Lokpal Act – It is mandatory for employees to file returns of assets and liabilities

New Delhi, Jul 21 : The central government has notified rules under the Lokpal Act making it mandatory for all its employees to file declarations of their assets and liabilities and those of their spouses and dependent children.
It has issued new forms for filing these returns which have fields to give details on cash in hand, bank deposits, investment in bonds, debentures, shares and units in companies or mutual funds, insurance policies, provident fund, personal loans and advance given to a person or any entity, among others.
The employees need to declare motor vehicles, aircraft, yachts or ships, gold and silver jewellery and bullion possessed by them, their spouses and dependent children, according to the form.
They need to give detail of their immovable properties and statement of debts and other liabilities on first appointment or as on March 31 of every financial year.
There are about 50 lakh central government employees, including IAS, IFS and IPS, among others.
The rules, Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules, 2014– were notified by the Department of Personnel and Training (DoPT) last week.
As per the rules, notified under Lokpal and Lokayuktas Act, every public servant shall file declaration, information and annual returns of his assets and liabilities as on March 31 every year on or before July 31 of that year.
These declarations are in addition to such returns being filed by the government employees under various services rules.
However, the competent authority may exempt a public servant from filing the information in respect of any asset if its value does not exceed his or her four months basic pay or Rs two lakh, whichever is higher, the rules said.
The employees, who have already filed their declarations, information and annual returns of property, shall file revised declarations as on August 1, 2014, to the competent authority on or before September 15, this year. (PTI)
According to the Lokpal and Lokayuktas Act, a public servant shall furnish to the competent authority the information relating to the assets of which he, his spouse and his dependent children, jointly or severally, own.
He is also mandated to declare his liabilities and that of his spouse and his dependent children, as per the Act.
The government is in process of modifying certain rules, including those related to search committee’s working, under the Lokpal Act.
The Lokpal and Lokayuktas Act provides for the establishment of a Lokpal for the Union and Lokayuktas for the states to inquire into corruption charges against public functionaries.
President Pranab Mukherjee had given his assent to Lokpal Act on January 1, this year.
The previous government could not go ahead with the much-touted appointment of the Lokpal due to objections raised by BJP about the selection procedure of the anti-corruption body.
As per existing rules, an eight-member search committee will draw up a panel for consideration by the selection committee led by the Prime Minister for appointment of chairperson and members of the Lokpal.

BSNLCCWF on struggle path.
The meeting of the available members of the Central Executive Committee of BSNL Casual and Contract Workers Federation held at New Delhi on 21st July 2014 has decided to continue with the struggle programmes already decided by the Bhubaneswar CEC Meeting and postponed due to the General elections. Com. V.A.N.Namboodiri, president, presided. Com. Tapas Ghosh, Secretary General presented the report of activities.
The following are the Charter of Demands:
1) Regularisation of Left-out Casual labours and Contract workers.
2) Casual labour wage to be the same as the lowest wage in BSNL, instead of that of DOT.
3) Minimum Wage as per Government Orders to be implemented to the contract workers,
including higher wages for semi-skilled, skilled and highly skilled and as per A,B and C class
cities. Wages to be paid through account/cheque in time. Even if contractor changes, the
same workers should continue.
4) Implementation of Social Security measures like EPF, ESI, Gratuity, Bonus.
5) HRA / Quarters to be allotted to casual contract workers.
6) EPF Account to be opened by the Principal Employer instead of by contractor.
7) Issue of Identity Cards by BSNL Management.
8) BSNL Management should take necessary steps to improve the services by procuring
sufficient equipment to enable expansion and development.
9) Equal Pay for Equal work for contract workers.
10) Vacate Victimisation- Reinstate all the retrenched workers.
11) Recognise BSNL Casual and Contract Workers Federation.

Action programme
1. Dharna at SSA office – 26th August 2014
2. March to CGM Office – 25th September 2014.
3. March to CMD BSNL Office- 15th October 2014.
4. If the issues are not settled call will be given for strike the date for which will be decided later.

Left Front’s Massive Victory in Tripura panchayat elections.

Agartala, July 19: The Left Front in Tripura has registered a magnificent victory in the just concluded three tier panchayat elections. It has swept the eight Zila Parishads and reduced the opposition to no consequence. Of the total 116 ZP seats the CPI(M) won 115 conceding just one seat to the Indian National Congress.
In the Panchayat Samitis also the opposition was decimated. The Left Front secured a majority in all the 35 samitis. Of the 418 panchayat samitis seats for which results were declared (out of the total 419 seats), the Left Front won 409 and the Congress 9.

Communications Minister Ravi Shankar Prasad in a reply to the parliament has stated that the unions will be consulted before taking the decisions on the revival proposals of the government, including the merger of BSNL and MTNL.
But so far the minister has not called the Forum, which has given a detailed memorandum with a request for meeting. We hope that Forum will be called shortly as per the assurance of the Minister in the parliament.

Meeting of Central Secretariat of BSNLEU

The meeting of the Central Secretariat of BSNLEU was held at KG Bose Bhawan, New Delhi on 20th July 2014. Com. V.A.N.Namboodiri presided.The report presented by Com. P.Abhimanyu, General secretary was adopted after discussion.
The meeting decided to continue pressure and sustained struggle if the demands raised in the charter by the JAC are not settled. It strongly opposed the proposal for merger of BSNL and MTNL without settling the issues raised by the Forum.
It was also decided to organise District level conventions to propagate on the 10 point charter of the Central trade unions, Communal harmony and against the neo-liberal policies.
The details of all the decisions will be put in the BSNLEU Website.

We are happy to inform that Com.Om Prakash, General Secretary of the BSNL Theka mazdoor union Chattisgarh has been reinstated and taken back to duty. He was retrenched from work for union activities. He was taken back to duty after sustained pressure and discussion with the BSNLEU, Theka mazdoor Union and management.
Our Hearty Congratulations to Com. S.C.Bhattacharjee, Circle secretary, BSNLEU and Prsident Theka Mazdoor Union and other leaders and workers for this achievement.

Bank Nationalisation completes 45 years

The Nationalisation of 14 Banks, converting them to Public Sector Banks, will be completing 45 years as on 19th July 2014. The decision has resulted in huge benefit to the nation and the people.
But now, under the neo-liberalisation policy, the government is trying to privatise these same banks.
But it is not easy. The workers will fight back with all their might.

COAL Unions oppose disinvestment

The Unions in Coal India Limited have strongly opposed the proposed selling of shares of the company and has threatened to resort to strike action, if the government moves in that direction. The3 government is proposing 5% stake sale out of the 90% shares with the company.
It is to be noted that a few years back, the unions had stopped the proposed sale of 10% shares of the company.
Our wholehearted support to the workers of Coal india Limited.
