Sub: – Pension contribution of BSNL absorbed DoT employees – reg.

Ref: – Ministry of Personnel, Public Grievances & Pensioners, DoP&T OM No.2/34/2008-Estt.(Pay II) dated 19.11.2009

At present pension contribution of BSNL absorbed DoT employees is being remitted by the BSNL to DoT on the basis of the maximum of the pay of the scale of pay of the official.

As per DoP&T OM No. cited above (copy enclosed), the pension contribution should be on the existing basic pay of the post held by a government servant.

Hence, it is requested that necessary instructions may kindly be issued to BSNL accordingly so that the pension contribution is remitted on the actual basic pay of the official.

Hundreds of BSNL employees are retiring every month on superannuation. These comrades have given life-long service to the nation and the people. Though the Government made all efforts to disinvest and later privatise BSNL, it is these comrades who stood fast and thick with the union and stopped both in BSNL. Through the sustained struggles organised under the leadership of BSNLEU, all these comrades have benefitted also through a good wage revision, Promotion Policy etc. Now these comrades are retiring.

On behalf of BSNLEU and AIBDPA and on my behalf I salute all the retiring comrades and wish them all the best in their future life.

The thinking that there is no valuable life after retirement is no more valid. There IS a life after retirement and that too precious. The world require your service as senior citizens. Your valuable experience should benefit the society. You are getting a somewhat good pension. But there is threat to it from the neo-liberalisation-privatisation policy.

To protect yourself and your family, to protect the pension and pensionary benefits, you require an organisation. Yes, fortunately it is there. It is the All India BSNL DOT Pensioners Association, which has been organising struggles on behalf of the pensioners and retirees. You should be part of this great family of pensioners. Whether you are executive or Non-Executive, whether you have been member of any union while in service – it does not matter. All are members in the AIBDPA.

We welcome all of you to become members of this mighty association of Pensioners. We Heartily welcome you!

AIBDPA SSA Conference Jaipur on 25th April 2014.

The District Conference of AIBDPA Jaipur was held at Jaipur on 25th April 2014 at the BSNLEU Office, Jaipur. A good number of members attended. Com. S.L.Ojha, District President, presided. Comrade P.K.Jain, District Secretary welcomed all.
AIBDPA members who are above 70 years were honoured and garlanded. Shawls and mementoes were also presented to them. The guests and speakers were also garlanded and mementoes presented.
Com.V.A.N.Namboodiri, Advisor, AIBDPA and President BSNLEU inaugurated the Conference. In his speech he mentioned about the AIBDPA and its growth, the demands of the Pensioners, the development on the demand of 78.2% IDA pension fixation, the International Congress of Pensioners and Retirees held at Barcelona, the issues of BSNL employees and Casual/contract workers etc.
Coms. K.P.Sharma, Circle President AIBDPA, S.K.Anand, Circle secretary AIBDPA, Ashok Pareek, Circle Secretary BSNLEU, Vijay Singh, All India Org. Secretary BSNLEU and other leaders addressed.
The report presented by Dist. Secretary Com.P.K.Jain was adopted by the house. New office-bearers with Com. S.L.Ojha, K.L.Meena and H.S.Sharma were elected as President, Dist. Secretary and Treasurer respectively.

78.2% IDA for Pensioners – Discussion with Secretary DOT and Member (Finance)

Com. V.A.N.Namboodiri, Advisor, AIBDPA, met Shri M.F.Farooqui, Secretary, DOT and discussed about the urgent need to issue orders for grant of 78.2% IDA fixation to the pensioners retired before June 2013. Com. Namboodiri pointed out the undue delay in the DOT for giving replies to the three queries raised by the Department of Expenditure and sought that immediate action be taken in the matter. He also pointed out that it is more than ten months since the regular employees and the pensioners retired from June onwards have received the benefit. Secretary DOT appreciated the anxiety of the pensioners and stated that DOT will take immediate action in the matter. He also called the Member (Finance) and advised her to speed up the reply and process.

Com.Namboodiri met Smt. Annie Moraes, Member (Finance) and had detailed discussion on the same issue. She confirmed the call from the Secretary DOT and assured that immediate action will be taken to finalise the reply to the DoE and send it.

India Inc against merger of Pay and Allowances for EPF Contribution

The attitude of  India Inc is made clear in the editorial of the “Economic Times” dated 10th April. It has strongly supported the decision of the Central government is rejecting the proposal of the EPF Organisation to add the DA and other allowances for calculating the contribution to the EPF both by the employee and the employer.

The proposal of the EPFO will benefit  the employee by increase  in his EPF and also pension. What has irked  India Inc is that they will have to pay increased  contribution by the employers. In fact, the employers have converted a good part of the salary  in to allowances to deny contribution to the EPF.

We strongly condemn the decision of the government in rejecting the recommendation of the EPFO, which is only to favour the corporates etc. We demand the government to approve the decision of the EPFO to include the allowances also in calculating the contribution to the EPF.

Settle Pensioners’ issues urgently – Dept.of Pension

The Department of Pension and Pension Grievances has instructed that all the pension cases should be settled without delay. A report in the press, in this connection, is reproduced below:

“Concerned over undue delay in addressing grievances of pensioners, government has directed all ministries to resolve the issues within two months of receiving the complaints.

A pensioners’ portal–www.Pgportal.Gov.In–is being run by the Department of Pension & Pensioners’ Welfare for receiving complaints and there is also a Centralised Pension Grievances Redress and Monitoring System (CPENGRAMS).

It has been found by the department that grievances are lying pending for unduly long periods and the pensioners concerned were suffering.

“Minimum courtesy of acknowledging a receipt of the complaint may be done within a period of three days of the receipt of the grievances in case of receipt of dak physically and same day in case if it is an online application,” the Department of Pension and Pensioners’ Welfare (DPPW) said.

The pensioners can also write their grievances to nodal officers of respective ministries and to the DPPW.

The grievances may be redressed within a maximum period of two months of its receipt. “Cases where it is not possible to give an immediate reply, an interim reply should be given to the applicant,” it said in a recent order.
The Department of Pension and Pension Grievances has instructed that the pension cases should be settled urgently. A report in the press, in this connection, is given below:

Any request made by a pensioner which does not fall under the ambit of pension policy would be a demand and may be tackled accordingly as they do not form part of the approved policy of the government, the order said.

“Pending vigilance or court cases cannot be included in grievances as they are dependent on the finalisation of the cases. Hence, the pensioner may be informed of the same and these grievances tackled accordingly,” the department said in the order issued to all central government ministries.

The pending grievances are being constantly reviewed by the department to ensure its redressal within a time frame.

There are about 30 lakh central government pensioners.”

A weeks hectic programme in Kerala

It was a hectic programme for one week in Kerala for me. On 18th March 2014 the Circle Convention of the Casual and Contract Labour Union (BSNLCCWF), on 19th March, the Circle Convention of AIBDPA and on 20th March, the Circle Convention of BSNLEU were held at Thiruvananthapuram.

On 21st the SSA Convention of BSNLEU and AIBDPA was held at Kannur and a similar Convention at Malappuram on 26th March.On 22nd March BSNLEU Day was observed at Calicut. A Kudumba Sangamam under the auspices of AIBDPA was held at Ernakulam on 27th March.

I attended and addressed all these programmes. During the interactions with comrades, I could understand that Kerala Circle comrades are making hectic efforts to improve the profit of BSNL and the same will be more than last year. It is the only circle which has been continuously making profits. The recent 16 days strike by the CCLU has improved the wages and other benefits of casual and contract workers. The membership of AIBDPA has increased in a very positive way. All these three unions are working jointly with very good co-ordination.
I expressed my appreciation and called upon them to improve the efficiency and strengthen BSNL.

‘Kudumba Sangamam’ by AIBDPA at Ernakulam

A ‘Kudumba Sangamam’ (Family Convention) under the auspices of AIBDPA was held at Lions Community Hall, Ernakulam today, 27th March 2014.In addition to the Pensioners, their family members also participated. The hall was completely full and many more came. The Convention was presided by Com. P.V.Chandrasekharan, Circle President, AIBDPA presided. Adv. Com. P.A.Kumaran, SSA President welcomed.
Com.V.A.N.Namboodiri, Advisor AIBDPA and President, BSNLEU, inaugurated the Convention. In his speech he focussed on the important issues of the BSNL-DOT Pensioners as also BSNL Employees. The fight by the BSNL employees under the Forum as also JAC of Non-executive unions was briefed. He also reported about the International Congress of Pensioners and retirees held at Barcelona.
Comrades K.N.Ravindranath, veteran CITU leader, C.S.V.Nair, A.V.Kuriakose, Circle President, BSNLEU, N.Ramesan, Circle Secretary AIBDPA and other leaders addressed. Com. N.M.A.Karim proposed vote of thanks.
Cultural programmes and rendering of songs by the senior citizens and children were interesting and educative.

BSNLEU Convention at Malappuram, Kerala

A BSNLEU Convention was held at Malappuram, Kerala in co-ordination with the AIBDPA and CCLU on 26th March 2014. A large number of comrades from all parts of the SSA participated. Com.M. Prabhakaran, SSA President presided. Com. A.Balakrishnan, Dist. Secretary welcomed the participants. Com. V.A.N.Namboodiri, President BSNLEU, BSNLCCWF and Advisor AIBDPA, in his inaugural Speech explained he decisions of the Rajkot CES of BSNLEU, Bhubaneshwar CEC of BSNLCCWF and also the reports of AIBDPA and NCCPA. He also briefed the house about the deliberations of the International Conference of Pensioners and Retirees held at Barcelona in February 2014. He exhorted the workers to utilise their valuable votes to ensure that those who are elected are with the working class and will support their demands and will raise the same in the Parliament.

The CGPA Annual General Body meeting of Calicut Unit was held at Sports Council on 24th March 2014. A large number of Pensioners attended. Com. T.P.Nambiar, President resided. Com. K.Rajan, Secretary, welcomed the participants.Com. V.A.N.Namboodiri, Patron, NCCPA inaugurated the AGB. He spoke about the demands of the Pensioners and the actions/ agitations organised by the NCCPA, BCPC and BPC. He also briefed the house about the International Conference of Pensioners and Retirees held at Barcelona in Spain. Coms.A.V.Viswanathan, P.Kunhiraman, K.Damodaran, P.C.Raghavan Nair and other comrades addressed.
The AGB elected Coms. T.P.Nambiar, K.Rajan and T.P.Gopalakrishnan as President, Secretary and Treasurer respectively.
