDPA – the united organisation of the DOT and BSNL Pensioners – has been proved correct once again.
