Francois Hollande the new French President – a change for the better?

France handed the presidency to leftist Francois Hollande, a champion of government stimulus programs who says the state should protect the downtrodden — a victory that could deal a death-blow to the drive for austerity that has been the hallmark of Europe in recent years. Mild and affable, the president-elect inherits a country deep in debt and divided over how to integrate immigrants while preserving its national identity. Markets will closely watch his initial moves as president. Hollande portrayed himself as a vehicle for change across Europe. “In all the capitals … there are people who, thanks to us, are hoping, are looking to us, and want to finish with austerity,” he told exuberant crowds of supporters in a speech early this morning at Paris’ Place de la Bastille. “You are a movement lifting up everywhere in Europe, and perhaps the world.” The party reached into the night on the iconic plaza of the French Revolution, with revelers waving all kinds of flags and climbing the base of its central column. Leftists are overjoyed to have one of their own in power for the first time since Socialist Francois Mitterrand was president from 1981 to 1995. Hollande narrowly defeated the hard-driving, attention-getting Nicolas Sarkozy, an America-friendly leader who led France through its worst economic troubles since World War II but whose policies and personality proved too bitter for many voters to swallow. He will take office no later than May 16. Sarkozy is the latest victim of a wave of voter anger over spending cuts in Europe that has ousted governments and leaders in the past couple of years. Greece, a parliamentary vote yesterday was seen as critical to the country’s prospects for pulling out of a deep financial crisis felt in world markets. A state election in Germany and local elections in Italy were seen as tests of support for the national governments’ policies. In France, with 95 per cent of the vote counted, official results showed Hollande with 51.6 per cent of the vote compared with Sarkozy’s 48.4 per cent, the Interior Ministry said. The turnout was a strong 81 per cent. “Too many divisions, too many wounds, too many breakdowns and divides have separated our fellow citizens. This is over now,” Hollande said in his victory speech, alluding to the divisive Sarkozy presidency. “The foremost duty of the president of the Republic is to unite … in order to face the challenges that await us.” Those challenges are legion, and begin with Europe’s debt crisis. Hollande has said his first act after the election will be to write a letter to other European leaders calling for a renegotiation of a budget-trimming treaty.

CMD says APO issued; but no equipment at field level

 The CMD had told the JAC leaders in the last meeting a few days back that Advance Purchase Order (APO) has been issued for telephone instruments, GSM lines, cables, modems etc. But while contacting with the field officers they are not aware of the same. Neither any Purchase Order is issued by most of the circles. What is the use of APO if no Purchase Order is issued and the equipment are not made available. Circle /SSA unions should pressurize the field management to ensure that the equipment are purchased and utilised without any delay.

JAC demands more amount in-lieu of ADC

The JAC in letters to the Minister, Secretary DOT etc. has demanded that more subsidies should be granted to the BSNL for the losses being incurred for maintaining loss making land lines in villages than the amount of Rs. 1500 crores and Rs. 1250 crores recommended by the TRAI for the next two years. JAC has also asked the BSNL management to aggressively seek such assistance backed with facts and figures.

Meeting at Bhopal

A joint meeting of the leading comrades of BSNLEU, AIBDPA and BSNLCCWF was held at Bhopal in the morning of 7th May in connection with the visit of Com. VAN Namboodiri, President of BSNLEU and BSNLCCWF and also Patron of AIBDPA. Com.S.C.Srivastava, senior leader presided. Coms. SR Nayak, Circle Secretary BSNLEU and H.S.Thakur, Circle  Secretary, AIBDPA and Sharma, Circle Secretary BSNLCCWF  addressed.

In his speech Com. Namboodiri touched upon the anti-people and anti-worker policy of the government, how it is favouring the private companies against PSUs etc. The issues of the employees, pensioners and casual-contract workers were focussed. The house decided to co-ordinate the organisation activities and build up a strong movement in MP.

Com. Namboodiri met the GM Bhopal and discussed about the developmental activities and also about the payment of minimum wages to the contract workers etc.

Meeting of the Anomaly Committee to be held on 16th May

 

Next meeting of the Anomaly Committee will be held on16th May. We want to complete the agreement in the same meeting. We have already insisted that the issue should be favourably settled by granting the pay of the junior official to the senior in the higher grade if it is less that the junior in the lower grade.

Can we tolerate this inequality and injustice?

Today, I am at Bhopal, the capital of one of the largest state in the country as per area. It was the largest till it was bifurcated in to M.P. and Chattisgarh. Due to various other reasons also, it has got importance. I came here to meet comrades of AIBDPA and Casual and Contract workers in addition to strengthen the United Forum activities.

In the morning, I had gone out for a walk. The IQ where I am staying is in the telephone exchange situated in an area where the Vidhan Sadan and many other offices of central and state governments are functioning. There are many gardens, big buildings with large compounds, the roads are wide and neat and have a refreshing look. In the morning there was not much traffic  also. The climate in the morning was comfortable.

After walking for some time, all of a sudden I saw on one side of the road a lot of juggies and small huts. The huts were made of mud or low quality bricks and covered by sheets on which stones were placed so that it will not fly away at the time of rains and winds. People were walking to a nearby open space for their toilets with bottles of water. The area was not having any sanitary arrangements. Children clad in torn and dirty clothes were wandering here and there. This was the other side of any city which we miss or don’t want to see.

Go to any city, Delhi. Mumbai, Kolkatta, Chennai or any smaller cities or towns. You can see such juggies and poor colonies every where. It is an integral part of any city.While the rich and the mighty stay in big bungalows and posh flats and have A/Cs, fridges, washing machines and all facilities and amenities, many cars even for one family, here are these unfortunate people who even after doing work can not feed their children properly, can not give them education, no bathroom or toilets etc.This inequality is growing. Ambanis and the like have big skyscrapers for one family when thousands of families have not even a home.

The situation in the rural areas are tougher. It is more than sixty years since we got independence. Of course, the country has progressed much. But the benefits of growth has been appropriated by a few. Inequalities and  injustice have increased. There are many who realise all these but are keeping quiet. Unless there is an outrage and strong movement against this inequality and injustice, the situation will go out-of-bounds.

The left parties, the progressive and democratic movements  and the working class have to act in unison to change the situation for a better deal to the under privileged people in the society.

       During 2011-12, overall telephone connections increased by 10.5 Crore from 84.63 Cr to 95.14 Cr registering annual growth rate of 12.4%. At the end of the year, Wireless constitutes 96.6% while Wireline 3.4%. While Wireless registered a growth of 13.26%, Wireline declined by 7.37%. Overall Tele- Density increased from 70.89 to 78.66 i.e. by 7.77 points. However, this achievement is far lower compared to 2010-11, when overall connections had grown by 36.2%, Wireless by 38.9% and Tele-Density improved by 18.15 points. Top five companies with market share are: 1. Bharti (19.4%), 2. Reliance (16.22%), 3. Vodafone (15.82%), 4. BSNL (12.72) & 5. Idea (11.85%).

 

       In Wireless (GSM+CDMA) segment, annual growth declined from 22.7 Crore in 2010-11 to 10.76 Crore in 2011-12. Top five performers in net Wireless Subscribers addition in 2011-12 are: Idea (2.32 cr), Uninor (1.96 cr.), Bharti (1.91 Cr.), Reliance (1.73 Cr.) & Vodafone (1.59 Cr.). BSNL added 67 lac only. Tata & Videocon lost 74 lac and 12 lac Subscribers respectively during the year. S-Tel, Etisalat & Loop had withdrawn from market consequent upon the Supreme Court Judgment. Idea rose to 4th position relegating BSNL to 5th.

 

       Broadband segment registered a growth of 16% (19 lac subscribers) in 2011-12 from 1.19 Cr to 1.38 Cr. This is also substantially lower than the achievement during the previous year of 2010-11, when 29 lac subscribers were added registering an annual growth rate of 32%. In March’12, amongst 155 service providers, BSNL commands the market with 89 lac subscribers (64.6% of total 1.38 crore), followed by Bharti 13.7 lac (9.9%) & MTNL 10.5 lac (7.6%). Share of other 152 ISPs is 24.8 lac (18%) only.

 

       BSNL’s performance in 2011-12: BSNL added 67 lac Wireless Subscribers (annual growth rate = 7.27%), but lost 28 lac Wirelines (annual growth rate = minus 10.93%). Overall addition is 39 lac (annual growth rate = 3.35%). Corresponding figures during 2010-11 were: Wireless= +2.24 crore (32.22%), Wireline= – 26 lac (- 9.36%) and overall = +1.98 crore (20.33%). BSNL’s contribution to overall Telephone Subscriber addition came down to 3.73% in 2011-12 from 8.79% in 2010-11. At the end of 2011-12, BSNL’s Market Share stands at: Overall 12.72% (13.83% in March’11), Wireless 10.72% (11.32% in March’11) and Wireline 69.84% (72.63% in March’11).

 

Amongst BSNL Circles, top 5 performers in Wireless Subscribers’ growth in 2011-12 are Andhra Pradesh (17.12 lac), Tamil Nadu including Chennai (13.04 lac), Karnataka (12.09 lac), Kerala (11.47 lac) & Odisha (6.13 lac). These Southern Circles together contributed 60 lac addition in BSNL’s total addition of 67 lac. Six Circles posted negative growth in 2011-12 viz. Maharashtra (3.7 lac), Assam (2.2 lac), MP (2 lac), Kolkata (61K), Haryana (58K) & Rajasthan (39K).

 

       Mobile Number Portability requests increased to 4.19 crore subscribers at the end of March 2012. In the month of March 2012 alone, 47.6 lac requests have been made for MNP.

 

       VLR – Visitor Location Register shows the actual number of active Wireless telephones. In March 2012, VLR report indicated that only 74.31% (68.3 crore) of all wireless subscribers were active. Overall VLR position improved from 70.72% in March’11 to 74.31% in March’12. In case of BSNL, it is hovering around 53 – 54 % throughout the year. Accordingly, 5.31 crore Wireless Subscribers of BSNL were active in March’12 out of 9.85 crore. Company-wise detailed status as on March’12 is shown in the table.

 

       Urban – Rural Divide on the Basis of Tele- Density: The gap i.e. Urban TD minus Rural TD, has been consistently widening over the months: April’11 = 125.2, March’12 = 130.3.

‘Pravda’ completes 100 years

Centenary celebrations of Pravda, first Russian working class daily, started by Lenin on this day in 1912, are more about rededication than nostalgia and celebrating. Not surprisingly two day celebrations began here in Moscow today on a distinctly solemn note with representatives from fraternal communist press visiting and paying tributes at Unknown Soldiers tomb. Here they were joined by hundred’s of Red flag carrying people, both young and old, led by Zuganov, the President of Communist party of Russian Federation (CPRF). Communist members in Duma were also present in dozens. Zuganov led paying tribute at memorial of legendry Marshal Zukanov, who is considered to be military architect of the then Soviet Union’s victory in great patriotic war. Subsequently delegations of communist press paid tribute at Unknown Soldiers tomb. These memorials are situated in heart of Moscow, very close to Red Square and Lenin’s mausoleum. Unknown Soldiers tomb salutes sacrifices of those soldiers in Great Patriotic War, whose names may remain unrecorded otherwise.

Pravda contributed much to the rise of the USSR and its propaganda. Hope it will continue to do so in future also for the cause of the working class.

The last of 50 nuclear reactors also stopped working in Japan

Thousands of Japanese marched to celebrate the switching off of the last of their nation’s 50 nuclear reactors on Saturday, waving banners shaped as giant fish that have become a potent anti-nuclear symbol. Japan will be without electricity from nuclear power for the first time in four decades when the reactor at Tomari nuclear plant on the northern island of Hokkaido goes offline for routine maintenance, today 5th May. After last year’s March 11 quake and tsunami set off meltdowns at the Fukushima Dai-ichi plant, no reactor halted for checkups has been restarted amid public worries about the safety of nuclear technology.  “There are so many nuclear plants, but not a single one will be up and running today, and that’s because of our efforts,” said the anti-nuclear  activists . They continued that it is fitting that the day Japan is stopping nuclear power coincides with Children’s Day because of their concerns about protecting children from radiation, which Fukushima Dai-ichi is still spewing into the air and water. The government has been eager to restart nuclear reactors, warning about blackouts and rising carbon emissions as Japan is forced to turn to oil and gas for energy. Japan now requires reactors to pass new tests to withstand quakes and tsunami and to gain local residents’ approval before restarting. The response from people living near nuclear plants has been mixed, with some wanting them back in operation because of jobs, subsidies and other benefits to the local economy. Major protests, like the one Saturday, have been generally limited to urban areas like Tokyo, which had received electricity from faraway nuclear plants, including Fukushima Dai-ichi. Before the nuclear crisis, Japan relied on nuclear power for a third of its electricity. The crowd at the anti-nuclear rally, estimated at 5,500 by organizers, shrugged off government warnings about a power shortage. If anything, they said, with the reactors going offline one by one, it was clear the nation didn’t really need nuclear power. Whether Japan will suffer a sharp power crunch is still unclear. Electricity shortages are expected only at peak periods, such as the middle of the day in hot weather, and critics of nuclear power say proponents are exaggerating the consequences to win public approval to restart reactors.

Left Parties on country wide agitation on the issue of food scarcity

The Left parties, the Communist Party of India (Marxist), Communist Party of India, All India Forward Bloc and the Revolutionary Socialist Party held a meeting today. They have issued the following statement:
The Left parties discussed about the proposed food security legislation being brought in parliament. The Left parties have been campaigning for a comprehensive and effective food security law and the provision of a universal public distribution system for all excluding only the better off sections.
The Left parties decided to conduct a countrywide movement on this issue culminating in an indefinite protest action in New Delhi during the Monsoon Session of parliament. The next meeting of the Left parties will work out the specific programme.
The Left parties held a preliminary discussion on the forthcoming presidential election. It would be better if there is a wide agreement on a candidate for the post of President. The Left parties decided to consult with other secular opposition parties before taking a final stand in the matter. Those who attended the meeting were the four general secretaries of the Left parties — Prakash Karat, Sudhakar Reddy, Debabrata Biswas, T J Chandrachoodan, besides, A.B. Bardhan, Sitaram Yechury, S Ramachandran Pillai and D Raja.
