GPF interest rate at 8.8% for 2012-13

The government has decided to increase the GPF interest rate to 8.8% from the present 8.6% for the Central  Government employees for the year 2012-13. The Public Provident Fund was raised 8.6% from 8.5% recently.

The bank interest has been steadily going up for the last few years and is about 12% at present. The trade unions have been demanding that the interest rate on Provident Fund should be raised to 9.5%. But the government after a long period has raised the %, but only to 8.8%, far below the existing loan rates by the banks. The government should do justice to the workers by increasing the interest rate on the longterm provident fund deposits.

Minimum pension should be increased to Rs.1000 without any condition

The demand raised by the Central trade Unions in its strike on 28th February 2012 that the minimum pension under Employees Pension Scheme should be raised to Rs. 1000 has not yet been agreed to by the government. Out of the 35 lakh pensioners at present more than 14 lakh are getting pension amount less than Rs. 500 as per the statistics on the matter for the financial year 2009-10.

The government is considering certain proposals to cut the bonus of the employees and garner the additional Rs. 539 crores required for payment of a minimum pension of Rs. 1000. This is not at all acceptable to the workers. Universl Pension is a responsibility of the government and for paying pension to the workers, the government wants that it should be borne by the worker himself. This is nothing but robbery.

The Central Trade Unions should strongly oppose the proposal and demand that without any condition, the minimum Rs. 1000 pension should be paid to all those subscribing to the EPS.

USOF Organisation opposes subsidy to BSNL

It is surprising and alarming that the USO Fund Organisation is opposing the recommendation of  the TRAI for subsidising  the BSNL for its loss making landline operations. It is well-known that BSNL is operating its landline connections with huge loss since it has to maintain the connections accordance with the policy of the government to provide universal service in the villages and remote localities. In fact, as per the answer given by the Communications Minister in the Parliament, BSNL has sought for Rs. 9306 crores per annum support from USOF towards the Rural Direct Exchange Lines on expiry of the present Rs. 2000 crore paid till 2011. TRAI has only recommended Rs. 1500 crores for 2011-12 and Rs. 1250 crores for 2012-13. Now the USOF is even opposing this meagre amount.

We have to express our strong protest against this injustice. DOT is going to take decision on the matter of subsidy to BSNL probably today. We have demanded the DOT that the opinion of the  USOF  should be dismissed and adequate subsidy to be given to BSNL to run its operations. We have also  demanded the BSNL management to put pressure on its demand for subsidy. We have also sought a meeting with the DOT in the matter.

Private Airlines to pay Rs. 14,573 crore arrears to PSU Banks

All the private airlines companies together owe the Public Sector Banks a huge  amount of Rs. 14,573 crores. The arrears are pending for years together, but no serious action is bening taken to collect the same also.  Jet Airways owes Rs. 5,899 crores while King Fischer owes Rs. 5,748 crores. What action is taken by the government to recover the arrears?

Wide publicity will be given by the media if it is Air India that owes the arrears. But when it is private airlines, they will keep mum.

United Forum of BSNL Unions/Associations on struggle path

The meeting of all the BSNL Unions/Associations held today, 23rd May 2012, in New Delhi has decided to organise agitational programmes including strike for achievement of the demands raised in the 15 December strike  like ITS absorption, No VRS, Financial viability of BSNL, restoration of withdrawn allowances, 78.2% IDA fixation etc.  In the meeting held today, almost all the executive and nonexecutive unions in BSNL participated. This is a most welcome development.

The detailed circular will be issued shortly. Be prepared for a very serious struggle.

Scam in coal block allocation – Bigger scam than 2G – MPs

The Left sought to spoil the celebratory mood of the UPA’s third anniversary today, with a CPI-M member demanding a JPC probe into an alleged coal scam which has reportedly caused a loss of over Rs 1.8 lakh crore to the exchequer. “Three years of the UPA government have seen scam after scam. Now we have yet another scam. CAG report (on coal scam) has not been placed in Parliament but estimates show that this scam is more than the 2G spectrum scam,” CPI-M member Bansa Gopal Chowdhury said during Zero Hour in Lok Sabha. Noting that coal mines were nationalised by then Prime Minister Indira Gandhi to the benefit of the country and its workers, he said, “Since 2004, coal blocks are being leased to private sector…..Public sector Coal India Limited (CIL) is now being hijacked by private companies.” He said the CIL, a Maharatna company, has the financial strength to exploit the entire coal reserves in the country and there was no reason to allow private sector entry. Chowdhury claimed that the private companies were taking over large chunks of land from farmers without paying any compensation to them. Of the 155 coal blocks given to the private sector, no work has begun in 124 of them, he claimed. Alleging that national resources were being looted, the CPI(M) member demanded a thorough probe into the “scam” by a Joint Parliamentary Committee. The issue earlier led to adjournment of both Houses of Parliament during Question Hour as Opposition created uproar over delay in tabling a CAG report on allocation of coal blocks. Chowdhury had led a group of Left members to the Well vociferously demanding that the government table the report of the Comptroller and Auditor General on allocation of coal blocks. The members, waving copies of a newspaper on the CAG report, raised slogans like ‘3 years of UPA, more than 30 scams’, ‘Down with the UPA government’, ‘Is this the way a democracy functions’. The CAG report is reported to have blamed the government for extending “undue benefits” to private entities in connection with coal block allocation.

Protest the huge increase in petrol price

The UPA government has again stabbed the people in the back. From tonight 2400 hours the government has increased the price of petrol by Rs.7 to 8  putting much more burden on the people. This is the thirteenth time that the price of the petrol has been increased in the past.

One more thing. This announcement is made immediately after the Parliament session is over yesterday. This is an insult to the Parliamentary democracy. Keeping the MPs in dark, the announcement has been made immediately after the session is over. Prices of all essential commodities are also going to be increased as a result of this petrol price increase.

Let us organise very strong protests against this inhuman attack on the common people.

White Paper on Black Money – No Political Will for government

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:
The Finance Ministry’s White Paper on Black Money presented in parliament reflects a trite exercise devoid of any political will. Neither has any credible estimate of black money stashed abroad been provided by the white paper nor any concrete measures suggested to retrieve the illicit funds.
The paper states that the total amount held in the Indian deposits of Swiss Banks fell from Rs. 23373 crore in 2006 to Rs. 9295 in 2010. The government seems to have no clue as to where this amount has gone. There is no assessment of Indian deposits in other offshore financial centres. The paper suggests that much of illicit financial outflows are round-tripped into India through FDI via the Mauritius route or via FII investments through Participatory Notes. Yet there is no specific recommendation to ban Participatory Notes or to scrap the DTAA with Mauritius.
The paper cites the Global Financial Integrity study which estimated the current value of illicit financial flows from India between 1948 and 2008 to be around $462 billion (Rs. 25 lakh crore approximately). The fact that these are not gross overestimates can be seen from the information provided by the white paper: over the last two financial years (2010-2012) alone the Directorate of Transfer Pricing has detected mispricing (such as over-invoicing and under-invoicing of imports and exports) to the tune of a whopping Rs. 67768 crore in 1343 cases. Rs. 48951 crore has also been collected by the Directorate of International Taxation in just two years, between 2010 and 2012. It is clear that these amounts detected or collected over the past two years still comprise the tip of the iceberg.
The white paper reveals that the amounts of undisclosed income of Indians, who figure in the lists of secret bank account holders received from the German and French governments respectively, are Rs. 40 crore and Rs. 565 crore only. These are minor parties. The Indian individuals and entities, who are holding bulk of the illicit wealth in offshore accounts, are yet to be identified. The white paper disappointingly reiterates the myriad technical difficulties involved in retrieving these huge amounts stashed abroad.
The lack of progress in this direction raises doubts over the sincerity of the UPA government on this crucial issue. The Polit Bureau of the CPI (M) demands that a serious effort be made to quantify illicit funds stashed abroad by Indians and identify the culprits. Undisclosed assets of Indians located abroad should be confiscated by the government as per the provisions of the Income Tax Act.

Central Government goes back from its commitments

Two incidents yesterday in the Parliament show that the government is not at all serious on its commitments and assurances. Earlier, it was stated vehemently that the Lok Pal Bill will be passed in this session. Yesterday it has been sent to the Parliamentary Standing Committee by the Government. It means that the same will not be passed in this session.

Secondly, the assurance on issuing a White Paper on Black Money has been technically fulfilled, but there is nothing in the same which can catch the culprits. Not even the names of the offenders have been revealed, although it is with the government.

8 years of Dr. Manmohan Singh as Prime Minister

Dr. Manmohan Singh became the Prime Minister of India on 22nd May 2004. After the next general elections he has been re-elected  and is continuing as Prime minister till now. 8 years is not a very small period. But what achievements are there to his credit? An assessment need to be made.

But after the eight years, at present, all, even those who support his government, is of the opinion that there is no real governance. The government is directly or indirectly involved in a large number of corrupt cases from 2G, CWG, Antrix-Dewas, KG Basin, Adarsh etc. which has completely tarnished its image. The II UPA government is aggressively continuing with its anti-worker policies. Unemployment has grown. PSUs are being disinvested and privatised. There is no limit to the price-rise.

In fact, the government is almost paralysed and there is no governance, to say the least. What tricks are going to be played by the ruling coalition in the next general elections?
