The insensitive BSNL Management has made another attack on the Executive and Non-Executive employees. BSNL Employees have been demanding for payment of bonus which has been denied for the last three years, restoration of the Medical Allowance without Voucher which was taken away, LTC etc. which was imposed on the workers on the plea that funds are not available. The employees Unions even told the management that order on 78.2% IDA merger be issued and if necessary, the arrears can be paid later. The management was not prepared even to accept this.
Now all of a sudden on 25th May, last Friday, the Management has issued orders granting 15 allowances/benefits etc. to the ITS officers who are on deputation causing expenses of crores of rupees to the company. The plea is that this is as per VI CPC recommendations. Then why the 78-2% IDA merger was not implemented for other employees which is also as per orders of the government.
The Management is having two policies – one for ITS deputationists and another for the optees. There is no money to implement government orders for absorbed employees, but when it comes to ITS deputationists there is no question of money and each and every benefit is sanctioned and for them. The workers will not tolerate this injustice and discrimination.
The Unions met Director (Finance ) in the absence of the CMD BSNL, who is on tour and conveyed the strong sentiments of the workers.The Forum of BSNL Unions /Associations met immediately today and has strongly protested this discrimination meted out to the executives and Non-Executives.
The Forum decided to give notice for indefinite strike from 13th June and the notice will be served on the management on 29th May (tomorrow) demanding restoration of the withdrawn facilities, grant of 78.2% IDA Merger, Bonus etc. It can not be that there is money to grant all benefits to the ITS non-optees, but there is no money for the absorbed employees and officers. Massive demonstrations will be organised on 31st May in all SSAs. On the same day, dharna will be organised at Corporate Office with maximum participants. On 6th June dharnas will be organised at SSA/Circle levels in preparation for the indefinite strike.
The workers are serious. They can not be taken for granted when they are discriminated and insulted. There is no question of tolerating such injustice. I have no doubt that the workers will rise to the occasion and give a befitting reply to the management.

Sorry to speak again and again on same matter. What will be the effect on Post 2007 employees, If 78.2% IDA is merged in BSNL ? ? Please let us know whether our pay scales will be modified or we will loose another 10% DA with the existing basic, resulting in huge loss..

Leaders told the same during wage revision also, but the truth was big loss to Post 2007 Non-Executives.
Anomalies always happen. We are trying to settle the issue. It has been discussed with the management, taken in the National Council etc. andwe are on the job.

The 78.2% IDA merger means 100% neutralisation for the pre-2007 officials. This will benefit all employees in future to get full neutralisation including the post – 2007 recruitees. This is a question of principle for the employees as a whole.

Kindly comment:-Will the condition of company improve in present scenario? Will the company be able to pay arrear (Calculation -01-01-2007 to 30-06-2012 Basic Pay + Increment + DA only) of approximate Rs. 30000000000/= (Rs Three thousand crore)? It should be checked at the time of bargaining for pay fixation by the managers of associations. Is it not a mistake of associations? Why have associations taken such a long period (approx. 3 years) for agitations? All the associations had given notice for strike and all staff of BSNL were also with them but even after of such agreement the company is in much benefit. The Company is recouping its loss from employees. What is the meaning of loss (Much expectation or big target but less Income/ Much expenditure on maintenance but less income/ less income compression to a income of a particular year )? Only Land Line connections (with heavy expenditure on maintenance) and strength of staff are decreasing but Mobile/EVDO/Broad Band/WLL/Wi-Max/ Leased Line connections (with less expenditure on maintenance) are increasing day by day. For what purpose had the Co. utilized secure/surplus money? Will the association demand for issue of “white paper” in r/o such condition since birth of Co.?

BSNL was in profit from day one. For the first 6 years the revenue was aroung Rs. 35,000 to 40,000 crore and profit around Rs. 6,000 to 10,000 crore. The government at the time of formation of BSNL had given many assurances on fianancial viability of BSNL through payment of ADC which comes to about Rs. 3,000 to 4000 crore, subsidy from USO Fund and also reimbursement of Licence Fee paid by the BSNL. Almost all these are stopped now. This is the main reason for the company going in to loss. Secondly the entire cash reserve of Rs. 35,000 crore with BSNL has been taken away by the government through spectrum charges of more than Rs. 18,000 crores, imaginary loan of Rs. 7,500 crores and its high interest etc. As such, the interest coming from the cash reserve is also stopped.
Second reason is the mismanagfement by the top management.
At the time of wage negotiation of 2007 itself, the company was in loss. It was only through many agitations and two strikes by BSNLEU and its allies in the United Forum that even the present wage settlement with effect from 01-01-2007, which is better than the wage revision in 2000 when all the unions were party, could be achieved. Some of the unions had even agreed to whatever has been offered by management, but BSNLEU/ United Forum fought and got more. With regard to 78.8%, the management took an obstinate stand that since the executives were given only 68.8% IDA merger, non-exsecutives can also be given when the same is given to executives also. That is why both the executives and non-execcutives were fighting together for achieving the same for the last three years since 2009.
It is a fact that the company is in loss for the last three years. First year it was Rs. 1,820 crore, last year about Rs. 4,000 crores and this year it may be around Rs. 8,000 crores. But the workers can not forego all their claims for the fault of the government and the management. That is why the struggle was launched and we have achieved the 78.2%, which the management refused to accept for the last three years.
The union has to be strengthened so that the workers can achieve their demands. At the same time it is the duty of the workers to ensure a better service and make the management to ensure that it functions effectively and procure sufficient equipments etc. so that development can take place in the fiery competitive atmosphere.

This 78.2% IDA fixation is applicable to those who are in service before 01-01-2007 as per the orders. How the orders can be made benificial to those recruited on or after 01-01-2007 will be certainly examined.

when the ida was 68.8% the new scale of post 2007 employee was determined by the 1.91 factor , now since the ida is changed (became 78.2%) so will the factor change or remain as it is???

There are two groups of employees in BSNL: Pre -2007 & Post – 2007. But, they are living under the same roof. Post – 2007 employees are not getting 30% fitment benefit and 78.2 IDA merger benefit but Pre – 2007 employees are getting this benefit. Why there is distinction between them ?
Dear Comrade, The difference between the pre-2007 and post-2007 employees is that there was a wage revision with effect from 01-01-2007. BSNLEU is seriously attending to the issue of the post-2007 employees.
