BSNL Workers Protest VRS, Reduction in retirement age

BSNL Executives and Non-Executives will hold lunch hour demonstrations tomorrow (5th April 2011) protesting against the proposals for VRS and reduction of retirement age from 60 to 58 years in BSNL as recommended by the BRPSE (Board for Reconstruction of Public Sector Enterprises).This is as per call of the Joint Action Committee. This is a serious attack on the workers by the government and has to be resisted and defeated. Participate in full and give a strong warning to the government that the workers will never agree to these proposals.

Antrix-Devas Agreement – Animal Spirit of Indian Capitalism

Homage to Martin Luther King Jr- The great civil activist leader

Martin Luther King Jr., the great civil activist, was murdered on this day, 4th April, in 1968. He fought for the rights of the downtrodden and the poor which those in power could not tolerate. He has to sacrifice a lot and at last was murdered in Memphis in 1968 by the vested interests.

I pay my respectful homage to this great martyr.

2G – A.Raja, Behera, Chandolia and company heads chargesheeted

After a long wait and prodding by the Supreme Court, the CBI has filed the charge sheet in the 2G spectrum scam on 2nd April 2011 in the Special Court of Special Judge O.P.Saini formed for this purpose. The accused includes former communications Minister A.Raja, former Secretary, DOT Sidhartha Behura, former Personal Secretary to Minister R.K.Chandolia, Director of Swan Telecom (now Etisalat B) Shahid Usman Balwa, Managing Director of Unitech Limited Sanjay Chandra, Group MD Reliance Gautam Doshi, Senior Vice- President Reliance Hari Nair another Senior Vice-President Surendra Pipara and Director Swan Telecom Vinod Goenka.

They have been charged for cheating, forgery, criminal conspiracy etc. under provisions of IPC and Prevention of Corruption Act. The loss to the Government is estimated about Rs. 30,984 crore. The charge sheet is about 80,000 pages, includes 654 documents and has mentioned 125 witnesses. It is stated that the documents clearly establishes the charges.

Will the case will reach its logical conclusion. Let us wait and see.

Headless PSUs – Is the Government and PESB sleeping?

It has become a habit and almost a convention in the Central PSUs – once the Chairman or Managing Director or Chairman & Mg. Director (CMD) retires, the vacancy will be kept for months or years together. The CMD BSNL Kuldeep Goyal retired about one year back, and the vacancy is not yet filled. Gopal Das, Director (HR ) who was asked to look after has also retired on 31st March 2010. Still no regular posting. The Director (Finance), BSNL S.K.Saxena retired two years back and so far, the vacancy has not been filled. At present there are only three Directors in BSNL, where there should be six including the CMD. A sorry state indeed.

It is not the case of BSNL alone. It is the case with many Central PSUs. There are no heads for MTNL,ONGC, NHAI and SBI at present after the retirement of the last incumbents. There is a Public Enterprises Selection Board. There are other mechanisms available for the Government to take decision. But it seems that the government don’t want to appoint to these crucial posts in the PSUs. Government is not interested in the functioning of the PSUs. This may be a new line of thinking of the government that this method of non-filling up the posts the PSUs can be made ineffective.

It can also be that there is power tussle in the government about who is to be appointed. The postings in PSUs were mainly reserved for favourites instead of posting the best suited person. It has been clearly exposed as in the case of the appointment of the CVC.

Wake up from the ‘sleep’ and fill up the vacancies of heads of PSUs with suitable persons.

2G Scam – Chargesheet issued to A.Raja and others

CBI has issued chargesheet to former Minister A.Raja and others in the 2G scam. Another charge sheet will be issued to further accused shortly. The details of the chargesheet with documents containing more than 8000 pages are yet to be released.

Support the struggles of the Casual & Contract Workers.

In many circles/SSAs of BSNL, the casual and contract workers are in agitation against retrenchment and disengagement of workers. Now after much pursual and agitation, corporate office has issued strict instructions to pay the statutory minimum wage to the workers. Being compelled to pay the minimum wages and implement social security measures, in many places, the contractors and local management together are victimising the workers by retrenchment and refusing to engage them. The strike, hunger strike, agitations etc. are going on in Assam, Haryana and some other circles/SSAs. Those who are continuously working for 10 to 20 years are being retrenched. Union leaders of the Casual & Contract workers are the first casuality ‘to teach them a lesson’.

Their struggles can not continue without the support of the regular workers. It is the duty of the regular workers and their unions to support and give all solidarity to the struggling casual and contract workers.

Why Lunch Hour demonstration on 5th April?

In the meeting of the Joint Action Committee with the CMD BSNL held on 31st March 2011 to discuss about the suggestions of the Unions to improve the services, the management requested to withdraw the lunch hour demonstration on 5th April in view of the present critical situation of BSNL and not to give a wrong signal to the customers.

The JAC leaders pointed out that they are not interested in organising agitation for agitational purpose. The 5th April demonstration has been decided to oppose the proposals of the BRPSE to implement VRS in BSNL as also reduction in the retirement age from 60 to 58 years and reduction of staff. This is a clear violation of the assurance given by the management and the government several times that such issues will not be decided without consulting the unions. Further these proposals are anti-worker and can not be accepted by the unions.

This seemed to convince the management. The CMD graciously agreed that when there is a justified cause, the workers have right to take their own decision.

Now it is the workers’ turn. The lunch hour demonstration should be massive and should be in all places which will give clear indication to the government and management not to proceed with the ani-worker proposals.
