Com.S.K.Vyas – Legendary Leader of CG Employees & Pensioners

SK Vyas                                                                                                                    Com.S.K.Vyas, veteran leader of the Central Government Employees and Pensioners is no more. He passed away at 20.20 hours on 13th February 2015 at Jaipur Metro Hospital, where he was admitted after a massive heart attack a few days back. When I, along with leaders of the Central government employee’s organisations, Com.Giriraj Singh, Vrighu Bhattacharya, Gita Bhattacharya and A.K. Mehta went to Jaipur on 7th instant and visited Com. Vyas at the hospital ICU, he seemed better. The family members told that Vyasji was recovering. But by the night of 13th, Com. Vyas was no more. He left all of us never to return. He was 85.

Com. S.K.Vyas was a legend in his own time. Sri Krishna Vyas was born on 2nd February 1930 at Jodhpur. His father was Shri Balkrishna Vyas and mother Smt. Bhalki Bai. At college, he was an active worker of Students Federation. He married Krishna Pyari in 1947, at the age of 17. He was appointed at the AG’s Office at Jodhpur and joined service in May 1951. From the very start he was attracted to the Association and first became its Asst. Secretary and next as the Secretary of the Jodhpur unit.

He was well educated and qualified. He passed Bsc. Maths, M.A. in Political Science & History and also LLB. His entire life was a period of learning.

Com. S.K.Vyas became the General Secretary of Rajasthan unit of the All India Audit and Accounts Employees Association and shifted to Jaipur. He was also the Auditor of the All India Association from 1958 to 1967.

He became the Additional Secretary General of the All India Association in 1967 and shifted to Delhi. In 1971, he was elected as the Secretary General of the All India Audit & Accounts Employees Association. He continued as SG till 1981 and then as President till 1989. The leaders of the A&A Association Office bearers, including Coms. E.X.Joseph, Vyas and others had to face severe harassment and victimisation at the hands of the administration. Com. E.X.Joseph was dismissed from service.

Com.S.K.Vyas was elected as the Secretary General of the Confederation of Central Government Employees and Workers in August 1968, in the vacancy created by the resignation of Com.O.P.Gupta. He continued in that post till 2006 after which he functioned as Chairman of the Confederation.  He led the Central Government Employees movement for more than four decades. His name became synonymous with Confederation. He was the main leader who negotiated with the four Central Pay Commissions from III CPC to VI CPC. His contribution in finalising the memorandum to the VII CPC is also much appreciated.

These were periods of struggle, victimisation, disruption by revisionists, against unity and so on – a tumultuous period. The historic strikes of 1968, 1974, the sustained struggles against neo-liberal policies in the 1990s and 2000s – all are part of this period. It is a matter of pride that the Secretary Generals of Confederation after Com. Vyas – Comrades K.K.N.Kutty and M.Krishnan- have followed his footsteps and strengthened the CGE movement.

During this period, Vyasji functioned as Staff Side Member of National Council of CG Employees and contributed much for settlement of demands. He continued as a Senior Advisor to Confederation of CG Employees & Workers later. He was also a Staff Side Member of SCOVA, the official  negotiating forum of pensioners.

For the past few years, in addition to the issues of the CG Employees, Com. Vyas was fully engaged with the organisations of the Pensioners. The formation of the National Co-ordination Committee of Pensioners Association (NCCPA) was at his initiative. He was elected as its first Secretary General. Consequent to the resignation of Com. Shyam Sunder from the post of SG BCPC, Com. Vyas was elected to the post of Secretary General of Bharat Central Pensioners Confederation, which is the umbrella organisation of the CGE pensioners’ organisations.

During the presentation of Pensioners issues before the VII Central Pay Commission on behalf of BCPC, I have seen how clearly and strongly Com.Vyas was presenting the demands. He was respected by all for his sincere and dedicated service to the workers and his simple and all-friendly life.

As a Defence Assistant in many of the disciplinary proceedings, where employees are charge sheeted, Com. Vyas argued ably and got many of the charge sheets cancelled. Since 1987, he was practising in the CAT.  He helped many officials from harassment and charge sheets.

I have been in contact with Com. Vyas since the 1970s. Whenever I came to Delhi to attend union meetings/ Conventions, I used to go to the Confederation Office near Ganga Ram Hospital, where he stayed. Despite lack of space and accommodation, he welcomed and arranged for my stay.  He always prepared his own food, travelled mostly by bus and walked a lot.

Despite his age, he was healthy and used to be very active. He issued a Circular of BCPC on 23rd January 2015 in connection with the National Convention of Pensioners at Nagpur and had gone home to Jaipur. It was when he was in his house that the heart attack came, hospitalisation and passing away.

The legendary leader is not with us anymore. We are made orphans. He has left behind him, his wife, two sons and two daughters. We share their sorrow and convey our heartfelt condolences to them.

An era has passed away. An era of great leaders like Coms. K.G.Bose, N.J.Iyer, K.Adinaryana etc. who led the Central Government employees movement with correct direction and sustained struggles. Com. S.K.Vyas was one of those great leaders. His death is a great loss to the CGE  and Pensioners movement, which cannot be replaced easily. Our task is to continue the work started by Vyasji and march forward in the same path.

SK VyasA Condolence meeting was held at Income Tax office premises, New Delhi, today, 17th February 2015, to pay homage to the legendary leader Com.S.K.Vyas, former Convener, Confederation of CG Employees and Workers as also the Secretary General of pension associations, BCPC and NCCPA, who passed away on 13th of this month. A good number of workers and leaders were present.

Com.K.K.N.Kutty, Chairman, Confederation presided and V.Bhattacharjee, Convener, Delhi unit of Confederation welcomed all. A condolence resolution was adopted by the house and all paid homage to Com.S.K.Vyas by standing in silence for one minute.

Comrades M.S.Raja, Giriraj Singh, M.Krishnan, Seetha Laxmi and many other leaders of the Central Govt. Employees movement spoke. Com. V.A.N.Namboodiri, Dy. SG, BCPC and also Advisor  of AIBDPA and Patron BSNLEU paid homage to Com. SK Vyas and mentioned about the glorious contribution of the veteran leader.

Com.K.G.Jayaraj, General Secretary, All India BSNL-DOT Pensioners Association (AIBDPA), has intimated that the next Central Committee Meeting of AIBDPA will be held at Jamnagar (Gujarat) on 28-29 April 2015. AIBDPA is the militant organisation of the BSNL – DOT Pensioners and is affiliated to NCCPA and BCPC.

The long pending and urgent issues of Pensioners will be discussed in the meeting and decisions taken on the programmes to secure them.

The CEC Members have been requested to book their tickets in advance to ensure reservation.

RETIRED EMPLOYEES CAN NOW AVAIL BENEFITS OF

MISSED PROMOTIONS

NEW DELHI: Retired government employees who missed out on their promotions due to late meetings of the committees deciding on such departmental elevations will now be able to avail its post-retirement benefits. 

“Instructions have been issued to all ministries and departments to give benefit of promotion to those employees who missed it due to late meeting of departmental promotion committee (DPC),” an official in the department of personnel and training (DoPT) said. 

It would not be in order if eligible employees, who were within the zone of consideration for the relevant year but are not actually in service when the DPC is being held, are not considered while preparing year-wise zone of consideration or panel, as per the DoPT order. 

Consequently, their juniors are considered (in their place) for promotions, who would not have been in the zone of consideration if the DPC had been held in time, it said. 

“Appointment committee of Cabinet has observed that DPCs often do not consider such eligible officers who are retiring before the occurrence of the vacancy in the panel year,” the order said, adding that this “undesirable trend negate the very purpose” of government’s existing instructions for inclusion of such employees. 

There have been reports that some of the eligible retired employees are not being given the benefit of promotion which they missed due to late DPCs. In fact the DPCs were being held very late, the official said. 

The DoPT has asked all central government ministries and departments under it to ensure “strict compliance” of its instructions to include retiring employees for promotions in case the DPCs are delayed. 

Such retired officials would, however, have no right for actual promotion, the DoPT official said.

Com. VAN Namboodiri, Advisor, AIBDPA, met Shri Rakesh Agrawal, Member (Services), DOT, today, 3rd February,  and discussed about the delay in finalising the Cabinet Note on 78.2% IDA pension fixation for the BSNL retired employees, pre-2007 as well as post-2007. Com.Namboodiri expressed the plight of the retirees, who are losing substantial amount of pension and pressed for early finalisation. Member(Services) stated that it has been sent to Finance. Com.Namboodiri tried to meet Member (Finance), but she was in a conference and could not meet. It was assured by the Secretary that the Note will be finalised early about two weeks back, but still the same is not finalised. But it is understood that it is in the final stage.

NCCPA SECRETARY GENERAL SUPPORTS FORMATION OF DEPARTMENTAL WISE PENSIONERS ORGANISATIONS INCLUDING AIPRPA

AIPRPA CHQ WROTE LETTER TO NCCPA SECRETARY GENERAL ON FORMATION OF AIPRPA AND THE STAND OF NCCPA OVER IT

COMRADE S.K.VYAS SECRETARY GENERAL NCCPA REPLIED ENCOURAGING FORMATION OF AIPRPA AS A RIGHT STEP IN MOBILIZING LARGE SECTIONS OF UNORGANISED PENSIONERS UNDER DEPARTMENT WISE PENSIONERS ASSOCIATIONS

Dear Com. K. Ragvendran,

Thanks for your letter dated 31.12.2014. As I was out of Delhi, there is a certain delay in reply for which I may kindly be excused.

NCCPA is not at all opposed to the idea of a monotithic Pensioners Organisation of Postal Pensioners. we have seen that formation of Central Government (Composite) Pensioners Associations have not been able to motivate all pensioners to join them. If  postal pensioner has initiated to form CGPA, the majority of those who have joined it, are Postal Pensioners and only a few Pensioners from other Departments have joined it. If on the other hand an Audit & Accounts Pensioner has initiated to form Pensioners Association, the majority who have joined it are Audit & Accounts Pensioners with few from other Departments. Whereas Postal Pensioners Associations / Railway Pensioners Associations / Central Excise & Customs Pensioners Associations whereever formed have obtained membership from most of the pensioners from respective Departments. On the basis of these ground realities, NCCPA totally favours Pensioners Associations of respective Departments which can federate into a National level Pensioners Associations of respective Departments and these federations can affiliate with NCCPA while their Circle / State level bodies may affiliate with the State /Circle Committees of NCCPA. This is the pattern which is obtaining in Confederation of CGEs & Workers as well.

The CGP as already in existence would obviously be reluctant for such a reorganisation of Pensioners Associations as they would take this move as poaching away some of their members. If we explain that since these Departments wise Pensioners Associations will affiliate at the National level with NCCPA and at State / Circle level with state committees, the composite character would be restored with wider unity amongst the Pensioners, I hope this will satisfy them.

AIPRPA Central Managing Committee Meeting at Delhi

Today, I had the chance to attend the Central Managing Committee meeting of the All India Postal and RMS Pensioners Association( AIPRPA), which was held at North Avenue, New Delhi. The meeting was presided over by Com.D.K.Rahate, President of the Association. Com. K.Raghavendran, General Secretary and Com. Rajendra Prasad, Reception Committee welcomed all. The leaders were all received with garlands.

In my inaugural speech, I mentioned about the problems of the Pensioners, the memorandum submitted jointly by Pensioners Associations and also the TU (P and R) Congress held at Barcelona, Spain. I also greeted the house on behalf of the AIBDPA. Com.S.K.Vyas, veteran leader of the Central Government Employees and Secretary General of BCPC, spoke about the organisation and also about the details of the discussion with VII CPC by BCPC. Com. Seethalaxmi, General Secretary, P-IV also addressed.

I am very happy that the AIPRPA has organised its units in most of the circles, within a few months of its formation. Congratulations to the leaders and workers of AIPRPA!

78.2% IDA Pension Fixation – AIBDPA Meets Secretary DOT and Member (Finance)

Com. V.A.N.Namboodiri, Advisor, AIBDPA met Shri Rakesh Garg, Secretary DOT today, 16th January 2015, and conveyed the deep anxiety of the pre-2007 and post-2007 BSNL pensioners, whose claim for the 78.2% IDA pension fixation is not yet  settled. He pointed out that despite earlier assurance, even the  Cabinet Note has not been prepared for forwarding to the other departments for approval. He pressed  the Secretary for early finalisation of the Cabinet Note and further action.

Secretary DOT immediately contacted the concerned officers and directed to speed up the case. He assured that speedy action will be taken in the matter.

Com. Namboodiri also met Ms. Annie Moraes. Member (Finance) also on the same issue. She also assured speedy action.
