There is much relief for the government and the private telcos whose licences have been cancelled by the Supreme Court. In the petition filed by the Government for 400 days to complete the 2 G auctions, the Supreme Court has given three months more from the June 2nd deadline to 31st September. The relief to the private telcos comes through another order allowing them to continue services till the auctions are done.
At the same time, the apex court firmly said that no further extension will be given and that no petition will be accepted on this count. Fair enough.

The favouritism towards the corporates by the UPA-II government is once again established through the revelation that 63.5 % of the tax rebate was granted to them, while only the balance to the common people. Out of a total rebate of Rs. 1,38,931 crores rebate in 2010-11, the majority, Rs.88,263 crores, were for the corporate.
Another shocking information is that only 3.8 lakh companies out of a total of 7.2 lakh companies are in the tax net. Others, more than 50% are not paying any tax at all.
What the Income Tax Department and the Government have to say on these revelations?

The Circle Conference of BSNL Casual and Contract Workers Federation (BSNLCCWF) will be held at Pathanamthitta on 29-30 April. I will also be attending the Circle Conference on both days as the All India President . Leaders of Kerala BSNLEU will also participate.
What are the issues of the Casual and Contract workers ? Now due to the propaganda made by BSNLEU and BSNLCCWF, the injustice being meted out to the casual-contract workers are well-known. The casual workers are not regularised, casual and contract workers are not paid the eligible/minimum wage, social security measures are not implemented, workers are being retrenched and victimized for union activities etc.
The issues are well-known. But that is not sufficient. We have to change the present tragic situation. It should not be considered as a problem of the casual-contract workers alone. It is a shame for the entire BSNL and its workers that in this PSU the casual-contract workers are exploited and even the minimum wage is denied to them. They are being exploited by the unholy alliance of contractors and corrupt officers. This has to be put an end to and justice meted out to the thousands of casual contract workers.
The Kerala Circle Conference will debate all these issues and take necessary decisions.

The meeting of the anomaly committee which was expected to meet today, in fact did not meet. The management is more worried about the contempt case and is finalising the orders to be issued in the case of only those officials who had gone to the court. Union is interested in settling all the cases of anomaly/aberration cases arisen out of the conversion from CDA to IDA payscale w.e.f. 01-10-2010. The union representatives in the committee has expressed its strong opinion in the matter and the minutes of the committee is almost finalised also after detailed discussions in the committee and outside also.The management should hold the meeting urgently and settle the issue.

The All India Census Report 2011 has already been published by the Government of India. According to the Census Report many C class cities which have crossed the five lakh population are eligible to be upgraded to B class with 20% HRA. Sahranpur is an example. Despite the issue was brought to the notice of the management, the orders have not been issued. It seems that the files are pending with the Director (HR). What we expect from the management is quick decisions, whether on developmental or staff matters. This undue delay has to be avoided if BSNL has to improve. I hope that the management will issue necessary orders in the case of not only Sahranpur but in other similar cases also.

Mobile companies will have to shell out significantly higher money for buying spectrum in future.
The Telecom Regulatory Authority of India on Monday suggested a base price that ranges between Rs 3,622 crore and Rs 14,480 per megahertz of airwaves. If these recommendations are accepted, the Government can hope to rake in at least Rs 7 lakh crore by 2014 by selling various chunks of spectrum bands.
The immediate impact of this will be on the new 2G players whose licences have been cancelled by the Supreme Court. These operators paid a total of Rs 1,650 crore for 4.4 Mhz of pan India spectrum in 2008. Now they will have to pay a minimum of Rs 16,000 crore for the same amount of spectrum.
The telecom regulator has suggested that auction for 2G spectrum should be done in a single phase open to all players, including incumbent players, which is contrary to what the new players wanted. But the TRAI has tried to strike a balance by suggesting that operators who already have maximum airwaves under the prescribed cap will not be able to buy more.
This will put the larger incumbent players like Airtel and Vodafone out of the race as they already have between 8 and 10 Mhz of spectrum in most key circles, which is the prescribed limit for GSM segment.
In order to make the payout less painful, the regulator has proposed to allow a two-year moratorium for auction winners with the option of paying 33 per cent of the bid amount initially and the balance over a 10- year period. The dampener however is that it has given the Government the freedom to impose a suitable interest rate in consultation with the Finance Ministry. TRAI said that spectrum should be sold in tranches of 1.25 Mhz with the operator allowed to acquire at least 5 Mhz in each circle.
For 700 Mhz band, the TRAI said that the auction can be held later in 2014 once the handset ecosystem develops. 700 Mhz band is used for offering Fourth Generation (4G) technology. The base price for this band has been pegged at Rs 14,480 crore per Mhz.
In 2010, the Government had fixed Rs 1,750 crore as the base price for 20 Mhz of broadband spectrum. Reliance Industries will stand to gain from this proposal as it can be the only pan Indian broadband player at least till 2014-15. This will hurt other players like Airtel who were looking to acquire more 4G broadband spectrum this year.
What will hurt the incumbent GSM players even more is that the TRAI has suggested immediate re-farming of 900 Mhz band. This frequency band is considered to be superior in terms of efficiency and capital investments.
At present this is being used by Airtel, Vodafone and Idea Cellular, which now the TRAI wants to take away once the initial licence expires (2014 onwards) and resell in the open market. Bharti’s total liability will be around Rs 30,000 crore in 2013-15 to retain existing spectrum.
Not surprisingly, telecom companies blasted the recommendations and said that if implemented it will impact affordability. (Report in the Business Lines)

Important issues like the restoration of medical allowance, ITS absorption, 78.2% DA, customer Delight Year, procurement of equipments, VRS etc. will be discussed in the meeting. It is also expected that necessary agitational programme also will be decided on the main issues.

I have been working a few days to release a book on the issues of the Casual and Contract workers in BSNL . By the end of this month, it is expected to be published. Brief notes on the Contract Abolition Act, the rights of the casual and contract workers, the existing orders on wages, social security measures etc. will be included. It is intended to be released at the time of the Circle Conference of Kerala to be held on 29-30 April 2012. { hope it will benefit the leaders and the workers to understand the problems and strengthen the BSNLCCWF as also for achievement of the demands.

He organised the Red army and after the success of the 1917 revolution made the USSR in to one of the mighty nations in the world.
