While BSNL is asked to provide communication services in all the villages and remote areas as part of the government’s committment to provide universal service, it is reluctant to meet the extra expenses or losses which BSNL has to incur due to this loss making expansion.The Access Deficit Charge (ADC) was collected for this purpose from all operators earlier and paid to BSNL. Three years earlier, it was limited to Rs. 2000 crore. Now from July 2011, even that is stopped resulting in huge loss to BSNL.

Now BSNL managment has sought government help of Rs. 4,000 crore to meet the loss due to providing universal service. The DOT should immediately allot the amount which is very much required at the present juncture.
