A meeting of the Forum of BSNL Unions/Associations is fixed to be held at 1100 AM on 24th January 2013. The meeting will have to seriously discuss about the undue delay in implementing the 78.2% IDA fixation, ITS repatriation issue etc. on which the Forum had gone on sustained agitations. In addition, the question of the wage reduction resulted for the recruits after 01-01-2007 has to be taken as already pointed out by many circle units of the Forum and also as pointed out in the last meeting by the Convener himself and supported by others.
The DOT and BSNL management both together seems to be in a pact to delay matters, which can not be tolerated. We will have to seriously ponder on our strategy to deal with the critical situation.

1) It seems that Group c & D unions are not clear with the issue of what next after ITS leaves BSNL. Who will take over. The executives except a few direct recruited, do you really think are capable of running this big PSU on their own. They have just followed the orders in @ 30 years of their service. Now once ITS got departed & replaced by departmental executives not knowing to work without the orders, will surely ruin the BSNL further. So just a blind support for removal of ITS without further course of action for post repatriation situation will push BSNL & its Gr. c & D employees to the point of no return.

Point raised by you is already discussed with the management several times. Management level recruitment was agreed by the management but deliberately it was postponed again and again. We are not interested in repatriating ITS provided they opt for BSNL. It is only because that the ITS has not opted for BSNL, the present crisis and demand for repatriation has come. There is another fact also. The business part of the company has become more important. That is why in the recruitment qualification MBA is more important than the technical qualifiction now. Whether ITS get absorbed or not, the company has to move forward, and that is what we are most interested.

In my view ITS must go as they have pushed the BSNL in fatal crisis. But in my view all went wrong in BSNL as the technical staff in BSNL not even capable of doing technical portion, was also handed over the responsibility to administer a huge entity. Either this was a senseless decision or a committed mistake is hard to guess. As such now two separate wings ( administration & Technical) should be introduced in BSNL to survive hereafter. Gr. c & D unions should not accept less than that and should not support the Executive unions in a game of promoting now SDEs to DGMs & GMs with support of Non-Executive unions. This may taste somewhat bitter but these are facts. Also If VRS is offered by BSNL, let the staff decide by using their wisdom, whether to opt or not as it will not be a CRS. It will also reduce the wage bill considerably in future and saved money can be utilized for development.
