78.2% IDA – Meeting with Dept. of Expenditure Officers

Today, 26th February, Coms. V.A.N.Namboodiri Advisor and K.G.Jayaraj, General Secretary AIBDPA met Shri Vijay Kumar Singh Director (ADM), Department of Expenditure as also Shri Vivek Ashish Under Secretary and Shri Sanjay Kumar, Section Officer and discussed about the approval for 78.2% IDA for BSNL retirees. The Association representatives stated that undue delay has already taken place in the matter and that the pensioners are restive and requested for early approval which will benefit the pensioners. All the officers assured that the delay has taken place as they were fully engaged with the restructure process of BSNL/MTNL being proposed by the Empowered Group of Ministers. However, they assured that the process of approval for 78.2% will start by today/tomorrow and will be finalised without further delay.

Casual/Contract Workers’ Demonstration today

As per the call of the BSNLCCWF and BSNLEU, massive demonstrations will be held in all SSAs of BSNL on the demands of the casual and contract workers, including regularisation, minimum wage, social security measures etc.

All circle/SSA secretaries are requested to intimate CHQ about the implementation of te programme after the same is conducted.

Planning Commission considering Regularisation of Contract Workers?

It is reported in the Economic Times dated 26 February that the Planning Commission is in discussion with companies to frame guidelines for regularisation of contract workers. It is stated that this move is being initiated due to the reduction in the number of regular workers and increase of the contract workers who are engaged to do the work of regular employees.
The Trade Unions in the country have been continuously demanding for the regularisation of the large number of contract workers. In BSNL, there are about 3350 casual and about one lakh contract workers. BSNL Casual and Contract Workers Federation is on agitation for the regularisation of these workers.

As the first phase of the action, massive demonstrations will be organised today, 26 February, in all SSAs as per the call of the federation.

Infant deaths – 64% Newborn dies within one month in Delhi!

It is unbelievable! As per a report by the “Save Children” organisation, about 64% of the new born children in Delhi dies within 28 days of their birth. In the same way, 10 lakh babies are dying within 24 hours in the city.

Despite India got Independence more than six decades back, the health condition has not improved much. Such infant mortality may be there in very few countries.

The Central/State governments as also the public institutions have to seriously consider the issue and improve the health condition and facilities for the common people. Then only the situation will improve.

Declaration by 11 parties on an Alternative Government other than Congress, BJP

New Delhi, Feb 25 : Ahead of the Lok Sabha polls, 11 parties today got together with a vow to defeat Congress-led UPA and prevent BJP from coming to power by presenting themselves as an alternative to them.

The announcement was made after a meeting here of the leaders of the parties including JD(U), Left, Samajwadi Party, AIADMK. However, the ticklish issue of their Prime Ministerial candidate was put off till after the elections.

Addressing a press conference after the hour-long meeting, CPI(M) General Secretary Prakash Karat said the 11 parties will work together to defeat UPA whose rule has witnessed massive corruption and price rise.

Flanked by JD(U) leader and Bihar Chief Minister Nitish Kumar, SP chief Mulayam Singh Yadav, JD(S) leader H D Dev Gowda and some others, Karat said BJP’s policies are similar to those of Congress. “BJP is the other side of the same coin,” he said.

Moreover, BJP represents communal politics which is dangerous for the country, he added. The 11 parties will present an alternative to UPA and BJP, said the CPI(M) leader.He appealed to other “secular” parties to join them in their endeavour.

Mulayam Singh said the third alternative grouping could expand in future. “Today, we are 11 parties, it can be 15 parties later,” he said.

Asked whether JD(U) will again re-allign with BJP if the third alternative experiment does not work, Nitish Kumar asserted that he will have “no contact, leave alone the question of returning to BJP”.

Joint Declaration

The country is going to the polls again to elect the 16th Lok Sabha.  This is the occasion for the people of India to decide the future direction of the Indian Republic.

Five years of the UPA-II government have led to all-round problems and suffering for the people.  Economic growth has slowed down which was already skewed in favour of the rich; unprecedented price rise has caused havoc to the lives of the people; farmers have faced acute distress; youth face unemployment and bleak prospects; lakhs of adivasis, dalits and minorities have faced loss of livelihood; women have faced unprecedented insecurity  and violence; corruption has become the byword for the ruling establishment.

It is time for a change and to throw out the Congress from power.

The BJP, which claims to be the alternative, has no policies different from that of the Congress. Their record in the states where they run governments on corruption and economic policies underline the fact that they are the twin of the Congress and the other side of the same coin. Moreover, they represent an ideology which spells divisiveness, disunity and communal disharmony which will endanger the secular-democratic fabric.

The BJP and the communal forces must be defeated and prevented from coming to power.

There has to be an alternative to the Congress and the BJP – an alternative which has a democratic, secular, federal  and pro-people development agenda.

We, the leaders of 11 parties, responding to the people’s urge for relief from the growing burdens, have resolved to work together for:

(i)               Strengthening the democratic framework ending corruption and ensuring accountability in government.

(ii)            Establishing a firm secular order which recognizes the plurality and diversity of our society.

(iii)          Providing a people-oriented developmental path which addresses the concerns of inequality, social justice, farmers’ interests, minorities and women’s rights.

(iv)          Reversing the centralizing model at the Centre; creating a true federal system so that all states’ rights are assured, including special category status for states who deserve it.

We urge other secular-democratic parties and forces to join our endeavour.

We appeal to all sections of the people, all citizens to extend their support to our parties and the principles we have set forth. (PTI)

We extend our Solidarity to Venezuela

The Bolivarian Government of Venezuela has been under continuous pressure and opposition  from the US and other  capitalist countries for its left and socialist approach for settling the problems of the workers. The Government under Hugo Chavez nationalised the US Oil companies, Increased social security measures, kept close contact with Socialist Cuba etc. which were not liked by the imperialists.

After the death of Chavez, election was conducted and Maduro who is staunch supporter of Chavez was elected as president. But the opposition did not accept the election and is on agitation for the overthrow of the elected government with the connivance of the imperialist powers with US at the lead. The opposition is openly inciting violence.

We express our support and solidarity to the Government of Venezuela and the people.

Meeting of Forum will be held on 27th February

An emergent meeting of the Forum of BSNL Unions/Associations is notified to be held at 16.00 hours on 27th February 2014 at BSNLMS Office. The main issue in the agenda is about the proposal of the government for merger of BSNL and MTNL. The Forum, as per the decision of the earlier meeting had already sent  letters to Prime Minister with copy to Communications Minister, Members of the Empowered Group of Ministers(EGoM) on Revival of BSNL/MTNL, Secretary DOT, CMD BSNL  etc. expressing strong protest at the move, without settling conflicts on pay scale, disinvestment of shares, pension etc.

It is understood that due to the objection of the Forum, no decision was taken in the last meeting. But the issue is still hot and may require further action on the part of the BSNL employees. These issues will be discussed in the emergent meeting on 27 February. All the affiliates of the Forum have been requested to be present without fail.

Meeting with Administrator, USOF

Com.V.A.N.Namboodiri, Convener, Forum, today (25-02-2010) met Shri N.Ravi Shankar, Administrator, Universal Service Obligation Fund (USOF) and discussed about the assistance to be provided to BSNL from the Fund. Com. Namboodiri asked the Administrator to release the Rs. 1,250 crore which is approved for BSNL for 2012-13 in lieu of ADC at the earliest. He stated that there was much delay from BSNL for getting reply to certain clarifications. After getting the clarifications, they have been forwarded NIC for approval. Once the approval comes, the amount will be released.

The Administrator also stated that the NOFN, installation of 2200 towers in the naxalite area, the network for the defence for release of spectrum etc. are being delayed and require urgent attention by BSNL, for which funds are being allotted by the USOF.

3,000 crore EPF Deposits are unclaimed

As per a CAG report submitted in the Parliament, there are 2948.11  crore EPF deposits  unclaimed with the Employees Provident Fund Organisation (EPFO) as in 2011-12. The number was 332.14 crore in 2006-07. It has been increased ninefold by this time.

There may be many reasons for the unclaimed deposits. But the EPFO and the government have to find out why they are not claimed and what is to be done with the same.

Don’t make ‘Tall Promises’ – Election Commission

New Delhi, Feb 24: Political parties are going all out to woo the voters ahead of the upcoming Lok Sabha Elections. Be if massive political rallies or freebies being distributed or promises claiming a better future for the people, they do it all. However the Election Commission (EC) has cracked its whip on the parties and issued them guidelines asking them not to make ‘tall promises’ to the people. The EC has cautioned them against distributing freebies because this could influence the people and also shake the root of conducting free and fair elections. The EC said that even in their manifestos, political parties must reflect the rationale of the promises made. “Trust of the voters must be sought only on those promises which are possible to fulfill,” it said.
