Bharat Ratna – Why Mahatma Gandhi was not given?

Though 43 eminent persons have been awarded with Bharat Ratna, the highest National Award, till now, while living or posthumously since its introduction in 1954, the greatest Indian, Mahatma Gandhi, Father of the Nation, was not awarded the same. Why was Mahatmaji not awarded the greatest award of the country? It does not seem that the government may not have considered his name. There might be some reason behind the omission.

It is true that when the award was instituted in 1954, it was intended for living persons only and not posthumously. Hence Mahatma Gandhi could not be considered.But when the rules changed and the same was awarded posthumously, why Mahatmaji was not given? Is it that the Mahatma was a person far above the grant of such an award? Or is it that , Mahatmaji has stated some time that such award need not be given to him. It is also to be known whether any Prime Minister has recommended and if so why it was not given.Some explanations should come from the Government to satisfy the common people.

Snooping/Spying of INS Vikramaditya by Nato Plane.

It is not only that US Intelligence spy/snoop upon the calls of heads of nations including India, it actually spied one year back on the INS Vikramaditya, the newly acquired Air Carrier Ship of India, while it was in the russian waters. Not only the Nato Spy plane was spotted and chased, but the Russian Government strongly protested to US. The latter never replied. Again through a Nato shi’p another effort was made to spy. The detailed report on the issue is reproduced below:

INS Vikramaditya, India’s largest aircraft carrier, is safely in the Indian Navy’s hands now, and will begin its journey home shortly. But just a year ago, there was an incident that created a major stir on board the massive ship as it was put through trials at sea off the Russian coast.

INS Vikramaditya was spied upon by NATO forces.

Headlines Today Deputy Editor Shiv Aroor, the first Indian journalist on board the aircraft carrier, has accessed exclusive images of that disturbing incident that was even taken up at the diplomatic level.

The images show a NATO maritime spy aircraft repeatedly buzzing.

Over INS Vikramaditya in an attempt to snoop on her communications and combat signatures. Never before revealed, these images captured from the deck of the ship show how the US-built P-3C Orion “buzzed” the ship just a few hundred feet over her deck and circled her in an attempt to harvest classified electronic and acoustic data about the vessel.

The snooping operation created such a stir that the Russian team on board the Vikramaditya summoned a Russian Navy MiG-29K from a shore base to chase away the intruding aircraft.

The spy aircraft beat a hasty retreat once the MiG-29K arrived on the scene.

During the spying mission, the P-3C aircraft dropped two sensor buoys into Vikramaditya’s immediate path in such a way that the ship sailed right through the gap between the two red bobbing devices, allowing the aircraft to record acoustic signatures.

Later, the Russian government sent photographs of the intrusion, including pictures of the sensor buoys, to the US Embassy in Moscow and NATO headquarters, but has received no reply yet.

Both the Indian Navy and the shipyard that modernised the Vikramaditya confirmed the incident but were tightlipped about the details of how much data about the battleship may have been compromised.

The NATO aircraft chose the early summer of 2102 when the sea was calm and the relative silence of neutral waters interfered least with sounds emanating from a ship – ideal conditions for airborne electronic snooping.

In another attempt to listen in on Vikramaditya’s communications and electronic emanations, a Norwegian ship attempted to snoop on the ship shortly after the airborne spying mission.

The vessel, known to have specialised electronic equipment on board that allows the recording of acoustics from a distance, came fairly close to the Vikramaditya.

By that time, command and crew on board the aircraft carrier had made her go near totally silent.

The spygame between NATO and Russia remains intact years after the end of the Cold War, with both sides routinely intercepting and escorting “stray” aircraft, or attempting to snoop on aircraft and ship movements near maritime boundaries.

However, the fact that the snooping incident was on an Indian ship was a surprise.

Indian Railways 160 years old.

Yesterday I, along with my wife, got the opportunity to visit the International Trade Fair at the Pragati Maidan, New Delhi. Since it was the second day after the Fair was opened, there was not much rush, as it used to be. In the same way, being the first few days all the pavilions have not been fully arranged also. These will be done without delay.
We visited some state pavilions including that of Kerala. There are a lot of exhibits to see, and if one wants to purchase, so many useful things are also there. We saw some families with three – four bags full of purchases.
There are a lot of PSUs, which had put their stalls. Government Departments are also participating. I went to the Railways Pavilion. Though not very big, the Railways have arranged a good records of their 160 years of functioning, the various changes that have taken place, the kind of engines that have been used, the special railway lines and coaches of Nilgiris, Shimla, J and K etc. etc.
The biggest service and industry sector in India employing the maximum number of workers, the Railways had covered miles after miles after it started running first in the Great Indian Peninsula Railway from Bori Bunder (present Chhatrapati Shivaji Terminus) to Thane on 16th April 1853. Railways claim that it carries one billion tons of freight and 830 crores passengers annually to various destinations. And the lakhs of workers doing their duty 24 hours of the day and night!
All of a sudden, I thought about the continuous railway journeys that I had undertaken for about 10-15 years after I reached Delhi as the President and then General Secretary of the AITE Union Class III and then the BSNL Employees Union. Almost 15 to 20 days I was travelling in the train. Sometimes, it will be in A/C III Tier, but mostly it was sleeper or ordinary compartment, with out reservation. I remember many times, when along with other union comrades, we had to sit on the floor of the compartment, since no seat was available and there was so much rush. The journeys used to be one day, two days or even three days according to the distance. Since the one pointed agenda was only to meet workers and organise the union, difficulties were no barrier. It was a crusade for the workers. I still feel inspired to remember that how our comrades through out the country supported us and showed their love and affection with out any limit. I will write in detail on this at a later date.Thanks the exhibition for reminding all these.

Nelson Mandela “quite ill.”

The reports coming from S.Africa indicate that Nelson Mandela, the legendary fighter against apartheid and the first President of S.Africa after ‘Independence’, is “quite ill.” The reports are quoting from the statement of Winnie Mandela, former wife of Nelson Mandela.
The 95 old Mandela had been in hospital for about three months and after slight improvement has been brought home. He is still in treatment. it is reported that he is not able to speak, but is able to communicate through his face expressions.
Not only the people of S.Africa, but of the entire world wished Nelson Mandela an early recovery.

CLC Conciliation on Ghaziabad issue on 18th November 2013.

The Chief Labour Commissioner has called the concerned Unions and the BSNL authorities for conciliation on the agitation declared by the unions demanding that the culprits in the murder of Sukhendra Pal Singh, DS, BSNLEU, be arrested and suspended etc. The next meeting is fixed on 18th November at 1100 in the office of the CLC.
In the last meeting of the Conciliation, it was stated by the Unions that the culprit, GM Ghaziabad, is not even attending the office and is sitting some where and doing a mockery of work. Evidence was also given for the same. Anyhow, the GM has now been transferred out of Ghaziabad.
The government / BSNL should take immediate further action against the GM and other culprits.

Union offices shifted from Writers Building, Kolkata

It is well-known that W.Bengal Chief Minister, Mamata banerjee, does not like strike, bandh and agitations against the government. The Left Unions were the target of her attacks.

Now, it is reported that the state government employees’ unions which had their union offices in the State Secretariat Building, Writers Building, have been asked to shift from there. Though the shift is demanded in the name of maintenance of the building, shifting may turn out to be permanent. The employees’ unions strongly protested against this arbitrary decision.

Only 8.5% interest for EPF in 2013-14?

Retirement fund body EPFO will pay at least 8.5 per cent rate of return on Provident Fund (PF) deposits for 2013-14 to its over 5 crore subscribers as provided in the previous fiscal and the decision in this regard could be taken as early as next month.

“The Employees’ Provident Fund Organisation (EPFO) will not pay less than 8.5 per cent interest rate on PF deposits for the current fiscal,” an EPFO official said.

“The decision in this regard could be taken in December as the body is planning to schedule a meeting of its apex decision making body Central Board of Trustees (CBT) next month,” he added.

EPFO had provided 8.5 per cent interest rate for 2012-13, up from 8.25 per cent in 2011-12.

Trade unions have written to the Labour Ministry to urgently convene the meeting of EPFO’s apex decision making body CBT to decide on the interest rate.

Ever since the CBT was reconstituted in May, no meeting has been held so far. Since the new CBT has not met after its reconstitution in May, no sub-committees could be reconstituted. The term of the sub-committees is co-terminus with the CBT.

The EPFO official said that CBT would have to meet at least twice before deciding interest rate on PF deposits for the current fiscal.

In the first meeting, the trustee would constitute FIC and in the second meeting they would decide on interest rate based on the recommendations of the committee looking at the proposal.

The proposal for the interest rate is prepared by the EPFO which is vetted by the FIC and goes to CBT for final consideration. Once approved by the CBT, the decision on interest rate requires concurrence of Finance Ministry which has to notify it.

Only after notification, the interest is credited into the accounts of subscribers.

As per the norms, EPFO is expected to announce rate of interest on PF deposits before the beginning of a financial year. However, for the past few years the same has been delayed.

The Hen that lay Golden Eggs – Dividends from PSUs to Government

The PSUs are always ridiculed as making losses, a burden on the government and the tax-payers etc. and demanding that they should be privatised. This is the policy of the government in line with its neo-liberal directions.
But what is the truth? A good number of PSUs are profit-making and a good amount is paid to the government as Dividend by these companies. The government has got Rs. 55,000 crore Dividend for the year 2012-13 from the PSUs and it expects Rs. 73,000 crore this year. The dividend paid by the top 10 PSUs for 2012-13 is given below:
Coal India : Rs.8842.9 crore
ONGC : Rs. 8,127.7 crore
NTPC : Rs. 4,741.1 crore
SBI : Rs. 2,838.7 crore
NMDC : Rs. 2,775.3 crore
Oil India : Rs. 1,803.4 crore
IOC : Rs. 1,505.3 crore
BHEL : Rs. 1,323.0 crore
Power Grid : Rs. 1,273.1 crore
GAIL : Rs. 1,217.7 crore
Now, the Finance Minister has again called upon the PSUs to give more % of Dividend to the Government. This is but nothing trying to cripple the PSUs, as it has already in the case of BSNL by taking away all the surplus of the company by hook or crook.
The anti-PSU policy and actions of the government should be thoroughly exposed and the PSUs strengthened.

Chinese Govt. ease one child policy

The Chinese Government has decided to ease its one-child policy which will give some relief to many families. At present, there are strict rules prohibiting more than one child to a couple, except in the case of ethnic people, rural couples etc. Those having a second child had to pay heavy fine.
Of course, these strict rules were in order to stop the spiralling number of people in the country, which has the highest population in the world. It was reported earlier that India will have more population than China within some twenty years and by that time China will have its population reduced to 131 crores from the present 134 crores or so.

It is sure that this decision of the Chinese Government will be welcomed by the people of China.

UP State Employees Strike continues for the 5th Day

The State Government Employees are continuing their strike for the 5th day, since no agreement could be reached so far. It seems that no meaningful discussion has taken place so far.
The union leaders have stated that they will continue and expand the strike by bringing even those sections of departments, where the strike was not decided first.
It is reported that more than 60% of the workers are on strike out of the total 18 lakh employees.
It is high time that the UP Government discussed the issues with the unions and come to an agreement.We fully support the strike of the UP state government employees.
