Forum of BSNL Unions/Associations calls for Indefinite Strike

The insensitive BSNL Management has made another attack on the Executive and Non-Executive employees. BSNL Employees have been demanding for payment of bonus which has been denied for the last three years, restoration of the Medical Allowance without Voucher which was taken away, LTC etc. which was imposed on the workers on the plea that funds are not available. The employees Unions even told the management that order on 78.2% IDA merger be issued and if necessary, the arrears can be paid later. The management was not prepared even to accept this.

Now all of a sudden on 25th May, last Friday, the Management has issued orders granting 15 allowances/benefits etc. to the ITS officers who are on deputation causing expenses of crores of rupees to the company. The plea is that this is as per VI CPC recommendations. Then why the 78-2% IDA merger was not implemented for other employees which is also as per orders of the government.

The Management is having two policies – one for ITS deputationists and another for the optees. There is no money to implement government orders for absorbed employees, but when it comes to ITS deputationists there is no question of money and each and every benefit is sanctioned and for them. The workers will not tolerate this injustice and discrimination.

The Unions met Director (Finance ) in the absence of the CMD BSNL, who is on tour and conveyed the strong sentiments of the workers.The Forum of BSNL Unions /Associations met immediately today and has strongly protested this  discrimination meted  out to the executives and Non-Executives.

The Forum decided to give notice for indefinite strike from 13th  June and the notice will be served on the management on 29th May (tomorrow) demanding restoration of the withdrawn facilities, grant of 78.2% IDA Merger, Bonus etc. It can not be that there is money to grant all benefits to the ITS non-optees, but there is no money for the absorbed employees and officers. Massive demonstrations will be organised on 31st May in all SSAs. On the same day, dharna will be organised at Corporate Office with  maximum participants. On 6th June dharnas will be organised at SSA/Circle levels in preparation for the indefinite strike.

The workers are serious. They can not be taken for granted when they are discriminated and insulted. There is no question of tolerating such injustice. I have no doubt that the workers will rise to the occasion and give a befitting reply to the management.

Unions oppose FDI for EPFO Fund Managers

The business methods of private companies are inscrutable. Now the Reliance Capital Asset Management, one Fund manager of Employees Provident Fund Organisation (EPFO) is trying to sell its 26% stakes to Japanese insurance company Nippon Life. This means that more than 26% FDI is brought in to the Fund Manager company.

The hard-earned money of the lakhs of employees are going to be put at the mercy of the foreign markets through this short route. Naturally the union representative in the EPFO has strongly opposed the move.

The government should immediately act and stop the Reliance company to stop the sale of stakes. The Central Trade Unions should protest against this attack on the hard-earned savings of the workers.

Spectrum charges – No decision by Telecom Commission

The meeting of the Telecom Commission held yesterday did not take any decision on the spectrum charges. It has decided to refer it back to TRAI for an analysis of the issue by  before submitting it to the Group of Ministers headed by Pranab Mukherjee.

TRAI headed by J.S.Sharma has earlier recommended the basic charges to be fixed for auction which was strongly opposed by the telecom companies stating that the  increased charges will result in higher charges for the users. Now a new Chairman Rahul Khullar has been appointed for TRAI, the government may be seeking to reduce the basic charges to please the private telcos.

Jawaharlal Nehru remembered

It is 48 full years since Pandit Jawaharlal Nehru, the first Prime Minister of India, passed away on 27th May 1964. One of the top leaders of the Independence movement and the first Prime Minister, it was a usual debate in the early part of the 1960s, ” After Nehru, who?”. In fact, there was no clear answer from anybody. But it was the simple profiled Lal Bahadur Shastri who succeeded. Of course he did not reach back from his USSR tour and Indira Gandhi succeeded.

Jawaharlal Nehru was a socialist, but his ideas could not flourish as he surrendered his many ideas and thinking to the ‘Father of the Nation’, Mahatma Gandhi. But as Prime Minister, he realised the need of the country and started the Public Sector Enterprises for fast growth of the country. Insurance was nationalised. Large dams ( although at present it is termed as harmful to ecology)were constructed for irrigation, power projects etc. He was the joint architect of the Panchsheel. Of course, we had the hard experience of the suppression of the 1960 indefinite strike by his government, which he described as ‘Civil Rebellion’.

Now after almost 5 decades, whether the government headed by the same Congress Party don’t want to remember his memory with high level propaganda? Only a comparison with the high publicity given to former Prime minister Rajiv Gandhi and that the low-level publicity given to Pandit Jawaharlal Nehru is  to be noted.

Is the UPA government trying to erase the memory of the period when the slogan was the ‘Socialist Pattern of Society’ so that the people will not compare the anti-people  ‘neo-liberal policy’ with the earlier line.

The Private banks harass its ordinary account holders.

Many people do not know that many private banks are insisting for a minimum balance in the SB Accounts failing which the account holders will be penalised. In fact I was not aware till recently about this undesirable and anti-people condition. The issue has come up again in news.

There is, of course a condition that a minimum balance should be in the SB accounts of the Banks, but that is a small amount. In the Post Office SB Accounts it is minimal. In the State Bank of India and the Public Sector Banks it is also around Rs 250 or so. . However, there is no penalty or fine if the minimum balance is not there. Probably interest may not be calculated, but if the amount is very less, where is the question of interest.

But what is the stance of the private banks in this matter. Take the three major private banks, ICICI, HDFC and Axix Banks for example. Their condition is that a minimum of Rs. 10,000 should be in the SB Accounts in 5,000 in rural areas.(For Axis Bank it is Rs. 2500 in rural area). Penalty for non-maintenance of minimum amount varies from Rs. 350 to Rs. 750.

Is it that these private banks want only the rich to start accounts in their banks? Is it that they are disdainful of the ordinary people of this country who cannot keep a minimum of Rs. 1,0000 or 5000. And they will impose penalty also? So a person in whose account the amount goes down from Rs. 10,000 or 5000, there will be no money left after a few years in the account, leave alone the interest for the balance.

The Finance Ministry should intervene and put an end to this injustice.

Retrenchment in Tata Communications Ltd.( former VSNL) – What happens in private companies?

Yesterday, 26th May,  I had the chance to attend a meeting of the VSNL /TCL Employees Union in the Constitution Hall near Mavlankar Hall in New Delhi. The organisers had invited me to attend the meeting which was being held to protest the retrenchment and compulsory retirement in VSNL/TCL. The hall was full and the meeting was going to start.

After the welcome speech, one after another, mainly the dismissed workers, narrated their experiences, how they were compelled to resign or retrenched and the threatening situation in the company. Out of about 2800 workers absorbed from DOT/VSNL, there are only about 600 left. More than 2000 new workers have been recruited by Tata. But there is huge discrimination between the two sets of employees. the absorbed employees are completely neglected in career advancement, new opportunities etc. Lat year 19 workers were retrenched and this year 18. They are all having 20 to 30 years of service or more and have worked efficiently. One lady comrade from Bengaluru who was also sacked explained the situation.If this kind of retrenchment /dismissal continues. there will be no absorbee left out in the company.

In my brief speech I stated the need to fight out unitedly against such attacks and anti-Labour policies of the government. I also spoke about the experiences of fighting the govt. policies in BSNL and the present position. On behalf of BSNLEU and the BSNL Employees, I assured full solidarity and support to their struggles for survival.

Com. Parul Bose passed away

To day  early morning, Com. Gautam Bose (Pappan), son of Com. Moni Bose, informed over phone that Com Parul Bose, wife of the veteran P&T and central Government employees leader Com.K.G.Bose, passed away about half an hour earlier. She was ailing and was under treatment in hospital for some time.

Com. Parul Bose was a teacher and was closely connected with the trade union movement. During the semi-fascist rule in W.Bengal during the 1970s she was attacked with knife by the Congress goondas while she was at the school. She bravely defended and hence could survive. She was a close companion to Com.KG and looked after the family while her husband was mostly away from the house for orgnisational purposes.

She was invited by me to inaugurate the first KG Bose Bhawan in the country (I think so), the union office of the NFPTE at Kozhikode in 1985. Though she was not well, she undertook the tedious journey from Kolkatta to Kozhikode and inaugurated the same. Her presence was a great inspiration to all the workers.

I had the occasion to meet her several times. Whenever I went to Kolkatta and visited Com.Moni Bose at his residence, I will pay my respects to Com. Parul Bose also who was staying in the adjacent house in the same compound. The families of both the brothers Coms.KG and Moni Bose are living as one family.

I contacted Babu ( Dipankar Bose), son of Com.KG, and conveyed our deep grief and condolences. Com. Animesh Mitra, Circle secretary, W.Bengal and other comrades of BSNLEU are reaching at the residence and assisting inmaking all arrangements for the funeral etc. She was a part of the telecom movement also.

Central TUs call for protest action against petrol hike on 30-31 May

The central trade unions  BMS, INTUC, AITUC, HMS, CITU, AIUTUC, AICCTU, UTUC, TUCC, LPF and SEWA jointly issued the following statement: All the central trade unions of the country express deepest concern at the reckless decision of the government to increase the price of petrol more than Rs. 7 per litre, unprecedented dose of increase so far, at a time when the economy is in deep crisis. Food inflation has again crossed double-digit when slow down in the economy is unabated, all round economic crisis has overtaken the country. When it was urgently necessary to take effective steps to curb the criticality of the economic crisis, government has moved in the reverse way perpetuating the crisis and pushing  the people, particularly the working masses into intolerable hardships. Trade unions call for roll-back of the increase in petroleum prices, desist from increasing the price  of diesel, cooking gas and kerosene. It is the economic policy of the government that has put the country in peril, jeopardizing the livelihood of common masses. Central trade unions call upon the working masses to register their angry protest on 30 th and 31 st May, 2012 taking to effective from of agitation. Trade unions further  decided to hold the next meeting on July 10-11, 2012 to finalise the future programmes of action.

The Committee for pricing and allocation of natural resources

The Committee  appointed to discuss and take decision on the allocation of the naural resources of the country, headed by former Competition Commission Chairman Ashok Chawla  has submitted its report to the government some time earlier. The committee has been appointed in view of the serious allegations and corruption that have taken place during the last few years in allocation of spectrum, land, mines, water etc.

The Prime Minister met with his important Cabinet colleagues on 25th May and has directed the ministries to implement some of the recommendations. The Left parties have been continuously demanding that the natural rsources are being gifted to the corporates and big business for nominal payment and that this loot of the nations asset should be stopped. There has been no favourable response from the Government.

In the meanwhile the Anna Hazare Team has given a chargesheet to the government accusing 15 Ministers including the Prime Minister of being involved in corruption charges and demanding investigation.

Why should the employees bear the burden for minimum pension?

The demand of the  EPF pensioners that at least a minimum pension of Rs. 1,000 should be paid is very reasonable. After contributing to EPF during their work period, even if Rs.1000 is not paid as pension, what is the meaning of such a pension scheme? The EPF Organisation is proposing that the additional burdern should be borne by the workers. Why the worker who has contributed towards PF/Pension during all his employmnet be asked to contribute again. It should be done either by the management or the government. In some states like Kerala, universal pension of Rs. 500 or so is paid to all those who completed 60 years, if they don’t have any other means of subsistence. Can’t the Central government pay at least this to the workers who have served the country.

Is it not the responsibility of the government to pay the minimum pension of Rs. 1,000 without burdening the worker. Either the government or the management should pay the additional contribution, if it is
