The contract workers engaged in UP(E) Circle of BSNL are facing inhuman exploitation from the contractors.BSNL Management is either closing its eyes to these gross violation of rules and regulations or are a willing party to the same.
In the meeting of a some leaders and workers of BSNLCCWF held at Lucknow, the leaders placed the sharp facts before Com.V.A.N.Namboodiri, President of BSNLCCWF, who had come to Lucknow to attend the Circle Convention on “Revival of BSNL” on 15th October. Though the Minimum Wage as per government of India rules and BSNL instructions come to around Rs.6,000 in C class Cities for the unskilled, the wages paid are around Rs. 1,500 – 2,000, except in very rare cases. No EPF or ESI are deducted and remitted to the EPF/ESI authorities with the equal contribution of the Contractor/Principal Employer ie. BSNL. Workers are retrenched when they demand for their rights. The Circle Secretary, BSNLCCWF, Com. Tiwari himself has been retrenched months back. BSNLEU leaders have taken up the matter with the Management but no action from the latter.
It is shocking that the BSNL Management is sleeping over this injustice. Some of the General Managers, the top management of the SSAs, are stated to threaten the poor labours that if they raise the issue of minimum wage, EPF etc. they will be retrenched and even get arrested on false cases. This is a shame to the entire BSNL Management. If the contractor is not paying the minimum wage as per the orders of the Government of India and the orders of the CMD BSNL, they should be black-listed and kept out of the tenders. In some SSAs, it is told, that the BSNL officers themselves are paying the wages, but the amount is far below the minimum wage and EPF/ESI are not implemented.
The Circle BSNL Management should ponder how much they are violating the orders of the government and CMD BSNL and is becoming a willing party to the exploitation of the contract workers by the contractors.
This is shame to the entire BSNL itself. Each and every officer/employees of the BSNL as well as the management should come forward to put an end to this inhuman exploitation.

The massively attended State convention of BSNL Employees at Gandhi Bhawan Auditorium in Lucknow on 15th October 2013 has enthused the workers to continue with their sustained efforts to improve the services and Revival of BSNL in the coming period.The Convention was called as per the decision of the National Convention of BSNL Employees held at New Delhi on 3rd August on “Revival of BSNL”.
The Convention was presided over by Com.R.N.Pandey, Circle Secretary NFTE and president of Forum of UP East Circle.Circle Secretaries of the participating unions welcomed all. Com. R.K.Mishra, Circle Secretary BSNLEU and state convener Forum, presented the Declaration adopted in the National Convention.. Com. V.A.N.Namboodiri, National Convener, Forum of BSNL Unions/Associations, spoke in detail about the present situation of BSNL, the anti-PSU policy of the government, the lack of commitment of the top management and the need to improve the services etc. He said that without a sustained struggle against the anti-PSU policy of the government, the BSNL can not be improved. The decisions of the National Convention was briefed to the house.
Coms. C.Singh (NFTE), Suresh Kumar (BSNLMS), K.Sebastin (SNEA), P.K.Thyagi (AIBSNLEA), G.L.Jogi (SNEA) and other national leaders spoke and enthused the audience for giving a better service to the customers. Com.K.R.Yadav Vice-President, BSNLEU proposed vote of thanks.
BSNL employees from all parts of the Circle attended the convention. The Convention came to an end with shouting of slogans and the determination that UP East Circle will improve its services and make all out efforts for getting profit to the company.

The BSNL Casual Contract Workers Federation CEC Meeting scheduled to be held at Bhubaneswar on 19-20 October 2013 has been postponed in view of the serious damage and devastation in Odisha due to the Cycle Phailin and also considering the urgent necessity for rehabilitation and restoring the communications in the state.
As per the suggestion of the Reception Committee and in consultation with the concerned comrades, it has ow been decided to postpone the CEC. As such the railway reservations etc. made be cancelled.
The next dates for the CEC meeting will be intimated later.

The insincerity of the Government of India on the girl child issues has been exposed once again. It has voted against a Resolution Against Child Marriage moved in the UN Human Rights Council. While 107 countries voted in favour of the Resolution, India did not support the same.
India is the country where maximum child marriages are being conducted. 40% of world wide child marriages are in India – about 24 million!While the government is very vocal about saving the girl child, against child marriages etc. it did not support the UN Resolution against Child Marriage.
Political exigencies are more important to the Government than the welfare of the people and especially the women and girl child.

Raghuram Rajan, RBI Governor, who was in Washington yesterday, has assured the MNCs that the Government of India will bring big banking reforms so that even the MNCs can take over indian banks! Is it reform that Indian banks should be handed over to foreign banks? And such statements are made in a foreign country to appease and please the foreign companies!
Already the Government is in the process of giving licences to the Indian Corporates and big business houses to start banks. The people have not forgotten how the private banks, in the 1950-60s, have been cheating the public and how the government was compelled to nationalise these banks.
Is India gradually being converted in to a subsidiary of the US Government?

The U.P(East) Circle Convention of BSNL Employees, as per the call of the National Convention of BSNL Employees,held at New Delhi on 3rd August 2013, will be held at Lucknow on 15th October 2013. Convener, Forum of BSNL Unions/Associations, Com. V.A.N.Namboodiri and General Secretaries of BSNL Unions/Associations will be attending the Convention.
Kerala Circle has already conducted such a convention. Other circles are also requested to hold the same without delay.

The massive evacuation of more than 6 lakh people of Odisha and A.P.to safer places has been a well prepared move which helped to reduce the loss of lives to the minimum in the wake of the hit of the cyclone Phailin in the eastern coast of India. But the damage to the houses, communication network,electricity, roads, trees etc.has been tremendous. It is estimated as per reports that more than Rs. 24,000 crore damages have been resulted through the cyclone and high waves smashing the coastal area.
Rehabilitation is the immediate task for which the Central Government, the state governments and the people at large have to jointly make all out efforts. The rehabilitation should be organised effectively and fast.

The V Membership Verification was held on 1st February 2011. BSNLEU (United Forum) got 46.57% of votes and was declared as recognized union. NFTE got 34.96% votes. The National Council was formed with Com. V.A.N.Namboodiri as leader and Com.P.Abhimanyu as Secretary Staff Side.
XXV Meeting of the National Council – 24th June 2011
CMD was present in the meeting. He welcomed all official side and staff side members.
Anomaly due to accrual of increment to junior earlier than senior after fixation of pay on the basis of wage revision w.e.f. 01-01-2007 – Management stated that they will verify with other PSUs how they sorted out the issue.
Chairman agreed to refer to DOT the case of Presidential orders for officials whose training started during DOT period but were appointed after formation of BSNL.
The settlement of the pay anomalies arisen at the time of CDA to IDA wage revision will be re-examined and settled.
Proposal for revision of out-door ceiling in respect of non-executives is under consideration.
The BSNL pensioners also will be allowed the enhancement of concession for Broadband Concession scheme.
Both the photos of Mahatma Gandhi and B.R.Ambedkar will be put together in the Conference Hall.
Proposal for SIM card with certain hours of ‘free talk-time’ is under consideration.
It was agreed to favourably consider allotment of vacant staff quarters to retired employees.
The Management did not agree to revise the TSM/Casual labour wages on IDA scales.
The management did not agree to set right the reduction in wages of post-2007 recruitees.
Discussed about procurement of equipments, development and expansion plans etc.
Staff side strongly protested against the denial of Child Care Leave to women employees of BSNL.
Immediate introduction of NE-12 pay scale w.e.f. 01-01-2007 – Issue will be decided on fast-track basis.
Implementation of E1A scale for non-executives – The case will be examined.
XXVI Meeting of NC – 27th February 2012
The issues connected with the utilization of the Telecom Factories were discussed in detail.
The recommendations of the committee on Restructure of Industrial cadres will be implemented.
Early finalization of Standing Orders for Industrial Workers will be done.

The VI Membership Verification was conducted on 16th April 2013. BSNLEU which got 48.6% votes and NFTE BSNL which got 30.28% votes were granted recognition as Main Recognised Representative Union and Second Recognised Representative Union respectively as per the New Recognition Rules of recognizing two unions which get more than 15 % votes. The Staff Side will be constituted with 9 seats for BSNLEU and 5 seats for NFTE. The initiative for the New Recognition Rules was taken by BSNLEU, considering all aspects, which was accepted by other unions and the management. This will start a new stage in the negotiating machinery and settlement of issues.

The Private Hospitals are on the war-path against the CGHS rates for the treatment of CG employees, alleging that the CGHS rates being paid to them is loss-making only. In addition to the CGHS, the government employees are allowed to take treatment in empanelled private hospitals, provided the latter charges are limited to CGHS rates. According to the private hospitals, the CGHS rates are very less and are causing losses to them. Hence they have warned that in future they may not accept CGHS rates
