Comradeship is something special

During my long period of trade union activitities, I have learnt a great lesson – a lesson I can never forget. It is the love and affection of the workers to their union and union leaders.Wherever you go they are there to  be with you for assistance and guidance. It gives you Strength, Confidence.

The latest is my Jaipur visit to meet Com SK Vyas who is in hospital after a massive heart attack. He is on quick recovery and we met him.
Although I intimated our comrades late about the visit, Comrades Ashok Pareek, Circle Secretary, Vijay Singh, All India Org. Secretary and AK Jain, Dist. Secretary BSNLEU – all were at the hospital. After the visit, I was taken to the IQ and made arrangements for stay etc. Though these comrades had prior fixed engagements, they were with me for some time to discuss about strike etc. Only after my insistence that I am fine wth the arrangements, did they leave me.
This is not the case of Jaipur  comrades alone. It is in the blood of BSNL comrades.
My Red  Salute to all these Comrades, who have defined comradeship in an excellent way!

India’s Teledensity increased to 77.58% – TRAI

Indian Telecom industry is growing along with the increase of  number of telephone connections and telephone density.

The Teledensity in India has increased from 77.12% in November to 77.58% in December 2014, according to a TRAI report.

The total number of telephone subscribers have increased from 964.20 millions to 970.97 million during the same period.

Wireless subscribers increased from 937.06 to 943.97 millions.

Broadband subscribers also increased from 82.22 millions to 85.74 millions.

The citizens of Delhi eagerly wait for this long cherished change. We can wait for two more days till the results are out.

Com. S.K.Vyas Recovering

Yesterday, along with Com.Giriraj Singh, SG NFPE, Com.V.Bhattacharjee, SG Civil Accts. Assn. and other Comrades from Delhi, we went to Jaipur Metromas Hospital and visited Com.SK Vyas, veteran CG employees and Pensioners Assn leader who is  in the CCU after a massive heart attack.
We are happy to report he is recovering. He was happy to meet us all. We spoke with his sons, Mohan and Satish Vyas and they told us that the Doctors have told that he is recovering fast. Coms. Ashok Pareek, Circle Secretary, Vijay Singh, All India Org. Secretary and P.K.Jain, Dist. Secretary BSNLEU also came to the Hospital.
The lakhs of CG Employees and Pensioners all over the country wish an early recovery for their beloved leader.

Anupam Shrivastava, the new chairman and managing director of Bharat Sanchar Nigam Ltd (BSNL), has his hands full within weeks of taking over. In an interview with Mansi Taneja, he talks about an investment plan of Rs 39,000 crore over the next five years to expand BSNL’s core network and reviving the public sector undertaking in the next three years. Edited Excerpts:

BSNL has been making losses and performance has dipped on other fronts. What is your immediate priority?

BSNL has been making losses mainly because of depreciation of assets and administrative costs, which account for 55 per cent of our revenue. However, we are meeting operational needs through our topline. With a topline of Rs 28,000 crore and debt of Rs 4,500 crore, the situation is not that bad. The first priority is to change the direction of the company in such a way that losses are reduced year after year and there is enough compensation on depreciating assets.

What measures are you taking?

We realised we missed the mobile bus in 2006 when the penetration of cell phones was just 40-45 per cent. Now the penetration of mobiles has moved up to over 90 per cent. This is the journey, mainly voice, that BSNL has missed. But we want to make sure we are the leaders in data services. The age of voice is over and data is the next thing. We are in a strategic position, be it mobile, landline or optic fibre network.

How do you plan to leverage your network? Are there plans to integrate services?

We have invested Rs 4,084 crore in improving and expanding our mobile services. We are in the process of upgrading our core network. Purchase orders were placed last year and the network started rolling out in June. Almost 75 per cent of the project has been completed in the north and south zones. In the east, 35 per cent has been completed and work in the west has just begun.

We have a big landline base and with a huge copper cable and fibre network the focus shifts to Wifi. We will offer Wifi hotspots wherever commercially viable and offer an experience similar to 4G services. Also, we plan to launch our 4G service by 2016. The idea is to integrate Wifi with our mobile network to provide users a seamless experience of 3G and Wifi services.

We plan to invest Rs 39,000 crore in the next five years, a major chunk of it on data. The focus is on improving core network capabilities as we intend to exploit data. This is going to be a watershed year.

How much of your revenue comes from data?

Mobile services contribute Rs 13,500 crore, of which 10 per cent comes from the data segment and is consistently rising. From broadband services, we earn Rs 7,500 crore. We expect revenue from combined data and broadband services of Rs 15,000-16,000 crore in the next three years.

There was a proposal to offer voluntary retirement to your employees. How far has that gone?

The proposal was debated last year and would have required a Rs 12,000 crore outgo. But there were doubts over the plan. An alternative proposal was considered to offer salary support to employees. It would require Rs 6,500 crore, which the ministry agreed in principle to provide as a soft loan. Both proposals are pending with the ministry.

Last year, BSNL’s losses were around Rs 7,600 crore and in the previous year, around Rs 8,000 crore. So losses have already started coming down. We expect BSNL’s accounts to be in shape by 2018-19. (Courtesy: Business Standard)

FORUM OF BSNL UNIONS /ASSOCIATIONS

Meeting of Forum held on 5th February 2015

A meeting of the Forum of BSNL Unions/Associations was held on 5th February 2015 at BSNLMS Office. Com. P.Abhimanyu, GS, BSNLEU presided. Com.V.A.N.Namboodiri, Convener, reported about the action taken after the last meeting of the Forum. He intimated that the BSNL Management has called for a meeting with the Forum on 9th February 2015 on the issue of the Revival of BSNL as per the letter given by the Forum. About 100 M.P.s of various political parties have been addressed with details of our demands and for taking up them with the Government. Central TUs and independent Federations  have been addressed seeking support and solidarity. Conventions as part of Save BSNL Campaign have been conducted in Chennai, T.Nadu, Lucknow, UP (East), NE-I, NE-II. Dates for the convention have been decided for Karnataka and Kerala. Other circles are yet to decide.. This is urgently required. Kerala and T.Nadu circles have already collected lakhs of signatures to be submitted to the Prime Minister on the day of Parliament March.  After detailed discussion, the following decisions were taken:

  1. Parliament March on 25th February 2015

Arrangements for the March, like Mini Lorry, Mike, Forum Banners, and Placards etc. to be arranged. Com. Suresh Kumar, GS BSNLMS is entrusted for the arrangement of the procession and connected matters. Placards will be prepared by SNEA and Banners by the Convener. M.P.s and leaders of CITU, AITUC, BMS, INTUC and HMS will be invited to address the March. Posters have to be printed and circulated in advance. Notice of the Parliament March is to be issued to the BSNL Management.

  1. Indefinite Strike from 17th March 2015.

The preparations at the Circle levels for the Save BSNL Campaign have not started seriously. In some circles, even the signature campaign has not started. There should be very serious and immediate preparation for the strike. Circular should be issued by the General Secretaries to the circles and also contact them for immediate joint preparation for the strike. A joint Circle Executive Committee meeting of all unions should be held at Ahmedabad to ensure that the strike takes place in Gujarat Circle.

  1. Next meeting on 09-02-2015

A meeting of the Forum will be held immediately after the meeting with the BSNL Management on 9th February 2015.

Christians protest against attack on Churches in Delhi

New Delhi, Feb 5 : Angry over a spate of “attacks” on churches, members of the Christian community today staged a major protest in the city ahead of assembly polls, accusing the government of inaction and wondered why Prime Minister was “silent” on the issue.

Police detained over two hundred protesters from outside the Sacred Heart Cathedral in central Delhi when they tried to march towards the residence of Home Minister Rajnath Singh in a high security area here.

A number of priest and elderly persons including women were picked up police and forced into buses. Some protesters, carrying placards, squatted on the road demanding protection to the churches. (PTI)

RETIRED EMPLOYEES CAN NOW AVAIL BENEFITS OF

MISSED PROMOTIONS

NEW DELHI: Retired government employees who missed out on their promotions due to late meetings of the committees deciding on such departmental elevations will now be able to avail its post-retirement benefits. 

“Instructions have been issued to all ministries and departments to give benefit of promotion to those employees who missed it due to late meeting of departmental promotion committee (DPC),” an official in the department of personnel and training (DoPT) said. 

It would not be in order if eligible employees, who were within the zone of consideration for the relevant year but are not actually in service when the DPC is being held, are not considered while preparing year-wise zone of consideration or panel, as per the DoPT order. 

Consequently, their juniors are considered (in their place) for promotions, who would not have been in the zone of consideration if the DPC had been held in time, it said. 

“Appointment committee of Cabinet has observed that DPCs often do not consider such eligible officers who are retiring before the occurrence of the vacancy in the panel year,” the order said, adding that this “undesirable trend negate the very purpose” of government’s existing instructions for inclusion of such employees. 

There have been reports that some of the eligible retired employees are not being given the benefit of promotion which they missed due to late DPCs. In fact the DPCs were being held very late, the official said. 

The DoPT has asked all central government ministries and departments under it to ensure “strict compliance” of its instructions to include retiring employees for promotions in case the DPCs are delayed. 

Such retired officials would, however, have no right for actual promotion, the DoPT official said.

A meeting of the Forum of the BSNL Unions/Associations is meeting today, 5th February 2015 at BSNLMS Office Delhi at 03.00 PM to finalise the programme for the Parliament March on 25th February demanding Revival of BSNL and connected issues.

All Unions have been requested to participate. The BSNL Management has called for a meeting with the Forum at 03.00 PM on 9th February on the same issue. All unions are expected to participate.
