7th Pay Commission begins preliminary interaction with Pensioners Organisations
7th CPC INVITES BCPC SECRETARY GENERAL & BPS SECRETARY GENERAL FOR PRELIMINARY INTERACTION

The 7th CPC has invited Comrade S.K.Vyas Secretary General BCPC and Comrade S.C.Maheswari Secretary General BPS for a preliminary interaction on 23rd July, 2014, as the Pay Commission has commenced the exercise of seeking views of various stakeholders on its terms of reference.

Com.V.A.N.Namboodiri, Dy.Secretary General (HQ) will also be participating in the meeting.

Com.S.K.Vyas, Secretary General, National Co-Ordination Committee of Pensioners Association has intimated that a meeting of the National Executive will be held at D-7, Telegraph Place, Gole Market, New Delhi at 11.00 PM on 25th July 2014 to discuss about the Memorandum to the VII CPC.
Com.V.A.N.Namboodiri, Advisor, AIBDPA and Patron NCCPA will attend the meeting.

DOT issues strict instructions for settlement of Pension cases

Member (Finance), DOT has issued strict instructions to the BSNL as also CCAs to settle the pension cases urgently and without delay. The BSNL C.O. has also issued strict instructions accordingly.
We are happy that the efforts of BSNLEU and AIBDPA on this issue has been seriously taken by Member (Finance). During my meetings with Ms. Annie Moraes, Member (Finance) the long delay in some circles for settlement of the pension cases were pointed out and she has assured that these will be taken care of. She has immediately issued the orders for immediate action at BSNL/CCA Levels. Circle Secretaries of BSNLEU and AIBDPA should contact the CGMs and CCAs and ensure that the orders are implemented.

78.2% IDA for Pensioners – DOT Replies to Dept. of Expenditure

The DoT after keeping the file for long time has now replied to the Dept. of Expenditure giving the clarifications required. The Forum, AIBDPA, BSNLEU and all other organisations have been pursuing the issue vigorously. But still there are still some issues to be sorted out like the 60: 40 issue ie. the pension liability of the Government should not increase more than 60% of the payments being made by BSNL to Government. The AIBDPA, Forum and BSNLEU has already taken up this issue also.

Disciplinary proceedings can not continue after retirement – Supreme Court

The Supreme Court in its judgment in Dev Prakash Vs UP Co-operative Institutional Service Board has stated that disciplinary proceedings against an employee after retirement can not be continued. The judgement was given by the Division Bench of justice T.S.Thakur and Justice C.Nagappan.
The judgement stated that once an employee retires from service, there was no authority vested in the employer to continue the disciplinary proceedings even for the purpose of imposing any deduction in the benefits payable after retirement to the delinquent employees.
Allowing the appeal filed by the above appellant the Division Bench quashed the disciplinary proceedings and also directed the respondent to pay arrears of salary and allowances payable to the appellant and also to pay him his post-retirement benefits.

This is a good judgement. There are several cases in BSNL, where the retired employees are put to many hardships by continuing disciplinary proceedings even after retirement. These cases have to be taken up with the BSNL Management. (Courtesy : Hindu dt. 13th July)

Dear Comrades:
Please read, below, Quim Boix, member of the Secretariat of the WFTU and leader of the WFTU Trade Union International for Pensioners and Retirees.

Comrade Quim and the comrade from South Africa delivered the historic critique of the 2011 Congress of the ITUC meeting in Vancouver. AT that meeting the subservience of the ITUC, and its affiliated unions. to the IMF and World Bank was made public. The AFL-CIO, the British TUC and other social democratic trade unions are the center of the ITUC.

Well, in the 2014 ITUC meeting, that subservience has continued, even though the barbaric policies of the EU, the IMF and World bank have created chaos around the world, i.e., Ukraine, Syria and attempting the same all through South America.

Comrade Quim deserves a major “thank you” for this contribution.

The pensioners and retirees in Argentina are on struggle.As the global capitalist crisis has worsened,strong plans are made to ensure the surplus profit of the agro-industrial, commercial and banking monopolies with rising unemployment, precarious work, not registered with depressed wages and pensions and pension under the basic needs.
Active workers and Retirees organised massive rallies on 23rd April at the capital,Buenos Aires which was participated by thousands.

The struggle continues.

Big Victory – Minimum Monthly Pension Increased to Rs. 1,000/- for EPS Pensioners

It is a victory for the Central Trade Unions and the Pensioners. The Minimum Pension for the Employees Pension Scheme (EPS-95) holders has been decided as Rs.1,000, as stated by Minister of State for Steels, Mines,Labour and Employment Shri Vishnu Deo Sai in a written reply in the Parliament on 7th July.
The Government has to issue the orders urgently. This will benefit about half of the 28 lakh pensioners, who are getting less than Rs.1,000 pension.
Along with that the assurance of the Labour Minister that the eligibility will be raised to Rs. 15,000 have also to be implemented by issuing necessary orders.

Meeting with GM(Estt.) on Wages of TSM/Casual labour

Com.V.A.N.Namboodiri, President, BSNLEU and BSNLCCWF met Shri R.K.Goyal, GM (Estt.) and discussed about the need to increase the wages of TSM and Casual Labour engaged in BSNL. It was demanded that the minimum of the pay of BSNL ie. Rs. 7,760 should be given instead of the present Rs. 6,600, which is based on the DOT scale. It was also pointed out by the union that even Rs. 6,600 was not the pay to be given as per the government pay, it should be Rs. 7,000 ( Rs. 5,200 pay and Rs. 1,800 Grade pay). The necessary orders and instructions were also furnished. But the management did not commit anything, instead justified the decision already taken.
The Union also demanded that the EPF contribution for the Casual labour should be from the date of employment. The GM (Estt.) assured that a decision will be taken within a few weeks and orders issued in this matter.
