Disruption continues unabated
Instead of accepting the unanimously elected office bearers with Moni Bose as President and V.A.N.Namboodiri as General Secretary, the few who walked out of AIC, floated a parallel list of office-bearers with M.B.Vichare as General Secretary. Once again, they were at the game of disruption of the union.
The list of elected office-bearers was submitted to the DOT by the out-going General Secretary Moni Bose. But the DOT became a partner in the disruption and refused to recognize the list stating that a dispute has arisen, citing the fake list.
Workers react
Branches of the union throughout the country reacted sharply and sent protest telegrams to Chairman Telecom Commission demanding recognition of the duly elected office-bearers. The telecom establishments reverberated with slogan shouting against the conspiracy hatched by the disruptors and DOT.
High Court accepts Petition
The wrong decision was questioned by the CHQ through a petition to the Delhi High Court, which took note of it.
OPG Calls illegal meeting of Circle Secretaries.
Once again, OPG tried to misuse the deleted Article 25© of E.III Union Constitution, by issuing notice for meeting of Circle Secretaries again misusing his position as SG, NFTE. This was brought to the notice of the Delhi High Court. OPG was compelled to give an assurance to the Court that he will not hold the meeting. The game was thus defeated.
Verification ordered by Court.
The High Court issued directions to DOT to conduct verification of membership as per New Recognition Rules to decide on the dispute in E.III Union. The request of the DOT for modification (not to conduct verification) was outright rejected.
DOT Orders Membership Verification
DOT ordered verification of membership on 22-11-1995 under check off system as per the direction of the High Court. The time-schedule was changed twice on the request of OPG & Co. They were afraid to face verification, but there was no escape from the High Court Order.
TU Facilities
All the existing unions at the time of implementation of New Recognition Rules were granted trade union facilities. After the High Court order for verification, E.III Union led by Moni Bose – V.A.N.Namboodiri also applied. After dilly-dallying for a long period and afraid of court verdict, we were granted limited facilities which were completely inadequate.
‘Neutral Role’ of OPG exposed
OPG, while being the main disruptor and leader of M.B.Vichare Group always propagated that he was neutral in the E.III dispute. His neutral mask flew away when he directly jumped in to the fray and openly canvassed for Vichare group. The NFTE official journal, ‘Tele-Labour’, was misused to slander and malign us. OPG used all his long time influence on DOT to subvert the verification in their favour. Eventhough NFTE was not a party in the verification, OPG used all his influence on the administration.
Irregularities and Favouritism
Finding that the trend was against them and there was no chance for them to win in a free and fair election, OPG-Vichare group started all kind of manipulation, rigging etc. In Maharashtra and Bombay Circles, the verification form itself was changed to help Vichare. Ragging and snatching of forms took place in MP, AP and Maharashtra. Workers, especially ladies, were threatened and forced to vote for them.
Group D & Line Staff allowed to vote in E.III Verification.
In the verification of E.III Union, more than 10,000 Group D and Line Staff , who are not eligible to vote in E.III Union, were allowed to vote. The DOT kept mum; in fact it tactically supported it.
The Union brought all these irregularities to the notice of the DOT, but in vain. As such, a writ was filed in the Delhi High Court, pointing out all the irregularities.
Conspiracy
The apprehension about manipulations in membership proved to be correct. The report submitted by the DOT to the Delhi High Court on 10-04-1996 exposed the deep rooted conspiracy once again.
According to this manipulated report, Namboodiri group got 34,646 votes and Vichare group 39,985 votes. While the former was all from members of E.III Union alone, the 39,985 included about 10,000 votes of Line Staff and Group D officials, who are ineligible to vote in E.III Union. This was purposely allowed by the administration as part of the conspiracy to hide the truth that Namboodiri group got 5,000 votes more than Vichare group. Further, while telegraph class III workers supporting OPG group voted, the T.III Union leadership supporting Namboodiri group, about 8,000, did not vote as per the direction of their union. Had they voted, there would have been a very good majority, crossing 35% and getting recognition without any difficulty. But unfortunately, the T.III Union took an unhelpful decision.
DOT, mischievously suggested that the court to grant recognition to Vichare group by adding the votes of Namboodiri group to get the qualifying position by 35%.
DOT’s application was dismissed by the court and recognition was not granted to any group as they did not get the required 35% individually. Once again, the conspiracy failed.
Another illegal meeting and Fake list
OPG again called for an illegal meeting of E.III CWC at Vellore, T.Nadu, which he had no power to call. On a petition from Com.K.Arumugham, Circle Secretary, E.III Chennai, to the District Munsif Court against holding of the meeting, OPG was compelled to give assurance to the court that the meeting will not be held. However, they held a meeting in violation of the orders and submitted a parallel list to DOT. However, DOT, well aware of the Court order, did not accept the list. Reverification became inevitable. ‘Service with a Smile’ – A Mission to be effectively implemented

The Forum of BSNL Unions/Associations has called upon the BSNL workers to implement a ‘Hundred Days Programme’ of ‘Service with a Smile’ with the aim of giving first class service to the customers. One of the complaints against BSNL is that it is still working as a government department and the employees are behaving with the customers in a casual way. This has to change.

The customers expect better deal from the BSNL. On the one hand, the BSNL Management, both at the C.O. as also at the field level should be able to deal by providing necessary equipment, customer friendly schemes etc. On the other hand, the officers and the employees at the field level should interact with the customers in a very dedicated and helping way. The customer is the most important person for the BSNL and he/she should be given the most favoured status.

The customer should be treated as most welcome, since he/she is the person giving the revenue to BSNL and is its backbone. He should be welcomed and honoured at every stage and his requirements satisfied.

As suggested by me earlier also, why can’t our staff at the Customer Service Centre welcome the customer with a “Good Morning” / “Namaste” or such other greeting and ask him politely what is his requirement. This itself will make a change in the relations. Please hear his requirement patiently and do all that is necessary to settle the same. It is better not to ask him to go to another person or another counter. As in “one window system”, the requirement should be settled there itself.
There are many other such small things which connect the customer with the BSNL. The “Service with a Smile” campaign period should be fully utilised to give a better service to the customers. This will improve the image of BSNL and increase the customer base as also the financial viability.

Cuba and US restores Postal Service – a welcome step

Governments of Cuba and USA have decided to restore the Postal Service between the two countries, which was suspended in 1963 after the US ordered blockade of Cuba. Now that the countries have decided to normalise the diplomatic relations in July this year, this is another important development.
Even after the direct postal services were stopped, indirect services were continuing, which were routed through other countries such as Canada, Mexico and Panama.
The restoring of postal services is a welcome step.

In today’s ‘Sunday Times’ two incidents have been published which show how anything can happen in ‘Incredible India’:

1. In the examination for BEd. in the BR Ambedkar Anniversity in Agra, more than 20,000 passed, while the applicants were only 12,097. Fortunately, before issuing the results, this anomaly was found. It is not known who are those passed without applications?

2. In the Park Street Rape Case in W.Bengal, the Public Prosecutor, Ms. Sarbani Roy requested to the court that punishments to the three convicts in the case be ket to the minimum. The Public Prosecutor has since been suspended.

CPI(M) sweeps Tripura Elections

Agartala, Dec 12 The ruling Left Front in Tripura has won a landslide victory in the election to 20 civic bodies in the state, including the 49-member Agartala Municipal Corporation.
The CPI-M-led LF bagged 45 out of the 49 wards of Agartala Municipal Corporation (AMC) leaving only four to opposition Congress, member secretary to the state election commission, Tamal Mazumder said.
In the civic polls held on December 9, the LF candidates secured absolute majority in 13 municipal councils and six nagar panchayats in the state, he said.
Altogether, elections were held in 310 seats in 20 civic bodies in which Left Front candidates won 291 and the opposition Congress secured 13 seats and BJP just 4. The rest two were won by independent candidates.
This was the first time that BJP won seats in civic bodies.
Of the 291 seats won by LF candidates CPI-M won 279, CPI five, RSP 6 and Forward Bloc just one seat.
Convener of Left Front Committee and CPI-M central committee member Khagen Das congratulated the people of the state for LF’s thumping majority.
“It is people’s verdict for Left Front’s good governance and relentless endevour for peace, tranquility and development,” he said.(PTI)

Pollution Control – Delhi Government takes initiatives

Delhi is the most polluted city in the world. It has got 24 times pollution more than normal. People are suffering from many ailments due to the pollution.
Delhi Government has started some action to reduce the pollution level. It is bringing an odd-even number system, according to which cars with odd and even numbers are allowed to ply only on odd and even days respectively with effect from 1st January 2015 on experimental basis. The Green Tribunal has directed the government not to give registration to diesel cars and not to allow diesel cars which have completed 10 years. The schools are closed for 15 days from 1st January 2015.
To what extent these will reduce pollution is yet to be seen. Much more is required to reduce the pollution in the capital city.

1Million 4G subscribers in India – TRAI

A recent TRAI (Telecom Regulatory Authority of India) report indicated that the country has achieved around one million 4G LTE subscribers as on 30 June 2015.

The TRAI report says about 25 percent of the total wireless subscribers use wireless data (Internet) services in India.
There were about 300 million wireless Internet subscribers in the country as on 30 June 2015. Out of this subscriber base, about 207 million subscribers use 2G (GPRS, EDGE and CDMA-1X) networks to access Internet, about 92 million subscribers use 3G (HSPA, WCDMA, EVDO etc.) and rest are 4G LTE subscribers.

Forum of BSNL Unions/Associations has called upon the workers to organise massive demonstrations on 22nd December 2015 demanding immediate grant of 78.2% IDA Pension merger to the BSNL retired employees. The undue delay in settling the issue is causing much resentment among the pensioners. AIBDPA will fully participate in the programme.

Meeting of the Forum of BSNL Unions/Associations held on 9th December 2012 has decided to conduct a 100 days drive called “SERVICE WITH A SMILE” staring from 1st January 2016.
The objectives of the 100 days drive will be
(1) Vigorous marketing of mobile, landline and broadband connections.
(2) Ensure fault free services.
(3) Reconnection of broadband and landline connections.
(4) Special focus on MNP.

Let all BSNL employees put their shoulders to make the programme successful.
