The Communications and IT Ministry has released the Draft of the NTP 2011 last week. This is the third Telecom Policy. The first was the NTP-1994 and the second NTP -1999. Both policies gave a lot of benefits to the private telcos both in Licence Fee and other conditions. The third NTP, NTP-2011 is not different. The draft policy in available in the net. Everybody has the right to intimate their views in the matter to the ministry.
The CHQ of BSNLEU has already started this exercise seriously. And the suggestions/ amendments will be furnished to the Ministry. If any comrade has any important suggestion, it may be sent to the CHQ urgently.

You may see in the link published at the end of this post as to how the Government is aiding the private telcos and at the same time pulling down the BSNL/MTNL with formulation of new policies. I have furnished below two paragraphs of the essay for your kind information. One can understand how the government is playing its policies to help the private operators and demolish both BSNL and MTNL. Also you will know how did the 3G auction go and how the private operators manipulated the entire process leaving BSNL and MTNL lost their hard earned money in the process.
I was shocked at the revelation of the author Prabir Purkayastha, Newsclick, on Oct., 5, 2011.
Why would not BSNL go in to loss if such things are happenning around..
Briefly, the salient features of the current scam is that 3G licenses were offered for auction in 2010, using a multi-stage bidding process. In this, Vodafone, Bharati Airtel and Ideas, decided that they would not bid for all the service areas but bid in a way that at least 1 of the 3 parties secured license for each state. This strategic bidding becomes obvious if we see the successful bids – in none of the service areas we have all the 3 parties, and yet virtually no service area has been missed out, one or other party has secured license for every service area except the lone state of Orissa. Out of 22 service areas, Vodafone has secured license for 9, Airtel for 13 and Idea for 9. Against the total license fee of Rs. 16,750.6 crore, Vodafone has paid Rs. 11,617.9 crore, Airtel 12,295.5 crore and Idea only 5,254.6 crore, saving thereby over Rs. 20,000 crore, if they had to secure a pan Indian license. And yet, by using each other’s network, they are now offering full blown-pan Indian services – they now have customers for areas they do not hold licenses.
Interestingly, one of the recurring feature of Telecom scams have been that the current scam becomes incorporated in the next policy. Now a new Telecom policy is in the offing – the NTP 2011. True to form, there are now indications that the policy will allow “sharing” and “trading” of spectrum to “regularise” the current violations.

Dear Sir,
This scam has already stands exposed. But it did not get wide publicity so far. It has got to be given wide publicity.

You may please advise your warriors to include this topic in their speeches and ensure that it gets wide publicity as your good self desires.
Also, though it may be out of context, I would request you to think over about the suggestion made by NFTE regarding holding of indefinite strike. I also opine that one day strike may not bring the kind of response that we intend to receive.
Lastly, my previous post was submitted as “mydataone” by mistake. It is my personal site actually i.e. mydataone.net. Please read/ammend it as by KGM Prasad
