Yesterday I had been to Chennai to attend a seminar on “Revival of BSNL” and a meeting to felicitate Com. P.Abhimanyu, GS, BSNLEU on his retirement from superannuation.
At that time, I met Com.C.K.Narasimhan, Circle secretary, AIBDPA, T.Nadu. He presented me a copy of the 2014 Calender published by the Tamilnadu Circle of AIBDPA.
The calender is beautiful and is neatly arranged.
My Congratulations to Com.Narasimhan and other leaders and workers of AIBDPA, TN Circle.

2014, the Year of the Casual and Contract Workers in BSNL

I feel that 2014, should be declared as the Year of the Casual and Contract Workers in BSNL.
This is the 14th Year after BSNL was formed in 2000. BSNL has grown, it has gone down. Now the workers and the management are trying to bring it up again, though it is not an easy task. Hard work, determination, dedication and commitment are required for the same. The governments’ anti-PSU and neo-liberal policies also has to be changed.The entire working class is on struggle to change the wrong policies of the government as has been seen through the 48 hours strike on 20-21 February 2013 and the massive Parliament March on 12th December 2013.
These 14 years, have seen the improvement for the employees in BSNL through two good wage revisions, NEPP and various other measures. Of course, there are still many issues to be settled.The BSNLEU and other organisations in BSNL are fully capable of sustained struggles to achieve the demands. Once BSNL is strengthened and a better service to the customers are ensured, it will not be a difficult task to settle the issue of the regular employees.
But what about the casual and contract workers numbering about one lakh engaged in DOT/BSNL for years and decades? They are being inhumanly exploited by the contractor and in cases by the BSNL management. Casual / contract workers have got two types of problems, unlike regular employees. While the orders and decisions of the government and BSNL generally implemented for the regular employees, though belated some times, in the case of casual and contract workers, mostly they are not implemented, but violated.
These include the payment of minimum wages, non-implementation of social security measures like EPF, ESI etc. Secondly the workers have got long pending demands like regularisation of TSM/Casual workers, improvement of the wages/service conditions etc. Retrenchment has also become a serious problem.
It is a shame to the BSNL as also the regular workers in BSNL, that these inhuman exploitation are continuing in this PSU. Of course, some improvement has taken place in the last few years, after the formation of BSNL Casual and Contract Workers Federation and the sustained struggles with the full support of the BSNL Employees Union, the biggest and recognised union in BSNL.But the exploitation continues. There should be an end to it.
One of the major demands of the Central Trade Unions focussed in the agitations/strikes for the last few years is the payment of Rs. 10,000 as the lowest minimum wage for the unorganised workers and improvement of social security measures, including pension. The unorganised workers, including in the organised sector are more than 92% of the total workers in the country and their issues can not be forgotten by any trade union worth its name.
The Central Executive Committee of the BSNLCCWF is scheduled to be held at Bhubaneshwar on 18-19 of January 2014. The issues of the casual and contract will be seriously discussed, the struggles reviewed, and future programmes for strengthening the organisation and struggles to achieve the long pending and fully justified demands will be planned.
In this connection, I feel that this year 2014 should be a year of struggles and agitations by not only the casual and contract workers alone, but a struggle of the regular workers also to improve the condition of these exploited workers. It would be only proper and appropriate that the year 2014 be declared as the Year of the Casual and Contract Workers in BSNL by the CEC with concrete plans to ensure implementation of existing rules and achievement of better prospects for the workers.

Grand reception to Com.P.Abhimanyu, GS, BSNLEU

7th January 2014 was an extra-ordinary day for the BSNLEU comrades in T.Nadu and Chennai. They were organising a massive reception to Com.P.Abhimanyu, General Secretary, BSNLEU on his superannuation from service after a meritorious service of 39 years in DOT/BSNL.
The entire hall of Kamarajar Arangam, Chennai was full with many comrades standing outside eagerly awaiting to hear the speakers.The function was jointly organised by the Circle Unions of T.Nadu and Chennai.

There were two functions. The first was a Seminar on Revival of BSNL. it started at about 14.00 hours presided jointly by Com. K.Marimuthu and Com.S.Yogalingam, Presidents of the T.Nadu and Chennai Circles respectively. Com. S.Chellappa, Circle Secretary, BSNLEU, T.Nadu Circle welcomed all. Com.V.A.N.Namboodiri, President BSNLEU and Convener, Forum of BSNL Unions/Associations, inaugurated the Convention.S/Shri A.N.Rai, Director (HR) BSNL, M.Asraf Khan, CGM, T.Nadu,A.Balasubramanian, CGM, Chennai and Com.P.Abhimanyu addressed. All the speakers emphasised the need to strengthen BSNL and provide a better service to the customers.Com.K.Govindarajan, Circle Secretary, Chennai proposed vote of thanks.

The Second function was a Reception to Com.P.Abhimanyu, GS, BSNLEU, on his retirement from service. This was also presided over by the two Circle Presidents. Com. Abhimanyu was felicitated by Coms. A.K.Padmanabhan, President, CITU, P.S.Sampath, President, T.Nadu Theendamai Ozhippu Munnani, V.A.N.Namboodiri, President, BSNLEU, K.Vallinayagam (FNTO), R.K.(NFTE), V.Subburaman (TEPU), R.Ravindran (SEWA BSNL), R.Pattabhiraman (NFTE), M.Gobinathan (SNEA), Sunderarajan (SNEA), Swaminathan (AIIEA) Sivakumar (AIBSNLEA), V.P.Indira (BSNLEU), Punitha udayakumar, VP, BSNLEU, P.Andiappan (FNTOBEA) C.K.Narasimhan (AIBDPA), M.Murugaiah (BSNLCCWF), S.Chellappa, CS BSNLEU and K.Govondaraj, CS BSNLEU.
Com.P.Abhimanyu, GS BSNLEU replied to the felicitation. The family of Com. Abhimanyu was also felicited.
Com. Babu Radhakrishnan ACS proposed vote of thanks.
Both the programmes were organised in a very successful manner.

The Reception Committee Convener and Circle Secretary, BSNLCCWF, Odisha, Com. Sahdev Biswal has intimated that all necessary arrangements are being made for the holding of the Central Executive Committee Meeting of the BSNLCCWF at Bhubaneswar on 18-19 January 2014.
He has requested that all CEC members may kindly intimate their arrival, train number, time etc. to the Reception Committee so that the TC make suitable arrangements to receive them. The information may be given to the Secretary general, Com. Tapas Ghosh also.

The BSNLCCWF Uttarakhand Circle is compelled to go on struggle since the BSNL Management is not implementing the orders on minimum wage, social security measures etc. BSNLEU and BSNLCCWF leaders are meeting the BSNL authorities for settlement of the issues.

The 2014 general elections will have a high level propaganda utilising mobile applications. All the major political parties are making arrangements for the same, including Congress and BJP. The successful implementation of the mobile applications by the AAP in the Delhi Assembly elections has been taken note of by other political parties also. This will help in wooing the middle class, it is assessed.

CAG can audit the accounts of Private Telcos _ Delhi High Court

The Delhi High Court has given judgment that the Comptroller and Auditor General of India has full powers to examine the accounts of the private telecom companies. The ruling was given in the appeal given by the private telecom companies against the decision of the CAG to examine the accounts in connection with the telecom 2G Scam, in which many private companies are involved and hugely benefitted.

The Delhi High Court has earlier allowed the CAG to audit the accounts of the power companies in Delhi, after the Kejriwal government has requested CAG to audit the same.

It is well known that the private companies are in the habit of manipulating the accounts to reduce the taxes to be paid to the government as also the revenue share, where such stipulations are there.
I welcome the decision of the High Court. Of course, private companies may appeal to the Supreme Court, but at least for the present the welcome decision is there.

O.P.Gupta Death Anniversary

It is one year back, on this day, 6th January, that Comrade Om Prakash Gupta, veteran leader of P and T Employees passed away. He was in the forefront of the P and T and BSNL Union movement. He made important contribution in the formation of NFPTE and the 1946, 1960 strikes etc.
My respectful homage to the memory of Com.O.P.Gupta!

General Elections

Clear signs are already there that the General Elections may be by mid-April 2014. This is the hint given by the Election Commission, though not announced. The results may be announced in May only since the election is to be conducted in five phases.

The oncoming General Elections are going to be a way-turner. The indications are already there.
