It is proud of us
BSNLEU should thank more than 15,000 TTAs all over India who daily view BSNLEU website to see something good for TTAs on BSNLEU’s official website. But unfortunately every click went in despair.
Don’t be pessimistic. All the agreements and wage revisions have benefit for the TTAs also. If such benefits were not there, where would have been all the cadres including TTAs. Even when the company was in loss, it was with sustained and continued struggles that we could achieve what we achieved. Every thing we can not achieve at the same time. With regrd to promotions while in DOT it was two promotions only with 16 years and 26 years. Now it is every promotion after 8 years each. There was no extra increment on promotion. Now for each and every promotion there is extra increment. Earlier increment was fixed. Now it is more with 3% of the salary. Group Insurance for the BSNL employees is almost equal to the Insurance given by the LIC to its own employees. It is to be considered that these and other benefits could be got despite major two unions written to the management that they are prepared to accept whatever the managment has offered and opposed the struggle for better wages including the two-three strikes. It is only due to the whole hearted support of the workers including those belonging to many unions that we could achieve all these. It does not mean that the struggle is over. At present we have to wage another struggle also – to improve the services and make the company profitable. We have sought the help of all unions in this matter and we are approaching every body for joint effort in this respect. Thus we have got two-pronged struggle. One to save and BSNL and provide a better service to the people and the other to improve the working conditions and benefits to the workers. Both can go together. Otherwise, if the company goes sick, it will be difficult to achieve our demands as can be seen from the experience of the ITI, HMT, Air India etc. That is why the Joint Forum earlier and JAC now making all efforts, persuations and sustained struggles on this count. Due to the continued efforts of the JAC, now Advance Purchasing Orders (APO) have been issued for telephone instruments, GSM lines, Broadband Modem, cables etc. which were not available for some time. But we have also to ensure that these are purchased by the Circles/SSAs so that sufficient developments can take place. Due to our continued pressure on the TRAI and DOT, recommendations have gone for allotmentment of Rs.1500 crore in this year and 1250 crore next year in lieu of ADC to BSNL. The return of BWA spectrum fee of Rs. 8,000 crore may be refunded to BSNL at any time. In these, all of us have to jointly work, exert pressure on the management and government and go on struggle whenever required. 15th December Strike was for such issues and it had got the benefit of procurement of equipments at least now. UNited struggles is the need of the hour.
Sir, the wage revision agreement resulted in salary loss and recovery for the Post 2007 Employees. Executive unions achieved some solution for JTOs/JAOs, we are very much surprised why cant Non-Executive Union Leaders attain some solution ??? Why the leaders signed on this “negative” wage revision agreement with management ??? It can be easily understand that the leaders have not done any homework before fixing the new pay scale for Non Executives…..The salary loss is increasing every month, but u r always telling that “.. All the agreements and wage revisions have benefit for the TTAs also….”
The issue was discussed in the wage revision committee and we wanted more than 1.91 for all cadres but did not get for any cadre. Representatives from all major cadres including TTA were present in the wage negotiation committee. The Union has been and still is continuing its effort to get 5 increments as in the case of executives. The case has been taken in the National Counciland heated discussions have taken place, but the management has not agreed so far. The effort is continuing.

I am happy with present earnings too, if u feel, u r in the right path to save the company… Sory mr, i cant agree.. If u feel u can save the company without adresing the ITS issue.. I wd like to say that ur experience has no use for bsnl… U r helping private telcos at all

BSNL is one of the few PSUs where disinvestment had not taken place; VRS could not be implemented even though the government decided for the same. It is one PSU where wage revision could take place even if loss. (Wage revision has not taken in most of the loss making companies). We have to remember that these could be done because we have got a strong union which defended the workers. While in many PSUs no recruitment have taken for the last many years, but in BSNL more than 20,000 have been recruited including the regularised casual labour, TTAs and JTOs. It is the Government which is supporting the private telcos, but all the unions are fighting for the BSNL. If it were not for the strong unions, the situation would have been entirely different.

Other PSUs (NLC, BHEL) in similar situation fitment
has been awarded to the non executives appointed after 01/01/2007.The trade unions of NLC and BHEL struggled very much for extending the fitment benefit.
Similar case were also settled by Govt of Tamilnadu and 2005 JTOs by extending fitment All these issues resolved by the pain and risk taken by the trade unions and employees unions such as AIGETO.
Presently TTAs and directly recruited non executives are minority staffs so no trade unions ready to support us.After one or two recruitment we will get enough voice in the proportional representation referendum (a lot of senior staff will retire from the service). So tried to be united never allow any one to divide and rule us. we have nothing to fear for the future.

It is only with the whole hearted support of the workers that issues could be settled. New comrades may not know, but it is only due to serious agitations that the government started recruitments after ban on recruitment was imposed on DOT in 1984. The government introduced Reserve Trained Pool (RTP) in all the clerical and allied cadres like Technician, Telephone Operator, Telegraphist, Telegraph Clerk and Clerk with a meager Rs. 1.75 per hour for during the period. Some were given 8 hours some 6 hours or 4 hours etc. It was only through continuous struggle for three- four years that all these RTPs numbering thousands all over India could be regularised. Again there was no recruitment for many years except compassionate ground appointments. It is at the time of formation of the BSNL as per agreement that about 7,000 TSMs and Casual labour were regularised. The TTAs and JTOs were also recruited. While no recruitment took place and even three times VRS were implemented in MTNL, not even once VRS could be implemented in BSNL only because of the struggles by the Unions. Nowhere the question of majority or minority comes in to the picture. It is the issues, whether one worker is involved or hundred that matters.We got about 75 cadres or more in BSNL in addition to the major cadres like TTA, Sr.TOA, TM and RM. The unions have to ensure benefits to all.

i havnt raised any issues related to any cadre or person here. Being an indian, i am woried of the status of a national asset like bsnl. I believe that u r powerful in many ways, but ur power is not being used for the company.. When the owner (govt) is working against its own companies like bsnl, airindia etc.. It is the responsibility of the opposition parties to keep the people against the wrongdoings of govt.. But in india it is surprising to see that upa and the opposition are hand in hand against the people. The cpm is not an exception too.. As u know, when the govt is redusing subsidies to comonman, subsidies to corporates increasing day by day.. In such a situation, the responsibility of employees is huge.. Here is the importance of leadership. Being an experienced guy u culd hav been the one, unfortunately u r in sleep mode in bsnl issues.. U r represending us for the last few years.. It is in ur tenure bsnl turned from a company of 10000 cr profit to 10000 cr loss. How can u b proud of the achievements earned for the workers if we wil have to wait even for salary in the near future. My concious mind does nt alow me to accept ur arguments at all.it is easy to delete the comments than replying.. Pls do something on ITS ISSUE if u can..

I completely agree with you that the present unhappy position of BSNL is due to the wrong policy of the government and the mismanagement/inefficient management. Of course the workers have also a small share. Knowing well what is intended by the government by corporatising the DOT services, in 2000 alone we went of a series of agitations including two strikes to stop corporatisation. But the then all the three recognised Federations viz. NFTE, FNTO and BTEF agreed for the corporatisation with certain safe guards. Our union was not recognised, but still we continued the struggle.
After formation of BSNL also, the new union formed, BSNLEU, continued to pressure the management for better service and improvement of financial viability. As soon as BSNLEU got recognised, it took the initiative to form the Joint Forum bringing all the unions together and went on agitation many times against the wrong policies and decisions which created problems for BSNL. In 2007 when the BSNL Board cancelled the 45 million GSM tender on pressure from above,it was due to the complete successful strike of 11th July 2007 that the government was compelled at least to purchase 50% of the lines and provide connections. As you are well aware, it was due to the 15 December 2011 Strike called by the JAC that the management has now been compelled to issue Advance Purchase Orders (APO) to provide 15.5 million GSM lines, 22 lakh new instruments, a good number of cables, adequate drop wires etc. APO for Broadband Modem is also being issued. If there was not much pressure and agitation by the staff such things would never have happened. Even for the surrender and refund of the BWA Spectrum charges of about Rs.8,000 crore, it is the JAC which took the initiative and compelled the management. Even now we are trying to get more funds in lieu of ADC for which we have already approached the Prime Minister, Finance Minister, Communications Minister, Secretary DOT and the TRAI and also asked BSNL Management to aggressively pursue the case which to an extent they have done. To reduce unnecessary expenditure, even four-five years back the staff side suggested many points, including vacating all rented accommodations, allocating vacant quarters to other PSUs and government departments, stopping conferences being held in star hotels, reducing foreign tour, stopping unnecessary purchase of large number of staff cars, selling of huge scraps in each and every SSA, engaging the employees for collection of dues from the subscribers etc. We have given many suggestions on marketting using maximum number of ITS, Executives and Non-Executives, organising street melas for publicising our products etc.Even many of the trade unions in other PSUs have appreciated our efforts in these matters. The launch of the “Customer Delight Year” last year has improved our performance, though the company is still in loss. As already stated in the earlier posts if all of us including the management and the staff put a strong effort, no doubt we will be able to advance. It is not a time for doubts, but determined and committed efforts are necessary. We have also to compel the Government to take pro-PSU policy. On the ITS issue also the JAC is making maximum efforts for finalisation of the absorption. These are not new facts, but known to most of the BSNL workers.
This is the problem of left trade union leaders. When an ordinary labour talking about their issues, the leaders will slip from the matter and will go to international issues and neo liberal policy of government. That is enough for TMs but not for TTAs.

While it is important for each and every cadre to see that their issues are settled, the union has got the responsibility not only to settle the issue but also to find out the root cause and take necessary action. As such the policy of the government is very important. For example, if DOT services were not corporatised to BSNL as part of the government’s neo-liberal policy, the officials recruited after 01-10-2000 also would have been government employees with all benefits due to them. But because of the new policy, BSNL was formed. VRS, Disinvestment etc. are part of the same policy. Denying equipment and supporting private companies are also part of this policy. Unless this policy is exposed and explained to the workers we will not be able to prepare them for the struggles on our own demand. Lack of trade union conciousness in one big weakness in the working class movement. This results in weakness in the joint movement. As a result, when struggles for the demands of the workers are organised, certain sections keep away from the struggles causing weakness to the movement. Why we are talking about the “Occupy Wall Street Movement” and also the struggles of the workers in Greece and other European countries is due to the fact these struggles are also opposing the neo-liberalisation policy and the misery caused due to the same. We can not stand aloof from the main stream of the working class struggles. That is why even INTUC, the trde union led by congress leaders are also part of this joint movement of the workers.

I totally agree with your comment. But you have to realize some facts. The neo-liberal policies is not only affected governments but trade unions also. Earlier unions have sincerity to the employees. But today none of the trade union have dedication to the employees to tell that they are unable to solve your problem due to following reasons.
Namboothiriji you always talking about continous struggle. Where you can see this continuous struggle now? In BSNL or outside BSNL. Every December conducting a strike. Whether it is a continous struggle.
If we are asking about this to the leaders , they will reply that members are not ready to loose their salary. Earlier they were getting salary after strike. This is not the problem of members or employees. They have lost their faith in trade unions. But they are continuing in unions because of the fear of interference in local issues. This is not going to become a vote in referendum.
Now what is in the mind of employees is that like DoT corporates to BSNL, Government will bring VRS, then listed and finally privatized. If you want the support of labours against this move, you must go through their issues and bring back the faith of the employees in unions via continous struggle. I think this is the only way no other magic you can do, otherwise you can see yet another trade union failure in the trade union history of India. We are not interested to see this. Dear Namboodiri Jee, please check the stats of both the sites of BSNLEU and SNATTA. For ready reference I have pasted the results of both the sites. You can decide whether one should be so happy about the ranking provided by this site. Compare between BSNLEU having a majority of over 45% in BSNL and a small group of TTAs less than two tens of thousands and you may know which site is actually better and doing good. I think SNATTA.ORG is doing better because it is just a baby of less than 7 old and has gained better position in a short span though it is a small group of DRTTAs. You are a recognised union and you have a nice blog which speaks about your concern for so many things that are happening world wide and your official site is just a step ahead of the infant’s web site. There is nothing to be proud of this ranking. I am sorry to be speaking like this but it is not a big achievement for a union that is recognised and having an able personality like you steering the union.

Every body would like to have more visitors/readers. BSNLEU is a union with members from all cadres and is the majority union. But all of them or even majority of them are not in the habit of going through the website because of various reasons including no opportunity. As far as SNATTA is concerned, it is a cadre orgnisation and almost of them are in the habit of visiting the websites and have the opportunity for the same. Naturally I am surprised that it is not having more visitors. There is no question of hurting my feelings in this respect.Everybody is proud of their own union. BSNLEU has got a lot of achievement to its credit. But it doesnot mean that other unions can not glorify themseves for even the smallest of achievements. It is only natural. One’s own baby is dear to all.
sir what is current status wage loss issue of post 2007 ? why this issue was not included in NCM agenda ? both unions talking about 78.2 for retire people but nothing about 2007 TTA .this issue is under kind consideration of u & ur union from last 3 year but no outcome ? what is ur thiking about 30% fitement or 5 increment to post 2007 employees ?
The loss of wages for post-2007 appointees was in the agenda of the National Council and it was discussed in detail also. This was published in the website of BSNLEU immediately after the meeting on 23rd December 2013. This is also published in the Telecrusader January 2014. Kindly visit our website and journal to get detailed information, before complaining that the issue was not taken.
Here Wage loss of post 2007 employee means JTOs who wants their pay scale from E1 to E2 . Or there is any scope of post 2007 TTA . Because from the day I joined BSNL which is nov-2008, no good news for post 2007 TTA only bad comes so I had a doubt. Please clear it.
Kindly go through the BSNLEU website and journals in which all these issues have been discussed several times. In this blog itself this has been explained. Kindly go through the same.

It is a matter of negotiation and fight with the management which does not want to settle the issue. It will take time till the management agrees.
