Red Salute to My Dear Comrade Moni Bose!

Com.Moni Bose was a life time Comrade to me. We worked together against the anti-worker policies of the government as also the revisionist forces in the union. How many Conferences we have attended together, how many tours we have conducted together! However, it was mainly after the 1991 Bhopal AIC of E.III Union and victory for the progressive forces that we became closer. For 5-6 years, we were together in Dada Ghosh Bhawan, working in the CHQ, first myself as President and he as General Secretary and later vice-versa. The hardships, the sacrifices, the maximum out put we have to do are beyond description.

Com.Moni Bose left us on 19th May 2010. 19th May 2016 is the sixth death anniversary of the great leader.

CITU Protests against forced Retirement in PSUs

CITU DENOUNCES THE MOVE TO INTRODUCE FORCED RETIREMENT IN PUBLIC SECTOR .
CALLS UPON THE WORKERS TO LAUNCH COUNTRYWIDE PROTEST
The Narendra Modi Government has issued directive to the Central Public Sector Enterprises (CPSE) through Department
of Public Enterprises (OPE) to incorporate punitive provision in their Conduct, Discipline and Appeal (CDA) Rules/Service
Rules empowering the management with arbitrary authority to forcibly retire employees from services in the name of
“ensuring probity and efficacy”. The Government is so keen to doggedly implement the barbaric provision of compulsorily
retirement of employees that CPSEs have been directed through written orders to the effect that each and every CPSEs
must incorporate such changes in their Conduct and Discipline & Appeal Rules and draw quarterly calendar to review the
so called “probity and efficacy” of the employees and resort to compulsory retirement and compliance should be reported to
·the Department of Public Enterprises. Now the stipulation is that this provision should be applied six months before the
employee concerned attains the age of 50/55 years or 30 years of service as the case may be. Some of the public sector
companies like SAIL and BEML have already incorporated such changes in their CDA Rules and workers and their unions
have already launched emphatic protest demanding withdrawal of such retrograde provisions.
Centre of Indian Trade Unions (CITU) condemns such diabolic attack on the fundamental right of the employees and denial
of natural justice. In fact, existing service rules of the CPSEs already contain enough provisions to review performance,
efficiency, probity and efficacy of the employees with appropriate measures to improve or even punish, if required. The new
regulation empowers the employers with unrestricted and arbitrary repressive powers to throw employees out of
employment without any opportunity of self defence.. In assessing the ‘probity and efficacy’ so much of discretion is vested
with the Executives that ill motive comes into play almost invariably. Emp;oweringmanagement with the authoritarian power
to unilaterally assess the ‘probity and efficiency’ of workers will, in effect, impose slavery on workers. And as such this
decision of the Government is going to suppress the trade union movement. Anti-worker policy and attitude of the Narendra
Modi Government must be comprehended from the introduction of this repressive regulation which is integral to Modi-Govt’s
project of so called labour-law-reforms aimed at demolition of existing Labour Laws. Moreover, in the midst of the
declaration of the Government to go for ‘mega strategic sale’ of CPSEs, the instant move also amounts to introduction of
repressive private sector culture in public sector units and also dubiously aimed at miming the opposition of public sector
workers to sell out of public sector.
At the stipulated age of 50/55, employees attain higher skill and experience and also reaches the stage of highest social
responsibility towards their family. Therefore the decision of the Govt is bound to affect the availability of highly skilled and
experienced workers at the shop floor. It will also affect operational efficiency of the CPSE concerned. The directive of the
Central Govt through Department of Public Enterprises therefore questions the very “probity and efficacy” of those at the
helms of Governance issuing such retrograde directions. The employees and also officers of CPSEs must not accept such
atrocious change in their service conditions lying down and must rise in protest against such retrograde move of the Govt.
CITU while denouncing such retrograde anti-employee decision of the Govt, demands immediate withdrawal of such antiworkers
directives issued through OPE. CITU also calls upon the public sector workers and their unions irrespective of
affiliations to organize protest against such directives of OPE and also against the PSU management complying such
directives in all the PSUs and prepare for resisting any move of the management for such~rced retirement of employees
whenever it occurs. *ll~ ~

31st Death Anniversary of Com. P.Sundarayya

One of the founders of the Communist Party of India, Com.P.Sundarayya, died 31 years back on 19th May 1985. He was the top  leader of the “Telengana Struggle”, the armed revolt of the people of Telengana against the dictatorship of Nziam rulers and their force Razakars.

Com.PS as he was called respectfully was the founder member of the CPI(M) and also was its first General Secretary. He continued as PB Member of the CPI(M) till his end. He functioned as the leader of the opposition in the Parliament for sometime.

His birth centenary was celebrated last year through out the country as per the call of the CPI(M).

Income Tax Refund of Rs.4,900 crore to BSNL.

Glad News! It is reported that Income Tax Department has decided to refund Rs. 4,900 crore to BSNL. Forum, BSNLEU and other unions have been long demanding for the same. This refund will benefit BSNL in reducing the loss in 2016-17 and also for procurement and up-gradation of BSNL.

The balance amount also be refunded at the earliest.

Telecom Museum at ALTTC

Com. V.A.N.Namboodiri, Patron BSNLEU along with Coms. R.S.Chauhan, Org. Secretary CHQ and R.S.Sagar, Circle Secretary, ALTTC, Ghaziabad, met CGM ALTTC Shri Sabesan on 3rd May 2016, when he went there for a campaign meeting. During the discussion Com. Namboodiri suggested that a Telecom Museum be started at ALTTC, displaying the various developments in telecom sector, old and new equipment and other connected matters. CGM ALTTC appreciated the suggestion and assured that he will look in to the matter.

Such museums are necessary for the future generations to know what happened earlier.

Wage Revision in BSNL – The immediate Task

Both the Associations of the Executives and the Unions of the Non-Executives jointly have to take up the issue of Pay/Wage revision for the employees of BSNL from January 2017.The DPE has to issue orders for the Pay Revision Committee for the Executives in PSUs. It has also to give guidance for starting the wage revision through negotiation with the unions of non-executives.

Since the Forum of BSNL Unions/Associations represent the unions of Non-Executives and associations of executives, it has to take the initiative for getting the orders issued by the Department of Public Enterprises. The Pay Revision Committee as also wage negotiations will take much time and hence the urgency.

SBI Associate Banks’ Employees will strike on 20th May 2016

SBI Associated Banks, strike

The staff unions in the Associated Banks of SBI has called upon its workers to go on strike on 20th May 2016 against the government proposals to merge these banks with SBI. The move of the government will destabilise these banks and also reduce the number of staff.

The Associated Banks which are proposed to be merged with SBI are: State Bank of Mysore, State bank of Travancore, State bank of Patiala, StateBbank of Bikaner and Jaipur State bank of Hyderabad and Bharatiya Mahila Bank.

The government should retract from this unnecessary move.

Kerala elections – LDF will get majority as per exit polls

The state assembly elections in Kerala was a real fight between the ruling UDF and the opposition LDF. The % of votes polled crossed 75%. BJP led NDA was also there trying to at least to open account, which they could not do so far.

As per the many exit polls, LDF will win with good majority. The Counting and declaration of results will be on 19th May.

The people are disgusted with the UDF government fully immersed in corruption and want a change for the better. LDF is the alternative.

Remember Telex Service?

Telex was the  latest technology once, which was an upgradation of the telegraph services, thus sending messages speedier and with better results from the Morse telegrams. It was introduced in India also after the same was introduced in foreign countries. The International Telex Service was started in India on 16th May 1960 by sending the first message between India and Britain.

Within six decades, both the telegram and telex services have already made way for the next generation of data services. Not only messages, but photos, images and all kind of data are now being sent by the mobile phones using various technologies.

It will not be surprising, if the new generation may not understand what was’Telegram’, ‘Telex’ etc. However, the old generation have the nostalgic memories of receiving telex, telegram etc. conveying happy news or some times tragic news.
