One important hurdle in the growth of BSNL is the sad fact that the top management of BSNL who has to plan and execute important decisions does not belong to BSNL, but is on deputation. While the 3.5 lakhs executives and non-executives got absorbed in BSNL after corporatisation, the 1600 and odd ITS officers continued on deputation, except very few who got absorbed.
All top positions in BSNL like Chief General Managers, General managers etc. are occupied by ITS officers. They continue to be in the government service. This anomalous situation had a very unhealthy environment for the growth of BSNL. Our strong opinion is that the BSNL should be managed by officers who belong to the organisation itself. That will result in more commitment and improve the functioning of the company itself. At present the future career prospects of the top management officers are not related with the growth of BSNL, but rest with the government, whether the company grows or not. We had suggested that new recruitment should take place to these posts and also that capable and eligible officials working in BSNL should be promoted to these posts. This will bring both experience and expertise.
BSNL was having about Rs.40,000 crore at its disposal when the company was formed. If this reserve has been used effectively for expansion and development, the present situation would have been different. In short we want that BSNL should be managed by a top management committed to the growth of the company.

While the Defence Department has insisted on keeping some of the important spectrum for defence purposes with it, the private telcos are pressurising the government to transfer the same for being auctioned for providing services. The spectrum is with the defence as per an earlier agreement with the Telecom and Defence departments.
While it is necessary that spectrum is required for providing service to the people, it is also necessary that the defence should have sufficient spectrum for defence purposes. Getting more money in the auction alone can not be the criteria for deciding the issue.

The Department of Posts have applied to the Reserve bank of India for licence to start full-fledged banking services. The proposal is to start 50 branches in the first year to be increased to 150 branches in five years. Communications Minister Kapil Sibal stated that this proposal will bring banking to the door step of the ordinary man. However, the proposal will have to be approved by the Cabinet.
We feel that the proposal is helpful both to the department of posts as also to the common people. With glorious service of more than one and half century, if the proposal is accepted, the Postal Department will be entering a vast arena which will strengthen it.

BSNL Management and workers have put excellent work to restore the destroyed communications services in Uttarakhand. 272 mobile towers and 44 telephone exchanges have been restored, said CMD RK Upadhyay.
The company, however, could not restore telecom infrastructure at three locations – Dharchula, Narayan Bazar and Kedarnath where all equipment of the company were washed away. But the efforts have started.

I salute the Defence force who have done the most daring rescue operations for the last two weeks since Utharakhand faced the fury of nature and thousands faced near death in the unprecedented floods, landslides and cloudbursts. 20 personnel from Indo-Tibetan Border Police (ITBP), Indian Air Force(IAF) and National Disaster response Force(NDRF) has become martyrs in the chopper crash while they were rescuing the stranded people. They are national heroes who sacrificed themselves to save others.
The military has evacuated 1,04,095 stranded people to safety so far according to National Disaster Management Authority. 560 people have died, 463 injured and 344 missing in the floods according to NDMA. (But the media reports indicate that thousands of people have died and seriously injured. Many dead bodies are yet to be found. Thousands are missing according to media reports.) Thousands of houses have collapsed and 154 bridges completely damaged.
Rescue operations are continuing. Now it is time to start the rehabilitation programme for the people of Uttarakhand. The Government, both Central and State, as also institutions, workers and common people have to help in all ways to help in the rehabilitation programme.

Shri A.C.Shanmukhadas former Minister and 7 times continued MLA and NCP leader passed away at Calicut today at 09.20 PM at the Calicut Medical College. He was 74.
He was closely associated with the LDF in Kerala and was its Minister. he was simple and contacted with the people closely.
I met him first at Manathana Peravoor in 1950s when I was working as a teacher there. He was already in politics. The friendship increased after both of us were in Calicut. I still remember when he was brought to the Calicut Medical College after a serious road accident in the night. The timely attention / operation by the doctor saved his life. I was in the hospital all the time. After many years when we met he reminded me of the same. As Health Minister, he promptly settled certain issues of the medical students and nurses when they were brought to his notice.
I have lost an old friend even though we did not have contact for a long period. My deep grief at his passing away and convey my condolence to his family and friends.

Airtel has approached Communications Minister Kapil Sibal for waiving of the Rs. 650 crore penalty ordered by DOT for offering STD services as local calls and causing revenue loss to the government.
The plea of Airtel is that since this case relates to eight years back, it will cause much hardships for payment of the penalty. Wonderful! Not only this company has cheated the government and violated the licence conditions and still want to be exonerated from payment of penalty. If all these calls were routed as STD calls it would have to pay more than double this amount.
Let us see what decision Communications Minister will take. The government which is not even reimbursing the spectrum fee even after vacating the spectrum by BSNL, will it show favour to the private company?
