Com congrats for your and other leaders great effort for achievement, com what are steps to issue final order and how many competitive authorities are there and which are they as all are asking about this and how much time it needs. 2. Whether for ITS persons whether it approved by all competitive authorities if so in what time. 3. Now order issued in r/o ITS will be released and allowances will be paid on 68.8% or 78-2% w.e.f. 1-4-2013 or 1-1-2007 pl clarify.
All efforts are being made to expedite orders. Already the CHQ has met CMD and other Directors in this respect.

1.91 factor is common for both executive and non-executive, but wage agreement b/w management and executive is done before Non – executives. Executive accepeted for 1.91 because they will get pay scale up gradation in every 6 years
A JTO(E1)cpmleting 6 years will be upgrade to SDE (E2) pay scale
After SDE (E2) scale they get Sr.SDE (E3) after 6 years,
After Sr.SDE(E3) they will get DE (E4) scale after 6 years
After DE (E4) they will get (E5) after 6 years.
(i.e) without writing exam for promotion, without taking the charge of SDE/DE, A JTO can get E5 in his service. but TTAs
NE10 from NE 9 after 8 years,
NE 11 from NE 10 after 7 years, and so on,

I am happy that you raised the point about the discrimination in the promotion avenues of the executives and the non-executives in BSNL. As you may be aware the discrimination is existing since the formation of the P&T Department, a century earlier. There is difference in pay and various allowances. There is difference in perks and benefits. There is difference in promotional avenues. It is not only in P&T/BSNL, but in almost all departments, PSUs and private companies.
While there were three or more promotions for ITS/Officers in P&T (including Telecom), there were many Group C&D cadres which did not have a single promotion in their entire service. Even in BSNL such cadres were there. NFTE and FNTO, the then existing recognised unions in P&T demanded for at least two promotions in 1978 and got the same after sustained struggles by 1985(OTBP) and 1991(BCR), which the employees will get after 16 and 26 years of service. But even then there were many cadres which were not eligible for these two promotions. All these time the executives were getting more promotions.
It was only after BSNLEU got recognition in 2005 that the demand for five promotions was raised. NFTE which was the recognised union till 2004, did not demand for more promotions, but made an agreement with management that the OTBP/BCR should continue till 2007 (next wage revision) blocking any increased promotion till that period. It was under all these adverse situation that BSNLEU and United Forum, which included SNATTA also fought and made hard bargain for five promotions. After a series of struggles, the management was compelled to agree for four promotions to all existing employees after 8,16,24 and 32 years. This was a great achievement for the workers who had only two promotions, one promotion or no promotion at all. Of course, it is not equal to ITS or Executives, but the discrimination could be reduced and all non-executives got the benefit.
With regard to DR TTAs, as you have specifically mentioned the cadre, the gain is more than the others. For the TTA, the basic salary and the OTBP was the same in BSNL after the VI CPC pay anomaly was removed and the pay scale was upgraded to Rs. 7100 w.e.f. 01-10-2000. The basic pay was Rs.7100 and the OTBP was Rs. 7100. Now after the NEPP, the pay on first promotion after 8 years will be Rs. 7800, second promotion after 16 years will be Rs. 8570 and third promotion after 24 years will be Rs. 9200 (new scale being approved) and the fourth promotion after twenty four years, the JTO scale. Those who have recruited in 2000 has got the first promotion in 2008 and all who were recruited till 2004 will be getting the same by 2012. Those who were recruited in 2000 will get their second promotion to Rs.8570 by 2016. Such promotions did not exist at all earlier. It is true that these promotions are not similar to that of executives or ITS; but it was never similar. Our gain is to be compared with whatever we were getting earlier and it is a great achievement for all.
The TU movement continues struggle for better pay scale, promotions etc. There will certainly be further achievements in the future also, since the unions make all out efforts for the same.

Is there any value of these four extra increments. As my personal view no any single promotion with 5 year or 3 year eligibility to appear in JTO LIC is better than these four extra increments (said promotions) .

Different promotions have got different values and benefits. Let us look in to the instant case of TTAs which you have mentioned. Those who are capable of getting direct recruitment as JTO are one set. Those TTAs, who are able to get directly recruited as JTO are the next. Those TTAs who pass LICE and promoted to JTO are the next. Those who could not pass any of these tests/examination or sufficient vacancies are not available for promotion are the next. The last will get the four promotions in their own cadre after every 8 years. For them, these four promotions are very vital and important, even if some others in the earlier categories may not find any benefit in them and may even look them in a disdained way. The Union has a duty to see that all employees, whether they are capable of passing examinations or not or gets the same after some time, get benefit in one way or other. All are employees in the organisation, have their aspirations and nobody is to be ignored or condemned. The unions have to take up the issues of all. The problems of all employees are important to the unions.
