In the PSUs, upgradation of cities are decided purely on the basis of the population, unlike in the Central Government where certain other criteria are also considered. Those cities which cross 5 lakh poulation are treated as B class cities with 20% HRA and those crossing 50 lakh are treated as A class with 30% HRA. Less than 5 lakh are treated as C class with 10%.
Now the census 2011 has been released and some cities might have crossed 5 lakh. Comrades in those cities are requested to contact CHQ immediately with the figures. CHQ has already taken with the management for upgradation of the cities, which are justified.
Vasai virar city is 4th largest city in maharashtra and its population is morethan 10 lacks as per 2011 census. It is in Kalyan SSA and no one is preffered to work there because of lack of HRA (10 % till date) and other facilites. It is next to mirabhayander muncipal corporation which has 30 % HRA as proximitiy to mumbai city. Due to this dissatisfaction, work of bsnl sufer and image of the BSNL in this city is bad due to frequent interuption in LL/BB/Mobile services. Vasai virar now under vasaivirar munciple corporaion . please make that city atleast Y city (20% HRA), revenue and profit of kalyan ssa will increase as more people wiiling to work there.

The grant of HRA in Central Government and PSUs are different. In the Central Government, the HRA is calculated not only on the basis of population, but also considering many other factors like Urban Agglomeration, cost of living, certificate of the Collector on the dependency of the main city etc. For the State government employees, the calculation is different. But in the case of PSUs, only the population figure is considered. However, during the last wage negotiation, BSNLEU insisted that the central government rules should be applied in the case of BSNL, since the employees were government servants who have been absorbed in the PSU. BSNL did not agree, but agreed to take up the case with the DOT. But so far, no favourable decision has been taken by the DOT, BSNL or DPE. As such, the HRA in BSNL is calculated solely on the basis of the population of the city corporation / Municipality.
As such kindly intimate the population figures of the city as per 2011 census and if it is more than 5 lakhs, 20% HRA will be given. However, Kindly send all the details including other justifications the CHQ BSNLEU in this particular case for taking up with the government.
