Government’s move to privatise Railways

The controversy about the increase in the railway tariff hike presented by former Railway Minister Dinesh Trivedi resulted in his removal by the Trinamool Congress and a new Railway Minister Mukul Roy has been appointed. This is clearly a drama created by Trinamool Supremo Mamata. More than this drama, there are serious issues involved in the new Railway Budget. One, of course is the increase in rail tariff, especially in the sleeper and lower classes which are mainly used by the common people. If the new tariffs are analysed in detail, one can see that there is a huge 30% or so increase in the categories mentioned above, while in the A/C and higher classes the increase only between 13% to 20%. Tax the poor and save the rich seems to be the motto of the government.

But more serious issue is the proposal to privatise the Railway services, the largest services in the country. During the last few years, the government has been appointing Committees after committees to reorganise and improve the Railways. These include the Kakodar and Pitroda Committees. Of course Manmohan Singh and Ahluwalia are there to guide and advise what should be in the report of the committee. And hence the present Railway budget proposals are a clever manouvoure for privatisation.

The present Railway Budget is nothing short of a disaster for the country. It should be opposed and defeated.

Govt. on the mat on the poverty statistics by the Planning Commission

Irrespective of political affiliation, opposition parties as well as some of the allies of the ruling Congress, sharply attacked the Planning Commission, its Chairman Prime minister and the government for the condemnable statistics put by the Planning Commission on the poverty line stating that the % of poverty in the country as gone down. Some of the points raised in the Parliament are briefly given below:

Planning Commission Deputy Chairman Montek Singh Ahluwalia was in the eye of a storm in the Lok Sabha today over the fresh poverty estimates pegging poverty line at Rs 28.65 per capita daily consumption in cities.     “Ahluwalia is away from ground realities. He needs to be removed as every time he speaks, things go wrong. He has never spoken a good thing. No one is agreeing with the latest data,” NDA convenor and JD-U chief Sharad Yadav said in an impromptu discussion.     “Shoot the poor…give them poison…if you want to end poverty like this,” he said.     Leader of the Opposition Sushma Swaraj targeted the government over this issue noting that it was wrong to blame the Plan panel as the Prime Minister himself headed the body.     Asserting that responsibility lay with the government and not the Planning Commission, she appealed to UPA chairperson Sonia Gandhi, who was present in the House, to reject the latest estimates.     Regretting that poverty was not coming down, she alleged that efforts were on to wipe out the poor and not poverty.     SP supremo Mulayam Singh Yadav said people sitting in airconditioned rooms were blurting out figures when the reality was that 65 per cent of the population was below poverty line without proper electricity and potable water.     Accusing the plan panel of betraying the country, he said one cannot have even proper snacks for Rs 32 and the Planning Commission wanted people to live in that amount.     V Arun Kumar (Cong) alleged that opposition members were trying to mislead Parliament as the Plan panel has told the Supreme Court that the figures were per capita and not for the whole family. The per family figures are Rs 4,824 for the urban areas and Rs 3,905 for rural areas a month. T R Baalu (DMK) regretted that the criteria of deciding poverty line has not been fixed so far which was creating problems for state governments in implementing welfare schemes.     “Let the Planning Commission show its inputs to a Parliamentary Committee so that a proper criteria for the BPL could be fixed”, he said.     Kalyan Banerjee (TMC) said that no prudent person could come to the conclusion on the poverty estimates and the whole issue should be reconsidered by the Planning Commission.     He wanted chief ministers of all states should be consulted while deciding price indices.     Raghuvansh Prasad Singh (RJD) justified members’ anger over the issue while Anant Geete (Shiv Sena) said it was a mockery of the poor. He said the House should pass a resolution expressing disagreement over the Plan panel data.     M Thambidurai (AIADMK) said it was time the Planning Commission realised the true gravity of poverty, while Prabodh Panda (CPI) said the proposal was condemnable and the Prime Minister should make a statement in the House.     B Mahtab (BJD) alleged that the Planning Commission was confusing the whole country as a good lawyer who confuses the court when his case is weak.     Baliram (BSP) took a dig at the Commission and said with the latest figures India can now show to the world that there are no poor in the country.     Basudeb Acharia (CPI-M) alleged that the Plan panel used “fraudulent methods” to arrive at the latest figures and said with 8 per cent inflation, none can survive at Rs 22 a day.

Post Office Savings to get more interest

It is good news that the savings in the Post office like National Savings certificates may get  8.8% /8.9% instead of the present 8.6% from April 2012 onwards. This was overdue.

But at the same time the government has reduced the long-term deposit that is in the Provident Fund is reduced from 9.5% to 8.25%. Horrible injustice to the Provident Fund  Account holders. It should be immediately restored to 9.5%, which was given last year.

Rs. 6 crore arrears by M.P.s for water, electricity

The rule-makers of the country, it seems, are not worried about implementing the rules for themselves.  Many of the M.P.s are not in the habit of paying their dues in time. Now it is about the charges for the water and electricity they have used for years together. For an RTI, the reply has been given that Rs. 6 crores are in arrears from the M.P.s towards the above charges. There are dues for telephone charges also. Many former M.P.s are not vacating their quarters even after the Director of Estates has asked them to do so. However, the Left M.P.s seems to be better, with none of their names coming in the arrears list so far.

The M.P.s instead of being in arrears of dues should be in the forefront of settling their dues.

CPI(M) condemns the fradulent poverty figures.

New Delhi, March 20: The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

The Polit Bureau of the CPI (M) condemns the efforts of the Planning Commission to use fraudulent methods to deliberately underestimate the level of poverty in the country. In spite of the national outrage when the Planning Commission had given its earlier estimates to the Supreme Court, it has retained the same poverty measure suggested by the Tendulkar Committee. This has meant an absurdly low national poverty line of Rs. 22.40 per day for an adult in rural areas and Rs. 28.65 per day for an adult in urban areas, in 2009-10. Anyone spending more that this is being categorized as non-poor. On the basis of these flawed figures, the Planning Commission claims that the proportion of BPL persons has gone down by 7 per cent between 2004-05 to 2009-10.

This shows the huge gap between the members of the Planning Commission and the reality lived by crores of people in this country who have been burdened by relentless price rise amidst meager incomes. It hardly needs to be stated that these are destitution lines and it is a shame that an institution chaired by the Prime Minister should produce such absurd figures.

What is shocking is that even with these gross under-estimates, large proportions of our population are shown to continue living in destitution. The proportion ranges from 37-39% in states like Uttar Pradesh, Jharkhand, Madhya Pradesh and Odisha to around 50% in Bihar and Chattisgarh. Shockingly, the North Eastern states of Assam, Manipur and Nagaland are showing an increase in destitution levels. This calls the bluff of “inclusive growth” under the UPA government.

Even the recently released Household Amenities and Assets Census of 2011 shows the extent of poverty in different spheres in India. Out of the 24.6 crore households in India only 29% have a house with concrete roof, only 32% have access to tapped drinking water and only 47% have a latrine facility within the premises. 49.8% of the households still have to defecate in the open; 49% of the households still use firewood as the fuel for cooking and another 17% use cowdung cake or crop residue. 39% of households do not have any kitchen.

The CPI (M) considers the Planning Commission’s poverty estimates to be a dishonest attempt to conceal the reality of glaring inequalities and increasing poverty in India. The CPI (M) demands that the Prime Minister should make a categorical statement that these fraudulent poverty measures will not be used to deny poor people of their right to BPL cards or be used as a benchmark for allocating funds to the states or for welfare programmes.

SC dismissesGovt. appeal on Vodafone case

The Supreme Court today dismissed the appeal of the government in the Vodafone tax case, meaning that the govt. will have to refund tax money to the company. It was very clear that the govenment has filed the case to show that it is fighting for implementing its tax assessment. But in fact, it was not serious and the petition was only for name-sake.

Immediately after the dismissal  appeal, Minister Khurdhid announced that Rs. 2500 crores will be refunded to Vodafone.  It seems that the government wanted the same. Of course, it wants to support the private companies, especially MNCs.

Number of poor coming down according to Govt. Report – Opposition slams the govt. fogures.

Opposition parties slammed the Planning Commission’s claim that the number of poor in India had come down to 34.47 crore in 2009-10 from 40.72 crore in 2004-2005 in both the Houses of Parliament.

They questioned the new cut-offs (Rs 29 per day, per person in urban areas and Rs 22 in rural areas) for selecting people living below the poverty line.

“They are eliminating the poverty line and bringing in a starvation line. Let the Prime Minister and the Finance Minister spend their life with Rs 29 and Rs 22 per day,” BJP leader, Mr S.S Ahluwalia, said in Rajya Sabha on Tuesday.

The Congress, too, kept itself away from the new cut-off limit. Congress spokesperson, Mr Manish Tiwari, said the need of the hour was honest efforts to “wipe out” poverty from the country than controversy over number of the poor.

Later talking to reporters, Mr Ahluwalia said the Government should bring in a mechanism to find out the actual number of poor. “Children in this country are dying of malnutrition. The Arjun Sengupta Committee had said 80 per cent of the people get less that Rs 20 a day. There are estimates by Saxena and Tendulkar Committees as well. I don’t know from where this Government is getting its data,” Mr Ahluwalia added.

The CPI (M) termed the Plan panel’s poverty estimates as a dishonest attempt to conceal the reality of glaring inequalities and increasing poverty.

“We demand that the Prime Minister should make a categorical statement that these fraudulent poverty measures will not be used to deny poor people of their right to BPL cards or be used as a benchmark for allocating funds to the states or for welfare programmes,” its Polit Bureau said in a statement. Occupy Wall Street Protestors call for strike on 1st May

Occupy Wall Street activists on Monday called for supporters to skip work on May 1 to protest against alleged police brutality during 73 arrests in New York during the weekend. Several dozen activists joined members of New York’s City Council for a news conference in Zuccotti Park to complain about police tactics.  May Day is both an ancient rite of spring fertility and, in modern times, a celebration of the international labor movement. It also has been used to protest various issues. It’s impossible to gauge the expected response of the strike.

While the government is trying to suppress the protest, there is a chance that by the end of the winter, there will be once again an increasing of the protests.

AIBDPA Coimbatore SSA Conference

on 19th March I got the prievelege of attending and addressing the District Conference of the AIBDPA Coimbatore. About 200 comrades attended. The flag was hoisted and the conference started. Com. Murugan presided. Coms. Mohandoss, Circle president, C.K.Narasimhan, Circle Secretary and other leaders addressed. Com. Umapathy welcomed all. I inaugurated the Conference and exolained in detail the isues of the pensioners, the struggles undertaken by BSNLEU and AIBDPA for pension revision etc.

The conference elected Coms. P.Puthiyavan as President, Umapathy as Secretary and Vamanan as Asst. Secretary.

CPI(M) oppose tax proposals on common people.

New Delhi, March 19: The Central Committee of the Communist Party of India (Marxist) met in New Delhi from March 17 to 19, 2012. It has issued the following statement:

 

Union Budget

The Central Committee strongly criticized the Union Budget of 2012-13. The proposals contained in the Budget will result in all-round price rise and the imposition of greater burdens on the working people. The increase in excise duties and service taxes across the board will impose an additional burden of Rs. 45,940 crores.

 

The cut in fuel subsidy of Rs. 25,000 crore will lead to further hikes in fuel prices. The cut in subsidies to fertilisers by Rs. 6,000 crores will add to the already high prices of fertilisers and affect the livelihood of millions of farmers.

 

In the Railway Budget, there is a hike in passenger fares for all classes. The rise in fares of second class and sleeper class is particularly onerous. The Central Committee called for the reversal of this decision.

 

The Central Committee called upon all its Party units to protest against these new burdens imposed by the budget and to mobilise the people to demand that such provisions be scrapped.

 

Resignation of Railway Minister

The drama of the resignation of Dinesh Trivedi as Railway Minister after the presentation of the Railway Budget reflects badly on the Trinamul Congress and the functioning of the UPA government. What is of least concern for the TMC leader, who was herself the railway minister ten months ago, is the perilous state of the railways which is in a financial mess and where safety aspects are being neglected.

 

Foreign Policy Slide

The Central Committee strongly criticized the UPA government’s vote in the UN Security Council against Syria in February. This resolution which would have opened the way for intervention like in Libya was vetoed by Russia and China. The US and its allies are actively working to destabilize the Syrian government utilising the pretext of internal disturbances. India should not line up with the United States and Israel in their gameplan.

 

The US administration is mounting pressure on India to cut back its oil purchases from Iran and to stop trade with that country. Notwithstanding the official stance of the government that it will continue to buy oil from Iran, there has been substantial reduction in oil imports from that country in the current year. The US Secretary of State, Hillary Clinton has stated before the Congressional Committee that the US has been putting pressure on India to stop oil imports from Iran and she acknowledged that India has been responding to the US demand.

 

The UPA government should maintain its trade relations with Iran and resist American pressures which are against the vital interests of the country.

 

Sri Lanka

The Central Committee expressed its concern at the lack of progress in investigating the killings of civilians and serious human rights violations in the last phase of the conflict in Sri Lanka. Neither has the Sri Lankan government taken any substantive steps towards arriving at a political settlement for devolution of powers and autonomy to the Tamil-speaking areas. In this connection, the government of India should demand that the Sri Lankan government take up the implementation of the recommendations of the Lessons Learnt and Reconciliation Commission in the UNHRC. It is necessary to have a credible and independent investigation into the charges of atrocities and all those responsible should be held accountable.

 

Party Congress

The Central Committee finalised the Political-Organisational Report to be presented at the Party Congress which reviews the political and organisational work of the Party since the 19th Congress.
