The Forum of BSNL Unions / Associations has written / requested for meetings with the CMD BSNL, Secretary DOT and Chairman BRPSE as part of pursuing the case of 78.2% IDA fixation as also with regard to the Revival of BSNL. The meeting with the CMD BSNL may be held by 14th May.

Forum is also trying to meet Finance Minister, P.Chidambaram, who is the Chairman of the Group of Ministers ” On Revival of BSNL and MTNL”

Com. V.A.N.Namboodiri, Convener, Forum of BSNL Unions / Associations met Coms. Basudeb Acharya, Leader of CPI(M) in Lok Sabha, P.Karunakaran, Dy. Leader CPI(M) in Lok Sabha, Sitaram Yechury, Leader of CPI(M) in Rajya Sabha, Tapan Sen, M.P. and General Secretary CITU and gave copies of the Forum Memorandum to Finance Minister  and requested for taking up the case with the latter for conceding the suggestions made therein. They patiently heard the issues and assured that the issues will be seriously dealt with.

Convener also went to meet Dr. Sanjeeva Reddy, Member of Parliament and President INTUC, but he was not available. The Memorandum was handed over to INTUC  office. The Memorandum was handed over to the AITUC office, since Com. Gurudas Dasgupta, Member of Parlaiment and General Secretary AITUC was also not present.

The Forum has requested all the General Secretaries of the Unions/Associations to direct their Circle/District Secretaries to jointly meet the Member of Parliament of that area, submit the copy of the memorandum and request them to take up the case with the Finance Minister and Group of Ministers.

We should take this as an immediate task and ensure that all the MPs are met and issue brought to their notice. The report of the meetings should be intimated to the General Secretaries, which will be brought to the notice of the Forum. Wide publicity be given in the press/media also for our suggestions.

BSNL to form new company for hiving towers

It is reported that BSNL is planning to hive of its 70,000 and odd mobile towers in to a separate company and share the infrastructure with private companies. This is said to be to increase its revenue. In the same way BSNL is proposing to hive its land bank assets also. there are about 4,400 hectares of BSNL land mainly in the heart of the cities and towns. Corporates are very much interested in getting these priceless assets for lease or purchase. Details of the proposals are not known.

BSNL may be directed by DOT to construct about 3,000 mobile towers in the North-East and naxal affected areas of 7 states. The USOF is expected to allot about Rs. 3,000 crore for this purpose. the government is yet to take the decision.

Teledensity reduced

Teledensity in India reduced from 79.6% in June 2012 to 72.9% in February 2013. The reasons seem to be the cancellation of licences of certain operators involved in 2G scam as per Supreme Court directions. Further many non-use connections have been cut. The increase in the tariff by the private operators also resulted in reduction.

ARPU and Talk-time also reduced

The Average Revenue per User (ARPU) also reduced from Rs. 366 to Rs. 98 for GSM subscribers and from Rs. Rs. 256 to Rs. 80 for CDMA users.

Talk-time also reduced from 505 minutes in June 12 to 359 minutes to February 2013 for GSM subscribers and 550 minutes reduced to 330 minutes for CDMA.

The Forum of BSNL Unions/Associations have submitted its Memorandum with suggestions to the Finance Minister, the Chairman of the Group of Ministers formed for the revival of BSNL and MTNL. It is already posted in the websites of all the unions. The Forum is trying to meet the Finance Minister and other members.

The Circle, District Secretaries can take printed copies of the same, meet the Members of the Parliament and request them to take up the matter with the central government for improving BSNL.

This year, both Mothers Day and International Nurses Day have come together on same day, 12th May.

Mothers Day is celebrated on the second Sunday of May since many years. Mother is the person who brings you to the world, breed you and bring you as grown up. You are most close to your mother. This day is celebrated honouring mother and expressing thanks to her.

International Nurses Day is celebrated on 12th May, the birth day of Florence Nightingale (1820), the icon of the modern nursing. It is being celebrated since 1665 as per the call of the International Council of Nurses. The dedication and service of the nurses world over is remembered on this day. In this year, the Central Government is honouring selected nurses who have given excellent and most dedicated service.

This is one year when both the days have coincided. Let us greet them on this day with our thanks.

Joint Appeal by Forum Unions on 12th June strike

The BSNL Unions/Associations of the Forum have jointly issued an appeal to all the BSNL employees to actively participate in the agitational programmes chalked out demanding implementation of the agreement on 78.2% IDA fixation. Demonstrations on 22nd May, Dharnas on 5th June and Indefinite strike from 12th June are the programmes. We have to make the strike 100% strike literally ensuring that all the BSNL offices/exchanges are completely closed on the strike days.

The Joint Appeal is published in the BSNLEU website.

Mega Cities Safe havens for Criminals – Parliament Committee

The Parliamentary Standing Committee on Empowerment of Women headed by Ms. Rajkumari Ratna Singh has stated that the mega cities like Delhi have become safe havens for criminals. It stated that the criminals and anti-social elements have scant regard for laws, law enforcement agencies and the legal system. The Committee criticised the tattered polic system alswo. The crimes against women have increased to 33,789 cases in 2011 from the 24,335 registered in 2010. Maximum cases have been registered in Delhi followed by Bangalore and Hyderabad.

How to change this harrowing situation is the immediate concern. The government, the police with the full support of the people have to tackle and put a stop to this heinous crimes.

DOT asks Tata Teleservices to surrender Addl. CDMA spectrum

DOT has demanded the Tata Tele Services to surrender the extra CDMA spectrum (21.25 Mhrz) it is having or pay Rs. 1152.68 crore towards the same. It has been been utilising the entire spectrum but has not paid for the same so far.

As every one knows, BSNL is at cross roads. The continued loss for the last four years, the market share coming down, scarcity of funds, scarcity of equipments and above all the discriminatory and anti-PSU policy of the government has resulted in the bad days for BSNL. All understand this. What is the remedy?

How to improve, revive and strengthen BSNL is the challenge. BSNL has gone down, but it has still got more than sufficient strength to come back and take its position in telecom sector. Put all our strength and fight to change the anti-PSU policy of the government. A positive and efficient management is the next requirement. It is not that the present top management is not capable, but they lost their moral authority due to various negative action it has taken with regard to the growth of the company. A deputationist management is not the present requirement. Young, talented and committed leadership is the need of the hour.

The workers and their unions/associations have a very big role to play. While fighting for changing the government policy and for a better management, they have to rally the workers effectively for providing a better service, even within the present limitations of equipment crunch etc. At the local level continued pressure should be put on the field level management to ensure that the faults are removed in time, new connections are given and also the equipments function effectively. They should also ensure that is co-ordination between the management and the workers so that problems are solved quickly.

The challenge to improve BSNL is before us. The Challenge should be converted in to an opportunity and save BSNL. It is possible.
